A Victory for California Taxpayers
Prop 13 This past month a direct attack on Proposition 13 was resoundingly voted down by the California State Assembly. Assembly Constitutional Amendment 1 would have changed a key element of Prop. 13 by lowering the current two-thirds vote needed to pass local bonds and special taxes - including parcel taxes - to just 55 percent. Bond debt and parcel taxes are paid by adding extra charges to property tax bills, sometimes for decades, which are not subject to Proposition 13's one-percent cap. The two-thirds vote requirement is a crucial taxpayer protection because while everyone gets to vote on these local measures, only property owners pay for them. See more here.

Some California Employers Now Have Until January 1, 2021 to Train Employees on Sexual Harassment Prevention-a One-Year Extension of the Original January 1, 2020 Deadline
Stop Harassment The deadline was not extended for employers of seasonal and temporary employees, who are hired to work for less than six months. Starting January 1, 2020, these employees must be trained within 30 calendar days after their hire date or within 100 hours worked, whichever occurs first. Under the new law, SB 778, all employees-supervisory and nonsupervisory-must be trained by January 1, 2021 (see here for details). Recall, you can get that training FREE through CAWA. They are organizing a transportation (collision, auto service, heavy duty, etc.) career fair in the northern (Contra Costa College) and southern California (Cerritos College) areas that will be attended by hundreds of high school & college students and industry employers. Required Use of Paid Vacation Instead of Unpaid Time Off Generally OK
My employee asked for a few days off for a vacation with her family, but wants to take it unpaid rather than using the vacation time she has accrued. Can I require her to use her paid vacation time before taking unpaid time, or does she have the right to save her vacation time to use in the future? 

An employer may require an employee who is taking a vacation to use accrued paid vacation time rather than taking unpaid time off. Vacation pay is not required by law, although when it is offered, certain accrual and vesting rules do apply in California. However, no law specifies that employees have an absolute right to determine when they want to use their paid vacation. Therefore, you may require your employee to use her paid vacation in this instance rather than going unpaid and saving the paid vacation time for a later date. For more information click here. The California Department of Tax and Fee Administration (CDTFA) has created a new online tax guide, Local and District Tax Guide for Retailers. The guide helps to assure you collect, report, and pay the correct tax rate for each transaction. The CDTFA understands that allocating local tax and determining whether district tax applies to your sales or use tax transactions can be complicated. This new online guide is intended to help you properly allocate local tax and determine how district taxes apply to your business transactions. The guide contains helpful examples and important local tax and district tax information for retailers such as lessors, construction contractors, those with multiple locations, those making sales over the Internet, those making sales into California from out-of-state, and more.
