Governor Whitmer Rescinds Safer at Home Order, Moves Michigan to Phase Four of the MI Safe Start Plan
Retailers, restaurants will be permitted to open with capacity limits, social distancing
LANSING, Mich. -- Today, Governor Gretchen Whitmer signed Executive Order 2020-110, rescinding her Safer at Home order and moving the entire state to phase four of the
MI Safe Start Plan
.
The governor's order will allow retailers to reopen on June 4 and restaurants to reopen on June 8, both subject to capacity limits. Day camps for children will likewise be permitted to open on June 8. Effective immediately, groups of 100 or less will be allowed gather outdoors with social distancing. Office work that is not capable of being performed remotely can resume. And in-home services, including housecleaning services, can resume operations.
"The data has shown that we are ready to carefully move our state into the next phase of the MI Safe Start Plan, but we owe it to our brave frontline heroes to get this right," said Governor Whitmer. "While Michiganders are no longer required to stay home, we must all continue to be smart and practice social distancing, and encourage those who meet the criteria to get tested for COVID-19. If we all do our part, our goal is to announce a shift to phase five for the entire state prior to the fourth of July. Stay smart, stay safe, and let's all do our part."
Michiganders must continue to wear facial coverings when in enclosed public spaces and should continue to take all reasonable precautions to protect themselves, their loved ones, and the community. And they should continue to work from home to the maximum extent possible.
"The governor and I, along with a team of experts, have determined that our state is ready to move into the next phase of the MI Safe Start Plan. Hospitalization numbers are down, our frontline workers have PPE to last them several weeks, and the number of positive cases and deaths are declining," said MDHHS Chief Deputy for Health and Chief Medical Executive Dr. Joneigh Khaldun. "We will continue to monitor the data and work closely with local health departments to ensure Michiganders practice safe social distancing. On behalf of our health care professionals and first responders on the front lines, we must all be smart and be safe."
"As the hardest-hit region in the state, Wayne County and its residents are ready to safely return to greater activity and commerce," said Wayne County Executive Warren C. Evans. "We continue to vigilantly monitor the spread of COVID-19 and will do so to make sure the number of daily cases continues to decline. It's is been an extremely difficulty three months for all of us, but the social distancing measures we have put in place has slowed the spread of this disease and saved lives. Today is an important step toward returning to some semblance of normalcy, but it is important for all of to continue following that safe distancing and work directives outlined in Stage 4 of the MI Safe Start plan."
"I appreciate Governor Whitmer for her diligence and commitment to reopening the state safely. We look forward to reopening Detroit safely and efficiently," said Detroit Mayor Mike Duggan.
"We know we still have challenges to face, but moving into this next phase acknowledges the huge strides this state has made to slow the spread of this deadly virus," said Flint Mayor Sheldon Neeley. "I appreciate Gov. Whitmer's caution and proactive response throughout this crisis. Her leadership has undoubtedly saved lives."
"The last few months have been very hard for everyone. I applaud the Governor for doing everything she can to keep us safe," said Lansing Mayor Andy Schor. "And now that the curve has flattened and I am very excited that we have moved into phase 4 and can have things start to reopen. Economic issues have been very challenging in Lansing and across the state, but we know it was necessary to save lives. Now we are ready to get back to growing our city here in Lansing and the economy throughout the state!"
Subject to local regulation, gyms and fitness centers may conduct outdoor classes, practices, training sessions, or games, provided that coaches, spectators, and participants maintain six feet of distance from one another during these activities. Outdoor pools can also reopen, with restricted capacity.

ANTRIM COUNTY, Mich. – Antrim County, along with several local organizations, is working on a recovery plan, entitled Antrim Promise. The plan is being organized for area businesses as we all recover from the economic impact of the COVID-19 pandemic and subsequent shutdowns.
Teaming up with the Antrim County Economic Development Corporation (EDC), local Downtown Development Authorities (DDA), as well as Chambers of Commerce from Elk Rapids, Bellaire, Mancelona, Central Lake and Ellsworth/East Jordan, the Antrim County Emergency Operations Center (EOC) will be providing the plan to all Antrim County businesses.
“It is critical at this time that we are all working together, unified in mission,” said Jeremy Scott, Antrim County PIO. “Each organization brings unique capabilities and perspectives that we need to serve local businesses and find a path to recovery.”
The need for a plan has become apparent as Area Chambers of Commerce have reported up to 71% of their members having to shut down during this time. And with so much information and so many resources, concise and relevant guidance will be necessary as businesses navigate health, safety and financial concerns.
“Whether they had to close or not, businesses are wondering how they get their business up and running,” Said Shelley Dennis, EOC Liaison Officer. “They want guidance and they want to know where and how to get supplies.”
The Antrim Promise will start with the EOC offering PPE Readiness Packs, which will include hand sanitizer, gloves, cloth face masks (enough to outfit each employee with two), and KN95 masks (for qualified businesses). Additional, individualized, needs can be requested and will be fulfilled according to availability.

Grants to Small Businesses for Safety Equipment

The Michigan Occupational Safety and Health Administration is offering mini grants for safety equipment. These grants are being offered to small businesses. Grants will fund the purchase of equipment and can cover the cost of training on the use of the equipment.

Consumers Energy Offers Videos to Assist Small Businesses
Consumers Energy is providing two videos to make businesses aware of the many resources the utility is providing to assist them during the COVID-19 pandemic.

, Lauren Youngdahl Snyder, Vice President of Customer Experience for Consumers Energy discusses how the company is partnering with businesses on customized solutions on energy bills, energy cost savings, and how to operate safely during the pandemic, among other things. The video is 7:23 in length.

, Consumers Energy tries to help businesses break down the complexities of the economic stimulus programs and provide tools to manage your business or organization through the crisis. - As businesses re-open, please follow their guidelines for social distancing, sanitary procedures, and safety measures.
- Some places might not be ready to fully open yet. Give them time to rebuild their stock and supplies.
- Some businesses may feel uncomfortable with opening fully and may remain closed for awhile or continue with curbside service ~ respect their decision.
- They may not be able to operate at full person capacity.
- Service may be a little slower until getting fully staffed.
- Be Positive ~ Better days are coming!

Dear Friends of ACHTBCP,
We are writing this letter to you, with mixed emotions. As we are all in a state of unknown territory with the “Coronavirus”.
Due to the facts and the rulings that have been shared by our National Medical teams along with our local and state officials we have found that in the best interest of our 200 plus individuals that would be in attendance of our “17th Annual High Tea luncheon this July. Our board feels it is necessary to cancel the 2020 High Tea Luncheon. This decision was made with heavy hearts but everyone’s health and well being is not something we take lightly.
Please keep in mind the uncertainty of finances within our community. As Cancer does not wait for people to get back to work, get insurance and have finances in order. So getting a diagnose of Breast Cancer or to continue the treatments they so badly need cannot be put off.
Our mission statement since 2004 has always been to assist our men and women in Antrim County. We are asking you to continue to help us in this fight!
By doing so we are asking you and your friends to donate to the “High Tea”. So that together we may continue to assist those in our community, during a very difficult time. Let our individuals going through Breast Cancer treatments concentrate on getting better and not worrying if they can afford the treatments. Let us continue to save lives as a community!
Let us raise hands to fight this dreaded disease! God bless you and thank you in advance for your donation.
