Professional Colleagues:
 
I hope that you have enjoyed your summer!  There have been a number of regulatory changes over the past few months that will have a significant impact on our industry.  
 
In July the National Credit Union Association quadrupled its appraisal threshold from $250,000 to $1Million.  It has been estimated that this action will increase the percentage credit union loans not requiring and appraisal from 27% to 66%. Additionally, federal legislation signed into law last year links commercial appraisal threshold levels of the Small Business Administration's most popular loan programs to those established by the federal banking regulatory system.   The Appraisal Institute has expressed concern about a regulatory race to the bottom when current market conditions have need for heightened due diligence.
 
On August 20st Federal Banking Regulators approved the final rule to increase the residential appraisal threshold from $250,000 to $400,0000. A coalition of Appraisal Groups that included the Appraisal Institute submitted Comments to the OCC apposing this action.  Details of this story and the links to the comments document can be found under the news TAB on the appraisal Institute website.   
 
At the Annual Appraisal Institute's conference in Denver this year there were significant announcements related to the AI association management system (web interface) and the education structure that were unveiled. Be sure to read the message below titled "Important Announcement" regarding the initial updates.  More information about this software, affecting all AI professionals, will be forthcoming.

National Updates

Important Announcement
The Appraisal Institute is excited to announce that on October 1st we will launch changes to the "My Account" portion of the AI website which will enhance your online user experience.   
 
On September 26, 27, 28, 29, and 30, significant service functionalities will not be available to you either via the AI website or through contacting AI staff. Among the functionalities which will not be available are:
  • Registration for most AI courses, seminars and other education events.
  • Purchases of textbooks, webinars and other items in the AI online store. 
  • Self-service features available in My Account. 
From September 26th through 30th, education certificate availability will also be limited.  
 
Access to AI's public website, appraisalinstitute.org , online learning features and access to education transcripts will remain available.
 
Important note, while online learning will be available, if you complete a program between September 26 and October 1, the program completion will not be recorded until after October 1. If you have a license renewal on September 30, it is highly recommended that you complete your program by end of day September 25.    
 
Plan ahead for this service disruption. As mentioned in the Q2 2019 Valuation magazine,  more information about this software, will be forthcoming.

Risk typically is part of appraisers' daily lives, and the Appraisal Institute has a new book that can help manage those situations.

Appraisal Institute, RESNET Create Business Opportunities for Appraisers  
If you hadn't heard, the Appraisal Institute and the Residential Energy Services Network (commonly known as RESNET) have launched an appraisal portal that allows AI professionals to access data for properties with the Home Energy Rating System Index score.
 
With over 2 million HERS-rated homes in the U.S., business expansion opportunities exist for appraisers, and I encourage you to check out the portal.
