The City of Rolling Hills Estates is actively monitoring and listening to the health and policy experts at the federal, state and county levels and taking actions to adhere to requirements or implement policies based upon health expert recommendations.  This important email update is being sent to all City email subscribers to ensure the community is notified.

May 7, 2020 Citywide Update
Reopening Status in Rolling Hills Estates
The City closely follows Los Angeles County's guidance and phased approach as it relates to reopening and lifting requirements under the Safer at Home Order . A gradual approach is necessary to safely navigate the COVID-19 pandemic. The goal is to slowly taper restrictions so we can avoid a surge of new COVID-19 cases that could overwhelm our healthcare and other systems. This strategy will will be driven by data and public health criteria. Visit LA County COVID-19 Recovery Site here.

As a result, a limited number of businesses are able to open on May 8th with appropriate safeguards in place:

 Florists, Toy Stores, Book Stores, Clothing Stores, Music Stores, and Sporting Goods Stores
• Curbside pick-up only
• Must adhere to physical distancing and infection control protocols

Golf courses
• Pro shops closed
• Concession stands and restaurants are take-out only
• Must adhere to physical distancing and infection control protocols

The City will phased approach in our response to this crisis — working with leaders across the region and continuing to be guided by expertise from County, State, and Federal public health officials. This approach will enable us to lift restrictions while carefully monitoring risks and needs, and adjusting our approach as needed.

There is a long road ahead, but we will get through this challenging time together and we appreciate your patience as we proceed on this reopening path.

Effective Saturday, May 9, 2020, City hiking trails at George F Canyon and Chandler Preserve will be open. All individuals accessing these hiking trails must adhere to 6' physical distancing requirements and must use cloth face coverings. Please note that other hiking trails on the Palos Verdes Peninsula may not be open at this time.

Playground equipment, sports courts (including tennis courts) remain closed until further notice by Los Angeles County Public Health guidance. Horse arenas, bridle trails, pedestrian pathways and parks remain open for passive recreation use. Please remember that group gatherings, organized activities, lessons and training at City facilities are not currently permitted until further notice. 

As you spend time outdoors, it is important to utilize parks and open space while adhering to the 6-feet physical distancing requirement at all times. When outside for recreation purposes, face coverings are optional (except as required for hiking trails), but not a substitute for maintaining the physical distancing requirements.

The City is developing a phased reopening plan for the public to access City Hall and other City facilities; however, remember, City staff is still here for you. Staff continues to accept phone calls, respond to emails and administer many services. Online processes are available to further support the community.

U.S. Census mailing a COVID-19 survey to some residents
Over the next 12 weeks, the U.S. Census Bureau will be conducting a COVID-19 online survey of 13.8 million households across the country, to better understand the impact of the health crisis on employment, education, health, food and housing security.

You may be one of a random sampling of residents, chosen by address, not personal information, who will be contacted by email or text inviting you to participate in this survey. Participation in this survey (unlike the Census) is voluntary.

The COVID-19 survey will have some of the same demographic questions found on the 2020 Census (e.g. gender, age, Hispanic origin, marital status), as well as questions about COVID-19 issues such as employment, food/housing security, education disruptions, physical/mental health, and more.

In addition, the Census Bureau is also planning to release a Small Business Pulse Survey to collect data on how small businesses are weathering location closings, supply chain disruptions, and other impacts due to the COVID-19 pandemic.
Please note that while every household will receive mail from the Census Bureau about completing the 2020 Census, only a random sample of households will receive this COVID-19 survey by email or text message. Households will never receive invitations from the Census Bureau to complete the 2020 Census in the form of email or text messages.

Both of these new surveys are part of expedited efforts by the Census Bureau to quickly produce data to help guide policymakers during the pandemic.
Wildfire Prevention Week
This week, Governor Newsom declared May 3-9 #WildfirePreventionWeek. Please consider this useful tip in preparation for wildfire season:

Cut your grass. The grass around your home may be green today, but will dry quickly in the spring sun and winds. Now is the time to cut, and be prepared to cut again in mid-late June. 

Every homeowner is responsible for maintaining vegetation on their property, and cutting dry grass, like cleaning your roof and rain gutters, is one of the fastest and most effective ways to protect your home and family.

PVPUSD "Return to School" Parent Survey: Closes Tomorrow
PVPUSD has convened a committee of teachers, classified staff, administrators, medical professionals and board members to develop a "Return to School" Plan in order to prepare for its campuses to reopen at the appropriate time. Parents and guardians are invited to fill out a survey in order to provide the district with important information as to their level of comfort in returning to school campuses.

The City's Community Services staff continues to develop fun challenges for you each week. This week, we invite you to join in on the 10k steps challenge - a fun fitness challenge promoting health and well-being!
 
Download a Walking Journal online at RHE.city/virtualrec. Start the 30-day steps challenge at home, around the neighborhood, local walking trail or park.
 
Remember these tips for social distancing outdoors:
  • Keep six feet of space between yourself and others
  • Walk by yourself or those in your household
  • Avoid crowded areas
  • Always warm-up and stretch before any exercise activity
  • Drink water to stay hydrated
  • Obey all traffic laws while on public roadways.

Los Angeles County Department of Public Health COVID-19 Update
The Los Angeles County Department of Public Health (Public Health) has confirmed 51 new deaths and 815 new cases of 2019 Novel Coronavirus (COVID-19). Forty-two people who died were over the age of 65 years old and six people who died were between the ages of 41 to 65 years old. Thirty-five people had underlying health conditions including 32 people over the age of 65 years old and three people between the ages of 41 to 65 years old. Two deaths were reported by the City of Long Beach. 

To date, Public Health has identified 29,427 positive cases of COVID-19 across all areas of LA County, and a total of 1,418 deaths. Ninety-two percent of people who died had underlying health conditions. Of those who died, information about race and ethnicity is available for 1,309 people (99 percent of the cases); 38% of deaths occurred among Latinx residents, 28% among White residents, 18% among Asian residents, 12% among African American residents, 1% among Native Hawaiian/Pacific Islander residents and 1% among residents identifying with other races. African Americans, Native Hawaiian/Pacific Islander, and people living in communities with high levels of poverty continue to have the highest rate of death per 100,000 people for COVID-19 when compared to other groups. Upon further investigation, 32 cases reported earlier were not LA County residents. As of today, 5,238 people who tested positive for COVID-19 (19% of positive cases) have been hospitalized at some point during their illness. Testing capacity continues to increase in LA County, with testing results available for nearly 208,000 individuals and 12% of people testing positive.

Pleas e note: As of May 7, 2020, the City of Rolling Hills Estates has thirteen (13) confirmed cases.
