Airlines for America (A4A) worked with their passenger carrier members to develop general guidance on cargo loading into the passenger cabin of an aircraft. The following comes from our friend Liz Merritt at A4A:

How to make your cargo "main-deck friendly" for loading into the passenger cabin on a passenger airline all-cargo flight.

Absolutely NO HAZMAT / DANGEROUS GOODS may be loaded in the passenger cabin. This includes dry ice, excepted quantities, and limited quantities. Please take extra care in ensuring that your hazmat/DG cargo is properly classified, marked, and labelled when delivering it to a passenger carrier.
As compared to standard lower deck cargo, passenger cabin cargo is further restricted with regard to the dimensions and weight of packages. The guidance provided below is approximate, and individual carriers may have their own requirements that are either more or less restrictive with regard to weight, dimensions, or other packaging characteristics. For all limitations, please check with the carrier with which you are booking for its specific guidance.
Cargo on passenger seats:

For most carriers, cargo to be loaded on top of passenger seats cannot exceed 50 pounds per package.

Maximum length ranges from 18-18.5 inches, maximum width from 16-17 inches, and maximum height from 27.5-28 inches. For packages that can be loaded across three seats, package weight cannot exceed 110 pounds .

Three-seat maximum dimensions are equivalent to single-seat dimensions except for maximum width, which increases to a range of 53-54.5 inches.

Shippers should check with the carrier with which they are booking for exact dimensional limitations.

4.Cargo under seats / in overhead bins:

Cargo to be loaded under a seat or in overhead bins will have stricter size/weight limitations that will vary by carrier and aircraft type.

Cargo to be loaded under a seat cannot exceed 20 pounds per package . Maximum dimensions vary greatly by aircraft type and configuration - shippers should obtain guidance from the carrier with which they are booking.

For cargo to be loaded in an overhead bin , permissible weight can vary from 15-50 pounds per package - check with the carrier with which you are booking for exact information. Package dimensions should be no greater than 9x14x22 inches .

Additional guidance for cargo to be loaded on the floor of a passenger cabin from which seats have been removed will be provided in the near future, once FAA has provided further information.
