  Dear Neighbors,

This month, businesses have started to reopen. Despite some initial confusion, we're thankfully seeing our local economy restart by installing important health and safety measures. But with 450 new cases confirmed over the July 4th weekend, we're still not out of the woods, and we must remain vigilant in fighting against COVID-19. Tragically, we've also lost eight neighbors in that same time period.

Temporary Eviction Moratorium Extended to
August 31, 2020

On June 23, 2020, the City Council voted to extend the temporary eviction moratorium to August 31, 2020.  The moratorium prevents evictions based on non-payment of rent for tenants affected by the COVID-19 pandemic. Affected tenants must pay at least 50% of unpaid rent that accrues during the moratorium within 6 months of the end of the eviction moratorium. The remaining 50% must be paid within one year of the end of the moratorium.

COVID-19 City/County Updates & Resources
 
Updated County Health Order 

As COVID-19 rates across our state and region continue to increase, the County Health Officer is shifting to a new approach to contain the virus and protect the safety of our community. The new Health Officer Order, issued July 2, 2020, imposes strict across-the-board risk reduction measures on activities and businesses. The Order also allows certain activities to resume if those measures are followed, primarily those that were already open in surrounding jurisdictions.

Free COVID-19 Testing in Santa Clara County

Santa Clara County recently announced two FREE COVID-19 diagnostic tests. They are available for Santa Clara County residents, with or without symptoms, at PAL Stadium and the Santa Clara County Fairgrounds. There are no fees and insurance is not required. Sign-up here



Virtual Local Assistance Center

With the County of Santa Clara extending the Shelter-in-Place Order though May 31, you may be wondering how to access helpful government services. The City's Virtual Local Assistance Center is here to help. The website includes information about where food is being distributed and where to get help with housing, rent, and eviction issues. It also covers unemployment services, domestic violence services, and how to keep healthy during the pandemic. Residents can also call 311 for the same information. 

 
Silicon Valley Strong Fund

The COVID-19 coronavirus pandemic is already hurting Silicon Valley residents, businesses, and community-based organizations. Particularly hard hit are those families and individuals who can least afford a medical or financial crisis, small businesses whose revenues have fallen off, and nonprofits that are seeing an increased need for services or have had to cancel arts, cultural, or fundraising events. The Silicon Valley Strong Fund-in partnership with lead organizations and the Silicon Valley Community Foundation-will work to address these economic impacts.

Mental health appointments can continue. Patients should consult with their practitioners to determine whether it is appropriate and feasible to conduct individual mental health appointments remotely.


Comcast Internet Essentials Extends 2 Months Free Offer

To help provide additional support to students and families, Comcast announced it will continue to provide 60 days of free Internet service to new, eligible Internet Essentials customers. Originally set to expire on June 30, the free offer will now be available through the end of this year. In addition, Comcast will continue to waive, through the end of the year, the requirement that customers not have a past due balance with Comcast to qualify for the free offer.

Applicants can go  here using any web-connected device, including mobile phones. The accessible website also includes the option to video chat with customer service agents in American Sign Language. In addition, there are two dedicated phone numbers 1-855-846-8376 for English and 1-855-765-6995 for Spanish.

City of San Jose Department of Transportation Vision Zero

The City of San Jose Department of Transportation is providing yard signs to slow traffic on residential streets. 
 
The "Twenty is Plenty" campaign is designed to remind drivers that many children and adults are using our residential areas to walk and ride bicycles during shelter in place. Please contact Cordell Bailey, cordell.bailey@sanjoseca.gov to arrange a pickup or delivery of signs.


 
SJFD Firefighter Recruitment 

The San José Fire Department (SJFD) started recruiting on July 6, 2020, for firefighter EMTs and firefighter paramedics for the 2021 Firefighter Recruit Academy. We are looking for individuals who wish to serve the San José community by taking leadership and action in crisis situations.

Requirements
Interested applicants should have a valid EMT certificate, high school diploma or equivalent, valid CPAT card/letter, and take a written exam through the National Testing Network (NTN) website at  www.nationaltestingnetwork.com. San Jose Bike Issues Forum by Silicon Valley Bicycle Coalition

Monday, July 13 6:00-7:00 p.m.

San Jose has a big mode shift goal -- 15% of trips by bike by 2040. How will we get there? Let's discuss with San Jose city staff. The goals of this program are to make sure folks are informed and inspired to keep San Jose on track to meet its mode shift goals. Camp Inside Out

Join Cub Camp volunteers this summer to participate in our first ever "Camp Inside Out". With our traditional summer camps not being feasible this summer, we gathered up all of our creative resources and energy to deliver a fun, engaging and overall amazing Cub Camp experience for our Council Cub Scouts and their families.

San Jose Climate Smart Challenge Presentations

Mothers Out Front is partnering with the City of San Jose to engage residents in the San Jose Climate Challenge, as part of the City's American Cities Climate Challenge goals. Interactive presentations will be held on:

* Wed., July 22, 7-8pm: In English with interpretation into Vietnamese
* Friday, Aug. 7, 12-1pm: In English (for families)

Valley Water's Water Conservation Mini-Grant Program

Do you know of an organization that has a project that can help conserve water in Santa Clara County? On June 29, Valley Water launched its Water Conservation Mini-Grant program and begin accepting online applications for start-up projects that help save water to receive mini-grant funding of up to $5,000 per project. The program has a total of $100,000 in water conservation mini-grant funding available on a rolling basis through December 31, 2020 or until all available funding is awarded.

This grant funding is part of the Safe, Clean Water and Natural Flood Protection Program, which was approved by voters in 2012 to allow Valley Water to reinvest into the community for meaningful projects.

Projects must meet one or more of the criteria of:  helping identify potential water reduction technologies and methods;  researching new and innovative technologies; and/or
conducting educational or outreach opportunities related to water conservation.

Electricity Savings

As your local electricity service provider, San José Clean Energy's highest priority is the well-being of the our residential and business customers. SJCE has created a guide of resources to help residents save on their electricity bills as they spend more time at home during the COVID-19 emergency and stay-at-home order. In this guide, customers can find information on cost-effective rate plans, State-funded bill discount programs, and free resources to save energy and money.

Pavement Projects Storymap


This year, DOT is providing a new pavement "story map" that contains an overview of paving operations and detailed information on the three-year plan shared in December of 2019. The "2020 Paving" tab allows the community to track progress of the current construction season on specific roadway segments. Fed up with Fireworks? 

All fireworks, even those labeled 'safe and sane' are dangerous and illegal to own, sell or use in the City of San José. Violations for using illegal fireworks can result in fines up to $1,000 and the sale of fireworks can cost up to $50,000 plus jail time, depending on the quantity. It's not worth it.

The National Fire Protection Association reports that fireworks start an average of 18,500 fires per year, including 1,300 structure fires, 300 vehicle fires, and 16,900 outside and other fires. 

Residents are urged to avoid using fireworks and to report illegal fireworks activity online here or by calling 408-535-5600 or 311. When filing an online report, it's important to include as much detail as possible. If able to safely take a photo of fireworks being used on private property, include a copy with the online report. 

Please help avoid injuries and damage caused by illegal fireworks use this Fourth of July. As always, if you observe an active fire or experience a medical emergency, please call 9-1-1.

ADU Amnesty Program

We're still reviewing plans for accessory dwelling units (ADUs) during Shelter-in-Place. Go here to learn the pathway to a completed ADU and contact your helpful ADU Ally at ADU.Ally@sanjoseca.gov for questions. 

The City's new ADU Amnesty Program waives penalties and may help you save more than $10,000 in fees while you take the steps to legalize your unit, improve the unit's safety for occupants, and reduce your liability. The program allows for using the building codes from the year the unit was built, and provides 5 years to complete items not relating to immediate health and safety issues.  You can explore the program without disclosing your name and address by reviewing the Self-Assessment Checklist, and then calling the ADU Amnesty Coordinator with your questions.



U.S. Census Bureau in Santa Clara County

Starting this week, U.S. Census Bureau workers will be visiting neighborhoods with P.O. boxes that do not receive mail at a physical address to verify addresses and deliver 2020 Census paper questionnaires on doorsteps.

Census Bureau workers WILL NOT ring doorbells or knock on doors, ask to be allowed inside homes, or request personal information (social security number, credit card or bank account information, donations). This operation is being conducted in accordance to public health guidance and restrictions and the Census Bureau is taking measures to keep staff and communities safe, including providing staff with safety training.

Getting counted in the 2020 Census means money for our communities for critical programs that support hospitals, housing, education, and emergency preparedness. Complete the census questionnaire from the comfort and safety of your home online ( my2020census.gov), by phone (844-330-2020) or mail.
