Gallman Signs Joint Letter to Senate Armed Services Committee
The issue of credit unions receiving rent-free leases on military bases has been a hot-button for banks for years as they actively lobby for a change in regulations so that they can have similar access to these military installations.

Bob Gallman, LCUL President/CEO, has joined other League presidents and CUNA in sending a letter to members of the Senate Armed Services Committee. The objective is to get our message to decision makers ahead of the Fiscal Year 2020 National Defense Authorization Act (NDAA) Conference.

In the letter, they explain that the exemption is not guaranteed for every credit union but instead is negotiated between the base commander and the credit union. It also emphasize the inherent differences between the credit union mission and structure and the profit-driven model that banks operate under.

The House Armed Services Committee concluded its mark-up of the National Defense Authorization Act (NDAA) back on June 13.  As soon as word circulated that this amendment was filed, the LCUL advocacy team sent a letter to Rep. Ralph Abraham, member of the Senate Armed Services Committee, requesting opposition to this amendment. Due to pressure from the credit union industry, the amendment was never officially offered, and the NDAA passed committee without this language.

When Congress returns in September, they will begin formally conferencing the NDAA FY 2020 bill.

St. Tammany FCU Revolutionizes Mobile Banking with the Unveiling of CU Rollin'
In April 2018, St Tammany FCU launched a cutting-edge youth savings program aimed at children up to age 22, emphasizing increasing levels of account features as the children grow and become more financially responsible. The new program, CU Crew, is designed to foster a sense of financial independence among the youth savings and checking account holders, increasing levels of account features as the children grow and become more financially responsible.

The program was an instant hit with members, and over the summer the number of CU Crew members continued to grow, as crew members came in to make deposits and claim their rewards. By August of 2018, it was decided that St Tammany FCU would explore new territory with the CU Crew by voyaging into St Tammany Parish Public Schools.

A pilot program was born, with the same perks and rewards of the CU Crew, yet cleverly referred to as CU in School. In order to be able to reach more students in St Tammany Parish, ensure the CU in School program runs smoothly, and create a member experience for our youth that would be unforgettable, the credit union has transformed a school bus and is navigating their way through St Tammany Parish with CU Rollin' - the first local mobile credit union.

CU Rollin' is complete with 2 teller stations and a member lobby, all wrapped in an eye-catching design. There are built in benches, WiFi, air conditioning, background music, a fun and friendly atmosphere, and full access to member accounts. The acquisition and renovation of the school bus into CU Rollin' gives the credit union the ability to reach far and wide throughout the parish to provide the same products & services that members are accustomed to when they walk into a credit union office.

La Cap Financial Education Games Program an Overwhelming Success
In advance of the first day of school in Louisiana, La Capitol FCU provided an opportunity to school systems around the state to help educators teach financial concepts in the classroom. Under the program, financial education related board games were offered to teachers.

According to 2018 figures from the National Center of Education Statistics, nearly all public school teachers report using personal money to pay for classroom supplies. Teachers around the United States spend an average of $480 per year on their classrooms.

La Capitol FCU Senior Vice President of Sales and Marketing Leo O'Donnell said, "Our commitment to the financial well-being of our members isn't limited to the adults who walk into our branches or visit lacapfcu.org. We know that contributing to financial education of students in Louisiana will help make the state better. We want to make financial learning fun from an early age."

La Cap gave away ten types of board games that reinforce financial principles by promoting social interaction, financial literacy and appeal to a cross section of ages, five years old and older.

"The strength of a credit union is like that of a twisted rope...many times stronger than the small threads that compose it."
