The Homestead Neighborhood Association will meet Tuesday, November 5th at 7pm. Meetings are held at the CDRC, 707 SW Gaines, 3rd Floor. Parking is available.
The architects for a proposed 34-unit apartment building between 11th and 12th north of SW Gibbs will present information and answer questions. The plans currently provide off-street parking for all units.
Following committee reports, a
"work-session" will be held to discuss the
current Area Permit Parking Program (APPP). Increased development in the Homestead area is expected to exacerbate parking difficulties in the future. The APPP Committee has been convened to review our current program. The intent of the work-session is to discuss concerns and questions and possible solutions and provide direction to the committee. City Staff have been invited.

On Sunday, Oct. 27, OHSU along with Portland Fire and Rescue, American Medical Response and Portland Police, will participate in a full-scale active shooter SIMULATION exercise from 7 a.m. to 5 p.m. on Marquam Hill. Patient access will not be impacted, but you may notice a number of additional emergency vehicles and people on campus on Sunday. Also, be aware that you may hear items related to the exercise including audible gunshots between 11 a.m. and 3 p.m. All roads will remain open.
This is a simulated exercise.

From the October 1 Meeting
New development at 1325 SW Gibbs: The plans for this development have changed. Originally, plans included off street parking for all units. The new plans show a deficit of 10 parking spaces and the city is requiring for street improvements for this property that will remove any on-street parking near the development. The land-use team met with the developers to express concerns. They are working on solutions.
Also related to this site; Homestead NA has previously approved meter revenue funds to add a sidewalk between 11th and 13th on the north side. The new developer had agreed to continue the sidewalk further from 13th to beyond the development. PBOT is now requiring the developer to remove parking and widen and improve the ROW-but not for sidewalks. We are hoping that PBOT will integrate some form of pedestrian access within their requirements.

OHSU/Homestead Agreement re: Hospital Expansion and Parking Review
The City of Portland Hearings Officer made the final decision to approve the Marquam Hill Parking Review for the proposed OHSU expansion. Homestead decided not to appeal the decision even though it is believed many city staff providing information to the HO are uninformed about the Marquam Hill Plan. Homestead will work to educate and inform city staff in the future. In spite of the HO's decision, the Homestead Neighborhood Association and OHSU have agreed upon the following mitigation measures.
- OHSU agrees to enhanced mitigation strategies in an effort to reduce employee trips to the hill.
- OHSU will reorganize the ingress and egress of Parking Garage D, allowing mostly patient only egress to Campus Drive and employee egress to Sam Jackson. This should reduce southbound employee trips on Terwilliger that result in cut-thru traffic in Homestead neighborhoods.
- OHSU and Homestead NA will work with other area partners (Tri-Met and the City of Portland) to encourage improvements and find solutions that reduce congestion in the area around Sam Jackson, Sheridan, Caruthers and the 405 interchange and the Ross Island Bridge Head.
- For action items specifically identified as being under OHSU control, these items will be completed before completion of the hospital expansion. For items requiring coordination with other agencies, OHSU will begin coordination prior to the hospital expansion opening.

Homestead Emergency Preparedness 
After developing a pilot 'Map Your Block' effort for 50 residences on Bancroft St/Hamilton Terrace, we are expanding the effort to ~300 single family residences throughout Homestead.
Seven of your Homestead Neighborhood Assn neighbors have volunteered to be block coordinators and are starting the MYB inventory interviews in your area this month. We ask your help in welcoming them and spending ~ 15 minutes helping them fill out the questionnaire for your household.
Accumulated contact information will be shared on your block to facilitate neighborhood activities
among your immediate neighbors. All the information from all the blocks will be shared with the NET Team Leader Bob Bonner.
The NET team will then help plan helpful activities on the block level to help you meet identified household and block preparedness needs.
The NET Team will use the information to develop
a
more comprehensive plan for community-based responses to a major disaster such as a Cascadian Subduction Zone(CSZ) earthquake.
EARTHQUAKE TIPS:
GAS LEAKS:
If you smell a strong natural gas odorant (rotten eggs smell), leave the area immediately and call NW Natural 800-882-3377.
In case CSZ earthquake the 3-4 minute duration of severe shaking is likely to damage both municipal supply lines and the piping within your house. Your will likely loose gas supply, but a slow leak within your house could be a severe fire/explosion risk whenever external gas supply is present. For this reason, you should know where your external gas valve (at your gas meter) is and how to turn it off in such extreme circumstances. In California building codes require an automatic earthquake sensing shutoff to avoid these post-earthquake fires.
