Under the provisions of the Families First Coronavirus Response Act (FFCRA), signed into law on March 18, 2020, and the Coronavirus Aid, Relief, and Economic Security (CARES) Act, signed into law on March 27, 2020, the following has been implemented:
  • Effective March 18, 2020, all individuals who are currently enrolled in, or become eligible for Medicaid on or after March 18, will NOT be terminated, regardless of any changes reported, until after the emergency period ends except when the individual voluntarily terminates eligibility, or is no longer a resident of the state.
  •  Section 2104 of the CARES act provides that, under the Federal Pandemic Unemployment Compensation program, eligible individuals who are collecting certain UI benefits, including regular unemployment compensation, will receive an additional $600 in federal benefits per week for weeks of unemployment ending on or before July 31, 2020. This Federal Unemployment Insurance Benefit (UIB) of $600 per week is exempt and will not be counted as income.
  •  State Unemployment Insurance Benefits that are received from the State UIB office, are countable as income when determining eligibility for Medicaid (no change to current policy).
  • The Federal Stimulus checks(up to $1200) received through the CARES Act for most individuals will not be counted as income. However, for those individuals who are in a Medicaid group that must consider assets when determining eligibility, (i.e. Individuals in receipt of SSI, over age 65, etc.), Federal stimulus checks will be exempt as income but must be spent within 12 months of receipt. (Will be an exempt resource for 12 months.)
