BANN is currently involved in the following state and local issues on behalf of the building and construction industry:
City of Reno Housing Task Force
- BANN CEO, Don Tatro, is Chair of the Mayor’s Housing Task Force which is addressing various issues related to housing in Reno. The Subcommittee, which BANN is also a part of, has submitted city staff approved code updates and changes which were recently approved by the City Council as well as the Planning Commission.
RENOvation
– BANN is participating in Technical Working Group meetings on rewriting Title 18 of the Reno Municipal Code. The process is called RENOvation. BANN also testifies on these topics when they come before the Reno City Council and the Planning Commission.
North Valleys Infrastructure & Growth
– As you may have seen in the news, a lawsuit was filed against the City of Reno on the flooding of Swan Lake. In addition, there was a proposed moratorium on future development and building in the North Valleys. BANN has been involved in meetings surrounding these topics and is strongly advocating against any moratoriums. Also, BANN is supportive of the Reno Stead Water Reclamation Facility expansion which will support future growth in the region.
Electronic Plan Review/Signatures
– BANN is currently in discussions with Washoe County on setting up an acceptable process in accepting electronic signatures and notarizations. When the next legislative session occurs, BANN will advocate in support of any necessary legislation to have electronic signatures and notaries accepted across the State.
Impact Fees
– There are ongoing talks regarding the implementation of new impact fees to help fund a new Public Safety Center in Reno. BANN is currently involved in these discussions. Stay tuned for updates.
Public Works
– BANN is working with the City of Reno staff and stakeholders to update the Public Works Manual.

Grants Bring Shop Class Back to High Schools
|
The Skilled Labor Fund, designed to address the lack of skilled labor entering the residential construction industry, has awarded more than $200,000 in grants to 42 local HBAs across the country to
provide skills training
to high school students. The Building Careers grant offers support for training programs provided largely by the Home Builders Institute and Career Connections funds career fairs and events. The programs will take place over the next two years and will engage roughly 24,000 students across the country. The Skilled Labor Fund, managed by the National Housing Endowment, is a partnership of NAHB, the National Association of the Remodeling Industry, the National Kitchen & Bath Association, SGC Horizon and Hydrogen Advertising. The Fund focuses solely on skilled labor for the residential market.

There is currently widespread frustration with the performance of the global economy. Traditional policy approaches are not delivering the economic results they have in the past. In the US, Millennials are poorer, have lower incomes, marry less often, and have fewer children than the generations before them. In Europe, the rise of previously fringe parties is unmistakable as voters express their frustrations with the status quo at the ballot box. All this has led to the rise of Modern Monetary Theory (MMT), a set of ideas that reflect a significant and unfortunate break with previous orthodoxy.

Rural Housing Service Revises Rules
|
A final rule by the Rural Housing Service will provide increased flexibility for the agency to facilitate and encourage single-close
construction loans
, which will stimulate new construction, rehabilitation and homeownership in rural areas. Single-close construction loans allow the borrower to get a construction loan and a permanent loan at the same time. When construction is completed, the loan becomes a traditional mortgage. Additionally, the final rule will allow for the reserve of regularly scheduled principal, interest, taxes and insurance (PITI) payments during the construction period. The Rural Housing Service will also allow single-close loans to be used for the rehabilitation of existing dwellings upon their purchase and eliminate maximum interest rate cap requirements for all single-family home loans. The final rule was published July 22 in the Federal Register.

Report Looks at Mix of Housing

A new report from NAHB, “Diversifying Housing Options with Smaller Lots and Smaller Homes,” explores less traditional
housing types
that could help meet the housing needs of low- and moderate-income households. The report looks at smaller homes, duplexes, townhouses, small-scale multifamily and accessory dwelling units (ADUs), and offers best practices on regulatory policies and design options.
