PACE in a Box programs are encouraged to work together to establish self-evaluation protocols, 
to keep up with developing national best practices standards, and to incorporate improvements in a regular evaluation and improvement system.

Since its unveiling in 2014, 47 local governments have established PACE in a Box model programs serving more than 60% of the Texas population. These programs have facilitated over $109 million in new energy and water efficient investment in Texas. 

We invite you to help keep this model program essential, relevant, and inspired by best practices and experience. To that end, the board of directors of Keeping PACE in Texas encourages interested stakeholders to participate in this process to review and update PACE in a Box Section VI, PACE Project Underwriting and Technical Standards , which were last reviewed and updated through guidance issued on December 31, 2017. To review the PACE in a Box program and guidance documents, CLICK HERE . This process will NOT include matters requiring legislative amendment.
Underwriting Working Group – REGISTER HERE
The Underwriting Working Group, chaired by Steve Minick, Director Government Affairs
Republic Services, will meet on Friday, June 19 at 10 am CDT to discuss the following matters:  

Loan to assessed value ratio: Review percentage (currently 20%), compare best practices in other states, and review factors required for variance 

Refinancing/Look back provisions:   Texas PACE Act  requires that qualified measures are intended to save energy or water, etc. Establishing intent is required before measures can be qualified (December 2017 guidance). Review guidance and compare best practices in other states regarding whether an appropriate limit to the amount of time allotted between installation and refinancing should be established.

Undeveloped lots and lots undergoing development: review whether the reference to type of previous development in December 2017 guidance is necessary.


Technical Standards Working Group – REGISTER HERE

The Technical Standards Working Group, chaired by Eddy Trevino, Director, State Energy Conservation Office (SECO), will meet on Friday, June 19 at 2:30 pm CDT to discuss the following updates to the Technical Standards Manual ©:

Recent updates to SECO’s LoanSTAR program technical Standards : Review and seek consistency in updates and best practices

Seek efficiencies : in requirements and processes, consistent with best practices in other states and experience in Texas

Update referenced nationally accepted standards

Technical Edits : Fix broken hyperlinks throughout, and remove dormant/abandoned resources 

Lookback/refinancing and new construction scenario policies : Identify best practices for
  • Establishing baseline
  • Measuring project impact/savings  

Create process flow illustrations to complement current all-narrative format.
