FMC Seeking Comment on Proposed Changes
to its Interpretation of Detention & Demurrage Rules
DEADLINE OCTOBER 31, 2019
The Federal Maritime Commission is seeking public comment on a
proposed interpretive rule on demurrage and detention under the Shipping Act. Comments to the Commission are due not later than Thursday, October 31, 2019.
Bi-State Members are strongly encouraged to submit feedback on the current assessment of detention & demurrage fees, and join the Association in expressing support for the proposed changes.
Federal Motor Carrier Safety Administrator Ray Martinez is leaving his position at the end of this month, to take a new role with the U.S. Dept. of Transportation. As of November 2019, Martinez will oversee redevelopment construction at the John A. Volpe National Transportation Systems Center in Cambridge, Mass.For details, click here to read an article posted by Transport Topics.
Administrator Martinez was the recipient of the Bi-State's 2018 Malcom McLean Memorial Award, in recognition of his personal contributions toward the advancement of the intermodal container industry (shown receiving a Joint Legislative Resolution from Assemblyman Bob Auth, Assemblywoman Annette Quijano, and Assemblyman Jamel Holley.)
The Bi-State wishes Administrator Martinez all the best in his new role, and thanks him for his strong support of the motor carrier community at the Port of NY & NJ.

Managing Director John Poelma
Last week, APM Terminals North America announced the appointment of Jon Poelma to serve as Managing Director of APM Terminals Port Elizabeth, effective November 1, 2019. He succeeds David Gledhill, who retired last month.
