Dear residents,

In follow-up to the letter from RDoC you received yesterday evening, PARIM has contacted the College of Physicians and Surgeons of Manitoba (CPSM) to clarify their expectations regarding the MCCQE2 May/June 2021 virtual examination. The following information only applies if you are graduating and have not yet completed the MCCQE2 exam.

The CPSM has informed us that in order for a graduating resident to be eligible for a modified/COVID-19 provisional license (with minimal restrictions), they MUST apply for the next available sitting of the MCCQE2. What this means in practice:
1) If an eligible resident applies for the Spring 2021 exam but does not receive an exam spot, they will still be eligible for a modified provisional license. 
2) If an eligible resident chooses NOT to apply (ie decides to defer the exam to the fall or later), they will not be eligible for a modified/COVID provisional license. They would still be eligible for a normal provisional license which has added restrictions.

The CPSM has indicated that they will be sending out a letter in the next few days informing residents of this decision. We are aware that the MCC's deadline for opting in or out of the Spring 2021 exam sitting is today, and that many have already chosen to opt out. We are disappointed that the CPSM did not notify residents sooner, and we recognize the frustration, fear and confusion this will cause many of you.

At this time, our recommendation to those needing to write this exam is to apply for the Spring 2021 sitting (if eligible). If you have already opted out/chosen the fall sitting, we will reassess the situation when the CPSM notice is distributed next week. It is our position that all eligible graduating residents should have access to a minimally-restrictive provisional license, and we will work to advocate for you accordingly. We have also made Doctors Manitoba aware of the situation, as most of you will no longer be residents when seeking independent licensure.
