Training, Employment and Community Help, Inc. (T.E.A.C.H., Inc.)
was established in 1983 as a non-profit 501(c)3, and is the only diverse, multi-program community based non-profit in Modoc County. T.E.A.C.H. is dedicated to assisting and empowering individuals and families to improve their quality of life and self-sufficiency.
T.E.A.C.H. administers approximately 58 grants from agencies such as the California Department of Education, Department of Community Services and Development, Cal-OES, The California Judicial Council, California Department of Health Services and the County of Modoc. Programs administered include: subsidized child care, domestic violence and sexual assault victim services, Center based child care centers, Senior nutrition programs (congregate & home bound) Adult Education, Modoc Foster Family Agency and housing programs.

The Funds are Starting to Flow!
This past Friday, April 17th, the funds started to flow! We've been hearing from community partners across the state that funds have begun to be released with the intention of serving essential child care workers.
We wanted to take a moment to send a special CAPPA thank you to all of our partners over at the California Department of Education. These times are truly unprecedented, and we are all striving to support California's kids and families the best we can as we navigate the COVID-19 crisis. Our friends at CDE have been working around the clock along side us, in the trenches with parents, providers, and the advocate community. We want to give recognition where it is due, and for that, we thank you for all of the work you do to keep our programs running!

 An uplifting way to start the week, for those of us who need a break from the chaos that is our lives.
During this time where we are all stressed, it would be great to celebrate the positive. Each week we will celebrate
everyday heroes, inspiring movements and great things happening in our field.
Connections for Children staff distributed diapers and wipes to child care providers that are providing child care
to essential workers during COVID-19 crisis.

At this point, we do not know what the impact of COVID-19 on active legislation will be, and we will update the field as we hear more.

Senators Elizabeth Warren (D-MA) and Tina Smith (D-MN) Release $50 Billion Plan for Child Care
On Wednesday, Senators Warren and Smith released their plan for a
"$50 Billion Child Care Bailout."
The plan, posted on Medium, outlines three key spending areas for the proposed new funds: emergency funding to help child care providers serving children of essential workers remain open; supporting providers who are closed (including keeping educators on payroll); and making long term investments in our child care infrastructure to prepare for economic recovery. Network and CAPPA Joint Annual Conference 2020

We find ourselves in a surreal place in our lives - at work and at home. We never thought at the start of the year that this is where we'd find ourselves in April. And, while we don't know exactly where we'll be in September when the Joint Network/CAPPA Conference is scheduled, it is with hope and perseverance, that we are continuing on our mission to plan this year's conference. As the world evolves over the next few months, and we all strive to navigate the changing landscape, the plans for the Joint Conference will also move forward and evolve.
To be prepared in the event that we are all able to join together at the DoubleTree Hotel in Sacramento, September 16 - 18, 2020, we have decided to move forward as usual with the planning process for the Joint Network/CAPPA Conference.
Registration information, along with a preliminary conference program, will be released in July. At that time, online registration will be open and attendees will be able to indicate their workshop selections when they register for the conference.

Management Bulletin 20-10: COVID-19 Guidance regarding Family Child Care Home Education Networks
The Early Learning and Care Division (ELCD) contractors will be supported during periods of physical closure due to the COVID-19 state of emergency. Contractors will continue to receive apportionments during the COVID-19 pandemic. Contractors who have physical and on-site closures and suspensions must continue program operations to support children and their families, staff and FCCH providers during periods of closure. In order to support contractors during this time, contractual requirements for contractors providing ELC services through FCCHENs are to be addressed as provided in the directive below.

Management Bulletin 20-09: COVID-19 Guidance on Program Self-Evaluation, Contract Monitoring, and Program Quality Requirements
Effective immediately, the CDE will suspend comprehensive compliance reviews of contractors for the remainder of FY 2019-20. However, the CDE will continue to perform compliance reviews to ensure program quality, as needed.
Effective immediately, the CDE will suspend the submission of the Program Self Evaluation (PSE) for FY 2019-20.

Guidance for Providers Who Are Closed and Reimbursed Through a Subsidy Voucher
According to Management Bulletin (MB) 20-04, Alternative Payment (AP) contractors have been authorized to reimburse, for 30 calendar days from the date of closure, center, family child care home, and license-exempt providers
paid through a subsidy voucher/certificate.

Essay: "'I'M CARING FOR THE KIDS OF ESSENTIAL WORKERS IN COMPTON'"
"I'
m a licensed quality childcare provider in the wonderful city of Compton, California. I provide teaching and activities that are age and developmentally appropriate for the children in our care, but because of COVID-19, we are only caring for essential workers' children at this time.
Bus drivers, grocery workers, nurses and tax preparers-those are the workers whose children come here to Sanders Family Day Care. Some of the grocery workers' shifts are now starting even earlier, so we've adjusted our times here so that we can work with their schedules. Because without them we all wouldn't be able to have the supplies and things that we need."
We Can't Save the Economy Without Universal Child Care
A smoothly functioning economy is one in which people who want to work are able to do so.
I've worked from home for seven years, but my workday is now punctuated by new sounds: the clamor of little feet and loud voices as my young upstairs neighbors learn from home.
Every state has closed schools in response to the coronavirus outbreak; some are not resuming the academic year. That has sent at least 55.1 million students home. But many parents have come to count on school as a form of child care while they go to their jobs.
Both parents work in nearly two-thirds of married couples with children under the age of 18, and about three-quarters of single mothers and 84 percent of single fathers do. That's 22.6 million families that now have nowhere to send their children.
NAEYC Survey: The Ongoing Effect of the Pandemic on Child Care
The National Association for the Education of Young Children (NAEYC) released new survey data on the impact of COVID-19 on child care providers. Topline findings include:
- Nearly half of providers said their center was completely closed
- Of providers still open, 85% said they were operating at less than 50% of enrollment capacity
- 37% of respondents said that they had either had to lay off or furlough employees, or been laid off or furloughed themselves
- Another 41% said they anticipate furloughs or layoffs in the next 1-4 weeks
- 69% of providers do not want small business loans or are worried about having to pay the loans back
