In this newsletter we have included the new Utah Phased Guidelines 4.5 with some comparisons to the 4.4 version, Public Land updates, SBA PPP Forgiveness tools, a San Juan Strong update, agriculture resource and more.

SBA Paycheck Protection Program (PPP) Loan Forgiveness Tool

Companies that received a Paycheck Protection Program (PPP) loan can now submit a loan forgiveness application through their lender. 

To help Utah companies with the calculations needed for the application, the Salt Lake Small Business Development Center (Salt Lake SBDC) created the PPP Loan Forgiveness Tool; which allows the borrower to enter their employee, payroll, and other cost data. The model will then calculate all the necessary numbers to enter into the PPP Loan Forgiveness Application. 

In the following video, a representative from the Salt Lake SBDC provides a walkthrough of the PPP Loan Forgiveness Tool as well as insight on filling out your application.
Face Masks and Other San Juan Strong Resources
Face masks and San Juan Strong collateral were distributed this week to over 80 San Juan County businesses and over 900 employees countywide. There are still resources available, please contact our office if you are a business still in need.

Utah Leads Together Phased Guidelines Version 4.5
New guidelines were released this week. Below are some highlighted changes, as well as a link to the new document. As a friendly reminder San Juan County is under three varying phases: the county as a whole is under low (yellow) risk, Bluff Town is under moderate (orange) risk, and the Navajo Nation communities are under the Navajo Nation's health order.
Changes to these guidelines include:
Page 2, General:  changed "All businesses operating" to "All businesses operational if they can meet and adhere to all related guidelines

Page 3  & beyond, for all references to symptom screening, the following language has been added to create clarity: Symptom checking in public and business interactions (checklist or verbal), including temperature checks when feasible

Page 3, Travel within General: 
Deleted the following: 
Limit out-of-state travel, quarantine 14 days upon return from high-risk areas (this quarantine protocol does not apply to an individual who travels out of state pursuant to the individual’s regular and ordinary duties as an employee of a transportation business or entity)   

Added: 
Reconsider any nonessential travel into areas with widespread community transmission of COVID-19
In the state of Utah, adhere to guidelines of geographic area currently in

Added: Roster or list of participants and their contact information must be maintained when engaging in formal competitive events to assist with contact tracing efforts when social distancing is not feasible

Page 9, Pools, Water Parks, Spas: 
Added: Lifeguard training is allowable; safeguards encouraged as much as possible during training including symptom checking of trainees (checklist or verbal)

Page 15  Events, Cultural Arts & Entertainment  (including Sporting Events, Concerts, Rodeos, Parades, Convention Centers, Theatres, Museums, Zoos, Aquariums, Aviaries, Botanical Gardens, Libraries, Indoor Arenas) 
Moved parades from outdoor recreation to events, where temporary mass gatherings are addressed

Added underlined language. Will create and provide event template in appendix. Event size can exceed 50 individuals if organizational oversight can be provided that ensures guidelines are followed. Formal organizations will complete event management template. This document must be kept and available for inspection by the local health officer or designee

Organizations are encouraged to utilize the Healthy Together mobile app to help contain the spread of COVID19 among its employees and patrons


Changed distancing from 10' to 6'; added the following underlined language:   Patrons of different households must maintain 6 feet of distance when feasible; this may be increased based on data and milestone trends. Limit the number of patrons, space or close off equipment accordingly

Roster or list of participants and their contact information must be maintained when engaging in formal competitive events to assist with contact tracing efforts when social distancing is not feasible

Page 19, Daycare:
Added the following to RED, ORANGE and YELLOW: For facilities overseen by childcare licensing, follow child care licensing instructions for ratios, group sizes, and approved capacity

Page 22, Appendix A: Dine-In Restaurants:
Removed "temperatures taken" (already addressed in symptom checking)
Added the following underlined language: Dedicated staff member sanitizes the area occupied by customers upon departure including tables, menus, pens, salt and pepper shakers, etc. and conducts sanitization of high-touch surfaces throughout the day as needed
Changed the following: Close restaurant for cleaning and disinfecting in the morning, afternoon and evening

Pandemic Emergency Unemployment Compensation (PEUC)
The Pandemic Emergency Unemployment Compensation (PEUC) program is now available for Utahns. This is the fifth and final CARES Act program to be implemented in the state. PEUC will allow eligible individuals who have exhausted their benefits to receive up to 13 weeks of additional unemployment benefits.

Those who have already exhausted their benefits and have stopped filing weekly claims should visit jobs.utah.gov/ui/home/initialclaims and select “File New or Reopen Claim” to complete a claims application. The system will then determine if the individual is eligible for an extension. Individuals may be eligible for retroactive extended benefits back to March 29, 2020. This is a federally funded and regulated program. Benefits paid will not be taken from Utah’s unemployment insurance trust fund.
Coronavirus Food Assistance Program (CFAP) Applications are open, ranchers or farmers whose operations have been impacted by the coronavirus pandemic can apply for direct financial relief through the Coronavirus Food Assistance Program.

PUBLIC LAND UPDATES
Bureau of Land Management (BLM)- Monticello Field Office

  • BLM Canyon County District, Monticello Field Office is implementing a soft closure. Please visit their website for updates.
  • The General office number for the Monticello Field Office is 435-587-1500, the San Juan River information line is 435-587-1544, Cedar Mesa Information line is 435-587-1510
  • Camping: Dispersed camping and campground are OPEN. (Sand Island Campground remains CLOSED until further notice.)
  • The Kane Gulch and Sand Island Ranger Stations are temporarily CLOSED. Advanced reservations are required for backpacking and visiting Moonhouse, and are available on recreation.gov. For more information please contact the Monticello Field Office: 435-587-1510
  • Special Use Permitting
  • Cedar Mesa Permits are open
  • San Juan River Permits are open
US Forest Service -- Manti La Sal National Forest, Monticello District
  • CAMPING:
  • Dispersed camping is allowed
  • Devil's Canyon, Nizhoni, Buckboard, and Dalton Springs Campgrounds are OPEN
  • Group sites are scheduled to re-open June 1st.
  • Guide and outfitters are permitted to continue operations while following the local public health guidelines and recommendations.
National Parks Service Southeast Utah Group: Arches & Canyonlands National Parks, Hovenweep & Natural Bridges National Monuments
In accordance with guidance from the White House, CDC, and local public health authorities, the Department of the Interior and the National Park Service are working to gradually increase access to national parks in a safe manner. The NPS will continue to work with state and local officials as these changes are implemented. Decisions on a phased resumption of operations will be made on a park-by-park basis and regularly monitored. 

For the most timely information, please monitor Canyonlands National Park  website  or  Facebook page   , Arches National Park  website  or  Facebook page , Hovenweep National Monument  website  or  Facebook page , and Natural Bridges National Monument  website  or  Facebook page  regarding any future modification of operations.
Glen Canyon National Recreation Area
The Lake Powell Halls Crossing public launch ramp will be open 7 days a week to all boats and begin overnight use.

With public health in mind, the following facilities remain closed at this time:
Navajo Tribal Parks

Please note with these closures  Goulding's  will remain OPEN and fully operational. Goulding's will continue to offer tours in the surrounding areas such as Tear Drop Arch, lodging, restaurant, grocery store, convenience store, museum, and theatre.
