After more than 45 years of service to the elderly, NCJW's Council Cues has disbanded. Council Cues was a wonderful and talented group of NCJW volunteers who performed for seniors in our community. We would like to recognize and thank the members of Council Cues for their service to the community. 1. When did you join NCJW?
I have been a member since 1970 when I joined the Chicago Section - Northside Evening Branch.

2) Why did you join?
I was interested in being politically active and NCJW Chicago was very politically active at that time and there was a lot to get involved in.

3) What makes NJCW special/unique/worth supporting?
There are so many reasons, but in particular, NCJW's proactive and progressive stance on women's issues and choice and on equal rights. NCJW is one of the only Jewish women's organizations to always be in the forefront, taking a stand on the issues of the day.

4) What is your favorite NCJW memory?
There have been a lot of NCJW memories over the years: marching for the ERA with my entire family, being the chair of the area as well as section president, holding the NCJW 100th anniversary convention here in Chicago, being in Washington, DC for Washington Institute, being at the White House with NCJW and meeting with Members of Congress. There are so many things and so many great NCJW memories!

5) What would you like your NCJW “legacy” to be?
I would like to see NCJW continue its work for women, children and humanity!

NCJW 2017 – 2018 Evening Salon

NCJW’s new Evening Salon is a monthly, evening discussion group (7:30-9:00 pm), meeting at Salon members’ homes (northern suburbs) and facilitated by Salon members. Every month a new topic is chosen by the group, and source materials links are then emailed to everyone on the mailing list to read. Topics include a wide variety of current progressive, feminist and social justice issues. There is no fee. Join NCJW after three sessions and you become a member of the Salon! Our next two discussion dates are October 10 and December 13.

Silent Witness Stories

The Silent Witness Exhibit of Illinois honors those who have died from acts of intimate partner violence. The Exhibit consists of life-size female figures, each bearing a shield telling the true story of an Illinois woman killed as a result of domestic violence. The figures provide a powerful visual impact to raise awareness of the tragedy and loss we all suffer when lives are taken senselessly through domestic violence. Groups may use the Exhibit for outreach, education and fundraising programs.

The Silent Witness Exhibit has been viewed in Illinois by thousands of people in dozens of venues since it was launched in 1997 by the National Council of Jewish Women (NCJW) Chicago North Shore Section. The Silent Witness Exhibit of Illinois is part of the National Silent Witness Initiative, started in 1990 in Minneapolis.

Michelle was in a long term relationship with Robert Signorile, 44, a carpenter with a history of alcohol abuse. He was manipulative, controlling and belligerently alcoholic. Less than a year before her murder, Signorile was arrested and charged with domestic battery of Michelle. He pleaded guilty to an amended charge of battery and received court supervision. In a drunken rage, Signorile beat her to death over the St. Patrick’s Day holiday. At the trial, Michelle’s family and friends wore purple representing domestic violence and Michelle’s favorite color. Signorile was convicted of first-degree murder by a McHenry County jury and sentenced to 40-years in prison.

NCJW Study Tour:   A Force for Change: Israel through a Gender Lens
This study tour, A Force for Change: Israel through a Gender Lens, will take place March 2-8, 2018, and will explore the power of women leading change in Israel. We will meet activists and artists, peace seekers and gender studies scholars, feminist journalists and bloggers, women politicians and business leaders — all making their mark on the dynamic landscape of Israel. We will conclude the trip with a once in a lifetime symposium in Tel Aviv, the culmination of groundbreaking research conducted by NCJW and the Dafna Fund on the status of women in Israel.

Stop the attack on our federal courts
The White House and Senate Republican’s legislative agenda is stalled – so they have turned their attention to our federal courts. Senate Majority Leader Mitch McConnell (R-KY) announced that the Senate will rush votes on four of Trump’s circuit court nominees this week alone. This urgency is unwarranted. Don’t let right-wing ideologues take over our third, independent branch of government. Our courts – and our rights – are too important.
Now is the Time to #GetCovered!
As the Trump administration continues trying to sabotage the ACA and the health care marketplace, it’s more important than ever to spread the word about getting healthcare coverage. It’s up to us to ensure that more people than ever before have quality, affordable health insurance.

1. Enroll yourself in healthcare.
Enrollment is open at www.healthcare.gov from November 1st 2017 – December 15th 2017 (note this is 45 days shorter than last year’s enrollment period) You gain access to critical health care: Get quality coverage with key benefits – from hospital visits and prescriptions, to birth control without co-pays! You get protection from discrimination: Among other safeguards, insurers can’t deny coverage due to pre-existing conditions.
Financial help is available: More than 8 in 10 people qualify for financial assistance to make coverage more affordable, with some plans under $75. Already covered? Shop and compare your options in the marketplace at healthcare.gov. Most people can choose from 30 plans on average, and you may find one that saves you money.

2. Tell your friends, family, and community so they can #GetCovered!

Find ways to help your community members enroll in this Enrollment Toolkit prepared for communities of faith.

3. Spread the word on Social Media.

Follow NCJW on Facebook and Twitter. Spread the word that now is the time to enroll using the hashtag #GetCovered and share why health coverage matters to you using #ACAWorks.

Budget & Tax
The House voted,  216-212 , to approve the Senate-passed budget on October 26 that includes $5.8 trillion in spending cuts from Medicaid, SNAP, school lunch, SSI, TANF, low-income tax credits, education, child care, and other social services programs, as well as rental assistance and job training. The vote sets in motion a fast-track process to enact a tax bill that would increase budget deficits by $1.5 trillion over the next decade, contradicting Republican leaders’ promises that their tax plan would be revenue “neutral” and not add to the deficit. Most affected by the budget cuts will be low- and middle-income families, the same populations that would receive little benefit from tax cuts. NCJW opposes the congressional budget, instead supporting a budget that protects low-income and marginalized individuals, promotes job creation to strengthen the economy, increases revenues from fair sources, and seeks responsible savings targeting wasteful spending in the Pentagon and in other areas that do not serve the public interest.

Senate to Vote on Four Circuit Court Nominees
On October 26, in an extreme and aggressive move, Senate Majority Leader Mitch McConnell (R-KY) initiated the process of scheduling votes on four circuit court nominees:  Amy Barrett  (Seventh Circuit nominee);  Stephanos Bibas  (Third Circuit nominee);  Allison Eid  (Tenth Circuit nominee); and  Joan Larsen  (Sixth Circuit nominee). Voting on four circuit (appeals) court nominees in one week is extremely uncommon and another attempt by Senator McConnell to quickly pack our courts with President Trump’s extreme nominees. Furthermore, Eid and Bibas were just  voted out  of the Senate Judiciary Committee, giving the rest of the Senate almost no time at all to inform themselves about these nominees. NCJW has concerns about these nominees and strongly opposes the nomination of Barrett, who has made troubling comments regarding judges’ views on religion.  NCJW sent a letter  to the Senate Judiciary Committee emphasizing that judges may not place their personal religious views ahead of the Constitution.
 
  • Take Action: Call your Senators! Call the Capitol Switchboard (202-224-3121). After placing one call, hang up, dial again, and call your other senator.
  • Sample script: Hi, my name is _____ and I am from _____. Voting on four of President Trump’s circuit court nominees in one week is an attack on our federal judiciary. Don’t let President Trump accomplish his offensive agenda through the courts by confirming biased, partisan, and closed-minded judges. I’m counting on Senator _____ to stand up for our courts and my constitutional rights. Thank you.

DeVos Rolls Back Disability Regulations
This week, Secretary of Education Betsy DeVos  rescinded  72 guidance documents on special education policy and issues. While some were simply outdated, others provided valuable advice for parents and schools. Disability rights organizations are analyzing the documents to determine the full impact of this decision.
Immigration & Refugees

Trump Announces Increased Refugee Vetting
On October 24, President Trump issued an  executive order  effectively expanding his administration’s halt on refugee admissions. Refugees from 11 nations, nine of which are majority Muslim, are barred for an additional 90 days. In addition, some refugees will face  increased vetting procedures  that will make it even more difficult to come to come to the United States. NCJW opposes Trump’s continuous efforts to undermine the nation’s refugee resettlement program, especially by singling out refugees based on religion.

Background Check Bill Introduced
On October 25, Sens. Chris Murphy (D-CT), Dick Durbin (D-IL), and Richard Blumenthal (D-CT) introduced the Background Check Expansion Act ( S 2009 ), a  bill  that would expand the federal background check requirement to include the sale or transfer of all firearms by private sellers, with certain reasonable exceptions. Under current law, unlicensed or private sellers are not required to conduct a background check prior to transferring a firearm. Research indicates that as many as a quarter of all gun sales in the US may occur without a background check even though 90% of Americans support universal background checks. NCJW supports the Background Check Expansion Act.

  #Faith4Dream Week
From October 29 to November 4, communities of faith across the country, including NCJW, are joining a week of action to stand with dreamers and uplift the urgency of passing a clean Dream Act in 2017. Here are ways to get involved:
  • Call your Members of Congress at 1-866-940-2439 and tell them to pass a clean Dream Act now!
  • Organize a Dream Sabbath: A Dream Sabbath can be a dedicated time during regular weekly worship service to having immigrant youth share their stories and asking congregants to take action in support of the Dream Act. It can be a vigil or meeting with your senators and representatives, etc. The Dream Sabbath toolkit can be found at here (PDF) and here (Word).
  • Amplify your voice on social media: Use the hashtags #Faith4Dream and #DreamActNow Click here for social media guidance.

#CourtsMatter to Religious Freedom learning call
Join the National Council of Jewish Women and a religious freedom expert on Wednesday, November 29 from 3:00 – 4:00 pm EST for the third and final call in the #CourtsMatter series.

We will learn from Maggie Garrett, Legislative Director for Americans United for Separation of Church and State, about how our federal court system affects religious freedom and liberty. Maggie has been working on church-state separation issues for more than a decade. She leads the National Coalition for Public Education (NCPE), the national coalition that opposes school voucher legislation, and is the chair of the Coalition Against Religious Discrimination (CARD), which is the national coalition that fights to repeal the Bush Faith-Based Initiative. At the ACLU of Georgia, she litigated high-profile cases on issues including the separation of church and state, free speech, reproductive rights, and voting rights.

Stop the 20 Week Abortion Ban Today!
This afternoon, The House of Representatives voted to pass  H.R. 36 , a piece of legislation that bans abortion after 20 weeks of pregnancy ! The measure — The Pain-Capable Unborn Child Protection Act (HR 36) — would also impose harsh criminal penalties on doctors, including five years in prison, for providing care. An abortion may be necessary at every stage of pregnancy for many reasons, but it should never be up to politicians to decide when and how a pregnancy can be terminated.

Studies show that nearly 99% of abortions are performed before 21 weeks, with most late term abortions occurring due to serious risks such as severe fetal abnormalities and threats to the life of the woman.

A woman’s reproductive choice should be made with the help of a licensed physician, not Congress. 

With abortion rights and access more vulnerable than ever, we must do EVERYTHING to stop this bill in its tracks. Call your representative today and tell them to vote NO on the 20-week abortion ban. Call 202-224-3121 for the Congressional Switchboard and ask to be connected to your Senators. continues to test our resolve, we must show them our commitment to protecting the reproductive rights of women.
Here is a sample script:
Hi, my name is [X], and I am an NCJW activist living in [your state]. I’m calling to urge [Senator's name] to vote NO on the Pain-Capable Unborn Child Protection Act and all efforts to further restrict abortion access. This bill is unconstitutional and based on faulty science. By criminalizing doctors, this bill will further endanger women’s health by forcing women to seek unregulated care. Thank you.

SB1657: The Gun Dealer Licensing Act would give Illinois the ability to encourage better business practices among gun dealers and hold corrupt dealers accountable. it will help curb a major source of illegally trafficked firearms from entering our communities.

HB2462: No Salary History Bill
Earlier this year, women’s advocacy groups across the state came together to champion a bill to strengthen the existing Illinois Equal Pay Act—which prevents employers from paying women less than men for doing the same work—by prohibiting employers from asking job applicants about their previous salaries. Equal pay for equal work is a matter of basic fairness, and wages should be determined by the job's responsibilities and the applicant's qualifications—not based on their previous earnings.   The No Salary History bill (HB 2462) passed the House and Senate with bipartisan support, but earlier this summer Governor Bruce Rauner vetoed it.

Last week, the House overrode the gov.’s veto of No Salary History, HB2462, with a vote of 80-33. Thank you to all of you who helped make this happen by reaching out to your legislators to secure their support for this bill. The Senate cancelled their session today, so it will be taken up by them when they return for second week of veto session the week of Nov. 7th.
 
We’ve updated our Take Action page to direct letters to your senator. We particularly need constituents of Sens. Anderson, Haine, Harris, Holmes, and Nybo to contact these senators to make sure they will be at veto session and to get their support for the bill and overriding the governor’s veto.

Canadian jewelry artist Hilary Druxman has handcrafted a beautifully designed necklace and has partnered with NCJW Chicago North Shore to bring her design to our members and supporters. Overlapping triangles come together to form a star, reflecting our belief in advocacy and action. Each necklace costs $44 ($40 + $4 sales tax) and can be shipped anywhere in the US. Net proceeds from the sale of each handcrafted sterling silver necklace support our mission.

NCJW is recognized as an organization described in section 501(c)(3) of the Internal Revenue code. Contributions to it are tax deductible to the full extent provided by the law.
