Dunkin' Donuts (Former Columbia Bank Bldg, Oakland Mills Village Center, Columbia, MD). US 1 Safety Evaluation Report

The Howard County Office of Transportation released a draft report containing the findings and recommendations of the US 1 Safety Evaluation. This was a project to identify short-term actions to improve safety for people traveling along US 1 in Howard County, particularly walking and biking. The corridor has been historically commercial and industrial but has more recently seen new residential and mixed-use development accompanied by higher levels of pedestrian and bicycle activity. 

The evaluation identified four focus areas for detailed study and developed recommendations for each focus area, preliminary concepts for safety improvements at five locations, and corridor-wide recommendations. The report also identifies potential funding sources. The report is posted at  https://www.howardcountymd.gov/US1Safety, along with an online comment form. A meeting was previously held on September 27, 2018. The next meeting will be held tomorrow,  Thursday, October 11, 2018 at 7pm at Elkridge Branch LIbrary Hockley Room, 6540 Washington Blvd in Elkridge.
CURRENT PROJECTS
Old Stockbridge Dr  Culvert Repair

A project to replace a failed culvert storm drain pipe under Old Stockbridge Dr  between Whistling Pines Ct/Falling Leaves Ct and Village Dr in Ellicott City has been experiencing difficulties and delays. As a result, the project is now expected to be completed by late Fall 2018, weather permitting and barring any additional unforeseen issues.

The project, which began in March 2018, sought to replace two 16' x 11' x 150' steel pipe arches that had collapsed under the roadway resulting in a sink hold on Old Stockbridge Dr. In addition, a 36-inch water line located above the collapsing culverts, that could not be relocated, had to be supported and taken out of service during the construction. Work resumed this week.

Given your community concerns, I have arranged for a community meeting with the project managers. That meeting will be held tonight,  Wednesday, October 10, 2018 at 7:30pm located at Bellows Spring Elementary School in the cafeteria.
Shalom Square Redevelopment

On December 18, 2017, HHP closed on its first Low Income Housing Tax Credit project. Funds are being used to redevelop the Shalom Square complex - a 50 unit property for seniors/disabled individuals in Long Reach, located off Foreland Garth in Columbia. This complex was originally built by Heritage Housing Partnership in 1979. The project received CDBG funding from the Housing Department and the Council awarded a PILOT.

Aumen Asner (based in Baltimore) is responsible for interior design. The work includes: all new windows, interior and exterior doors, new flooring, new light fixtures and new appliances. There are five accessible units already at the property which are being substantially rehabbed to meet today's code requirements. In addition, HHP is adding three units for the visually and hearing impaired.

A community building will contain the new and improved community room, an expanded kitchen, and relocated management office and a new library. Weather permitting, work is anticipated to be complete by the end of 2018 with an event celebrating its completion early next year (2019).
Wexley at 100 

This project was formerly known as The Park at Locust Thicket.  The Site Development Plan (SDP-18-029) is still under review by DPZ showing 9 buildings.  392 allocations were granted in 2016 (40 MIHU).  A presubmission meeting was held on June 28, 2018 proposing to increase the project by 2 additional units, the max density permitted.

The plat and plan for F-17-022 were approved on September 11, 2017, final construction plans were signed on December 22, 2017 and the developer's agreements were executed on January 24, 2018. There have been no Site Development Plan submitted for the office/retail portion of the project (POR zoned). Those are anticipated to be submitted in the future under its own SDP. There will be some changes to the roadway in the vicinity of the project found here. This project will be split into phases. Phase 1 is underway and is likely to be complete in 2020. One Phase 1 is complete, Phase 2 will begin. Many factors will contribute to this timeline including leasing and financing.
Ellicott Mills Dr Water Main

A project to loop two public water mains in the vicinity of Ellicott Mills Dr is underway. It will include the installation of approximately 524 linear feet of eight-inch diameter PVC water main installed along southbound Ellicott Mills Dr from the 3500 block to the vicinity of 3000 Milltowne Dr. Additionally, a fire hydrant will be installed. The project will provide a secondary loop to Burgess Mill Station and increase the reliability of the area's water system. In addition, permanent restoration work, including road pavement and sidewalk, will be completed at the conclusion of the project.

Temporary lane shifts along south Ellicott Mills Dr and westbound Milltowne Dr can be expected between the hours of 8am-5pm, M-F. Signs and flagging operations are posted to direct traffic as needed, and signs have been posted to advise motorists of the construction. Please note the existing detour around the Ellicott Mills Dr at Main St remains active. Weather permitting, the project is expected to be completed by late October 2018.
Levering Ave (Elkridge) Water Main Project

A project to replace an antiquated water main in several Elkridge area locations is underway. A total of approximately 6,350 linear ft. of 12-inch water main will be installed along Levering Ave from Washington Blvd/US 1 to Lawyers Hill Rd; River Rd from Lawyers Hill Rd to the I-95 overpass to Gun Rd; and Gun Rd from Park Entrance Rd to the CSX railroad crossing.

Temporary lane shifts are expected during construction hours, M-F from 8am-5pm. Flagging operations are also in place to direct traffic as needed, and signs are posted to advise motorists of the construction.

This water main is dedicated to the transmission of drinking water for Howard County. Therefore Howard County is completing the entire project, including the portions of Baltimore County. No interruptions to public water service are expected as a temporary water main is installed to maintain service. Weather permitting, this project is expected to be completed by February 2019.
Sheppard Pratt Hospital and Medical Office Building

This project is for the construction of the hospital and medical office building (MOB) located at 6500 Kane Way adjacent to the cemetery on approximately 39 acres. A groundbreaking is scheduled for tomorrow, October 11, 2018 at 11am for the hospital. The Hospital will be 24 hours and the MOB hours and services will vary.  The hospital has 85 beds with inpatient units treating adults and adolescents. My office requested a list of services at the MOB; however, a complete detail on the outpatient services are not available at this time.  They are likely to be a combination of behavioral health and medical services. When more details are available, I will share them. 

Sheppard Pratt will continue to rely on their emergency room for emergency medical needs for inpatients and will refer those they are unable to admit to HCGH. Meetings are ongoing with other partners to discuss further collaboration. Sheppard Pratt is in network with virtually all insurers and commits to providing approximately $4 million annually in charity care.

Construction will take place in 2019 through 2020 with both the hospital and MOB being complete in late 2020.  
Montgomery Rd Water Transmission Main Replacement

A project to rehabilitate and replace approximately 14,000 linear ft of corroding 12-inch metallic water mains along Montgomery Rd between Miller's Corner and Lawyer's Hill Rd. This project has two phases: Phase I (Miller's Corner to Marshalee) is complete and the road has been repaved.  Phase II from Marshalee to I-95 is almost complete (approx 80%) with approximately 600ft left to construct (Old Hunt Club to Lawyers Hill). Work is expected to be complete by late October 2018. This schedule is weather permitting and barring any unforeseen circumstances. Traffic control is required and delays can be expected during the hours of 9am-3pm
Font Hill Tributary Stream Restoration
  
A project to restore approximately 6,000 linear feet of a stream located west of Centennial Ln between Tuscany Rd and Burnside Dr in Ellicott City is scheduled to begin mid-October 2018. This unnamed tributary to the Little Patuxent River has been heavily impacted by stormwater and, as a result, eroded significantly. The project will include use of wood and rock structures to reestablish a more natural stream, reduce instream erosion, improve water quality and protect County infrastructure in the area. 

Signs have been posted in the vicinity to advise motorists and pedestrians of the construction. It is not expected to impact the flow of vehicular traffic; however, the sidewalk and bicycle lane along the west side of Centennial Ln just south of Tuscany Rd and a portion of the sidewalk along the south side of Coventry Court Dr west of Lame Beaver Ct may be closed for a portion of the project.  Weather permitting, the project is expected to be completed by September 2020.
Old Roxbury Rd Widening

A project to widen Old Roxbury Rd in Brooksville has begun. Both lanes of the 4300 block will be widened to conform to Howard County standards. Storm drain and storm water management improvements will be installed. 

Flagging operations will be in place to direct traffic as needed during construction hours, M-F from 7am-4pm, as intermittent lane shifts are expected. Weather permitting, the project is expected to be completed by  Spring 2019.
HC Recreation & Parks Projects

Blandair Park  
Phase 3 - Construction is underway. The newest section of the park will feature an acre of fenced-in play space focused on meeting the needs of park goers of all ages and abilities - a true Universal Playground. The play space's destination playground area will include six play areas, shade structures and a universal design that offers ADA accessibility items that encourage play in the least restrictive environment. It will also be designed for those with and without physical, cognitive, communicative, social/emotional and sensory development disabilities.

It will also include a backyard game area featuring bocce ball courts, croquet courts and two horseshoe pits, a picnic pavilion, restrooms, storage for sports equipment, a pedestrian pathway, parking and a Park Maintenance Center that will service the entire park once complete. The total expected cost for Phase 3 is $10.9 million ($2,565,000 from Program Open Space; $250,000 from a State Bond, and $8,085,000 from County funds). We anticipate completion in Summer 2020, weather permitting.  For a map, click here .
  
Bridge - This project will construct a bridge over Rt 175 connecting the northern and southern portions of the park and includes a cloverleaf entrance to the park from Rt 175. Once the bridge is complete, the entrance to Blandair from Sohap Ln will be formally closed in response to resident concerns. County Executive Kittleman's FY19 Capital Budget did not include funding for this project. Due to the rise in construction costs, delaying funding for this project is likely to cost the County an additional $1 million.  

Troy Park at Elkridge
Design is underway for Phase 2B. It will include the final stadium ball field with bleachers and a press box.  For more details about the park, click here

Cedar Lane Park

An Environmental Concept Plan has been submitted to construct 4 bocce courts. Construction is anticipated to begin in Fall 2018 and weather permitting, should be completed within 3 months.

Projects included below are only those happening on State roads (those which are numbered - Rt1, Rt100, etc.), are funded and maintained by the Maryland Department of Transportation State Highway Administration (SHA). Kit Kat Rd/Rt1 Traffic Signal 
This is a geometric enhancement project along with a traffic signal installation. SHA will be constructing a deceleration lane on NB Rt1 at Kit Kat Rd, improving the turning radius for large trucks, and installing a traffic signal with pedestrian accommodations. Work is underway with an estimated completion in late Spring 2019.

Safety and Resurfacing Projects
Rt40 (Eastbound) and Westbound from Rt29 to the Baltimore County line. Work is underway and expected to be completed Fall 2018.
EB/WB Rt100 from the Anne Arundel County line, East of Snowden River Parkway. The contract has been awarded with work expected to begin late Fall 2018, weather permitting. Estimated completion in late Summer 2019.
I-70 Westbound from the Baltimore County line to West of Marriottsville Rd. The contract has been awarded with work to begin late Fall 2018, weather permitting. Estimated completion is Fall 2019.
 
SHA Bridge Maintenance (I-95 SB, near Rte 32)
In response to a constituent inquiry, I wanted to provide you with the following as it relates to this project and the work being conducted onsite. 

MDOT SHA is cleaning and painting two bridges on I-95 northbound and southbound over the Little Patuxent River, just south of MD32. The contractor is sandblasting and using generators with a containment system to ensure environmental compliance. Work began this summer (2018) and is estimated to be complete by spring 2019.

Rt 29 Projects
Rt 29 at Rt 175 Cloverleaf Ramp Revision : This project includes the elimination of NB Rt 29 to WB Rt 175 Cloverleaf ramp and replacing it with a new traffic light on Rt 175 accessed via the NB Rt 29 to EB Rt 175 ramp. Construction is underway and SHA will only eliminate the WB Rt175 ramp once new ramp revision is complete and operational.    Project will begin now that the road widening of Phase IB has concluded. Work has begun with estimated completion in Fall 2018 , weather permitting. 

After receiving several inquiries about this project including why it was needed, my office contacted SHA and received the following response: "The reason the change was limited to the northbound exit was a documented history of crashes. The southbound ramp did not exhibit the same pattern of crashes to justify a change, at this time." In addition, "roundabouts can be an effective control at many intersections in regards to traffic operations and safety. Before installing a roundabout, many factors are considered including the balance of traffic volumes on each approach, prevailing speed, roadway elevations, drainage, utility impacts, constructability, and the surrounding corridor.  A traffic signal was determined to be the most appropriate and practical control for the new intersection particularly considering existing traffic signals along Rt175 east of Rt29 that are in a coordinated system. The new signal will have the ability to be added into the system to maintain a platoon of vehicles through the corridor and provide efficient traffic operations." 

River's Edge: SHA has taken the following steps: revised horizontal alignments of the ramps of the recommended alternative to incorporate communities feedback and input; performed traffic study and evaluate traffic operations of the new ramps location and analyzed the corridor wide performance for the recommended alternative; and SHA is preparing a technical noise analysis for the recommended alternative. A public meeting is planned but has not yet been scheduled. I will share updates as they are made available to me. You may also contact Marie-France Guiteau, the SHA Project manager at 

Rt 32 Widening (From Rt 108 to I-70)
SHA proposed a $152-million improvement project to widen Rt 32 from a two-lane road to a four-lane divided highway between Rt 108 and I-70.  

Phase I - The project has begun and will include the widening of Rt 32 between Rt 108 and Linden Church Rd (Approx. $33 million, cost share between Howard County and SHA). In September, SHA enacted significant traffic pattern changes within the Phase I corridor between Rt 108 (Clarksville Rd) and Linden Church Rd. Work has also begun along Rt32 at Linden Church Rd and Broadwater Ln.  Substantial completion is expected in Fall 2018 with final surface paving and landscaping occurring in Spring 2019

Ramp Closures at Linden Church Rd: Crews have closed two ramp movements at the Rt32/Linden Church Rd interchange: 
  • SB Rt32 ramp onto Linden Church Rd exit-ramp: This ramp movement will be closed for two months which began the first week of September.
  • The temporary closures will allow crews to reconstruct these movements with full acceleration and deceleration lanes at the interchange.

Broadway Ln Construction: In September, crews began using a temporary flagging operation to direct drivers along Broadwater Ln; this daytime-only traffic pattern change will take place south of the Linden Church Rd interchange, allowing crews to replace two pipe culverts. Two lanes will remain open for travel outside of work hours.

Phase II - A project to widen Route 32 between Linden Church Rd and I-70 and replace the bridge on Triadelphia Rd over Rt 32. This will include a four-lane divided highway with two lanes in each direction, intersection modifications with a reduction of access points on MD 32, replacement of the Triadelphia bridge and the MD 32 bridges over the Middle Patuxent River and Terrapin Branch, proposed stormwater ponds to remove pollutants from the stormwater runoff before it is released into streams, drainage culvert replacements and extensions, landscaping and reforestation, and stream restoration. A NTP is expected for  late 2018 with construction to begin in  early 2019

Phase III (From I-70 to the Carroll County line) - A study was completed by SHA.  2035 forecasts indicate there is no need to dualize at this time. 

Bridge Deck Replacement on WB US 40 Ramp Over I-70

An SHA project to replace the bridge deck (the driving surface on a ramp) from WB US 40 going over I-70 has begun and should be completed by  late spring 2019. This bridge is about 50 years old and built during the original highway system construction. In addition to replacing the bridge deck, the structural steel will be cleaned and painted, some concrete will be repaired, and the bridges approaches will be paved. This is a two-lane ramp, and during construction, one of the ramp lanes will be closed to enable crews to perform the project safely and efficiently. Once one side is demolished and rebuilt, then traffic will be shifted to that side, and the same thing will take place on the other. Motorists are encouraged to plan their commute accordingly and schedule extra commuting time during this project.

Route 97 at BurntWoods Rd Improvements

An SHA project to improve the intersection of Route 97 (Roxbury Mills Rd) at Burntwoods Rd. Safety and alignment improvements will include: adding an acceleration lane for motorists turning right onto Route 97 from Burntwoods Rd; widening Route 97 for a through lane and a new left turn lane to Burntwoods Rd; widening and lengthening the right turn lane on Route 97 (north or south) for motorists turning right onto Burntwoods Road; widening Burntwoods Rd for a left and right turn lane for motorists accessing Route 97; and storm drainage, traffic barriers, new signage and a new traffic beacon. The traffic signal evaluation indicates a flashing light only. 

Crews will use a flagging operation to guide motorists through the work zone, Monday-Friday 9am-3pm. Additionally, crews will work behind barrier walls along the shoulders of the roadway.  Weather permitting, the project will be complete late Fall 2018. Kings Meade Pond Repair

A project to repair a storm water management pond near Eden Brook Dr and Copperwood Way in Kings Contrivance has begun. It includes installation of a concrete riser structure and trash rack, as well as a series of rock step-pool structures at the outfall to mitigate stream erosion. The spillway pipe will be lined to protect the pipe from corrosion and an emergency spillway will also be constructed. 

The project is not expected to impact the flow of traffic. However, the sidewalk along Eden Brook Dr adjacent to the project site will be closed during construction. Signs will be posted to advise motorists and pedestrians of the construction and sidewalk closure. Weather permitting, the project is expected to be completed by early January 2019.
Whiskey Bottom Rd Water Pump Station

A project to construct a new water pump station at 9799 Whiskey Bottom Rd in Laurel has begun. It  will feature approximately 1,800 linear ft of 16-inch PVC water main, replacing the nearby existing station and increasing future pumping capacity. Improvements will be made to the site, access roads, and landscaping. Once the new station is operating, the existing station will be demolished.  

Signs have been posted to inform motorists of the construction and associated lane closures.  The eastbound lane of Whiskey Bottom Rd from the west end (at the project site) to the Stephens Rd traffic circle will be closed M-F, 8am-5pm.  Also, lane operations will be in place to direct traffic through the circle and around lane closures. Temporary sidewalk closures may also occur and will be clearly marked.  Weather permitting, the project is expected to be completed by  mid-July 2019 .
Hall Shop & Browns Bridge Intersection Improvements

A project to improve the intersection of Hall Shop Rd and Browns Bridge Rd in Clarksville is under way. The project will involve roadway reconstruction and horizontal and vertical roadway realignment to provide sufficient sight distance for the relocated intersection. Wide-flange beams, storm drains and inlets, and stormwater management features will be installed.   Weather permitting, the project is expected to be completed by Thanksgiving 2018 .
Maple Dell Farm Stream Restoration

A project to improve an eroded stream at Maple Dell Farm, 1960 Daisy Rd in Woodbine, is underway. This area is located  on each side of Cattail Creek within the Triadelphia Reservoir watershed and features a stream which has experienced channel instabilities resulting from timber harvest, watershed development, overgrazing and agriculture. The restoration will include about 6,000 linear ft of stream restoration, selective harvesting of about 10 acres of trees to establish new pasture and the installation of about 4,500 linear ft of new fence to exclude the diary herd from the restoration area. 

The project will support the County's water quality improvement and restoration efforts under its National Pollutant Discharge Elimination System (NPDES) and Municipal Separate Storm Sewer System (MS4) Permit. Washington Suburban Sanitary Commission (WSSC) has partnered with Howard County to fund the creation of a 15-acre riparian easement at the site, to plant trees within this easement, and to monitor water quality before, during and after construction. The project is partially funded through a Chesapeake & Atlantic Coastal Bays Trust Fund grant, as well as the County's Watershed Protection and Restoration Fund.

The project is not expected to impact the flow of traffic in the area. Signs will be posted in the area to alert residents of the project. Weather permitting, the project is expected to be completed by late May 2019.
Woodstock Rd Retaining Wall Replacement

A project to replace two collapsing retaining walls on Woodstock Rd between Grooms Ln and 1415 Woodstock Rd (The Woodstock Inn) in Woodstock has begun. NOTE: The Woodstock Inn and its parking lots will remain open and fully accessible to vehicles and pedestrians approaching from Baltimore County; it will not be accessible from Howard County.
 
 This project has been delayed due to utility work. While the pipe culvert and one retaining wall have been completed, before the second wall can be replaced, BGE must relocate a utility pole. Weather permitting, this is expected to take place in October 2018. Once complete, the County will resume work on the second retaining wall. As a result, the project is now expected to be completed by late November 2018

Woodstock Rd at the construction site will be closed to all thru traffic. Motorists will follow a clearly marked detour using Granite Rd, Marriottsville Rd and MD 99. Signs have been posted to alert motorists of the road closure and detour. Additionally, a recorded message at 410-313-3639 will carry project details and updates.
Brokenland Pkwy Water Transmission Main

A project to install a water transmission main along southbound Brokenland Pkwy between Stevens Forest Rd and Snowden River Pkwy in the Village of Owen Brown in Columbia is underway. It includes the installation of approximately 5,500 linear ft of 30-in water pipe to create a primary water connection between two critical water pressure zones.

Work is being completed during night-time hours, M-F 8:30pm-6am, during which the right two lanes of SB Brokenland Pkwy in the vicinity of the project will be closed; however, the left SB lane will remain open. Construction is anticipated to be completed by late  April 2019.
Heritage Woods Stormwater Pond Improvements

A project to provide stormwater quality treatment to the existing retention pond in the vicinity of 8754 Cheshire Court in Jessup i s underway.  It involves installation of an improved storm drain system, barrel replacement, repair of pond outlet structure and a retrofit of the existing pond to provide additional improvements to the pond's water quality. 
 
The project is not expected to impact the flow of traffic; however, signs will be posted to advise motorists of the construction.  The project is funded through the County's Watershed Protection and Restoration Fund. Weather permitting, the project is expected to be completed by early 2019 (likely the end of February 2019).
Little Patuxent Wastewater Reclamation Plant Construction

A biosolids processing facility, located at 8900 Greenwood Place in Savage, is being constructed for the purposes of meeting new Maryland Department of the Environment biosolids storage and disposal regulations. The addition will aid in reducing biosolids volume and in enhancing biosolids quality for end-use purposes. Biosolids are treated sewage sludge that meet the United States Environmental Protection Agency pollutant and pathogen requirements for land application and surface disposal. 

This project is underway and is expected to be completed by June 2020.
Dorsey Run Sewer Pumping Station Upgrades

A project to upgrade the Dorsey Run sewer pumping station at 8181 Patuxent Range Rd in Jessup is underway. It will include interior upgrades to electrical, mechanical, HVAC, piping, and pumping units. Exterior upgrades will include improvements to below-ground utility vaults, station roofing, station entry doors, and station louvers.

The project is not anticipated to impact traffic. Weather permitting, the project is expected to be completed by November 2019.
Waiting Spring Pond Dam Repair

A jointly funded construction project between Howard County and the Columbia Association to replace the dam infrastructure and embankment at the pond at the end of Prophecy Pl in Long Reach. The project has begun.  The existing metal outlet structure and pipe will be replaced with a concrete outlet structure and pipe. A stone plunge pool will be constructed at the downstream outlet for erosion control and woody vegetation will be removed from the embankment.

Signs have been posted at the project site to advise motorists of the construction. The project is not expected to impact the flow of traffic; however, a portion of the pedestrian path along the dam from the end of Farstar Pl to the end of Prophecy Pl will remain closed during the project. A portion of this project is funded through the County's Watershed Protection and Restoration Fund. Weather permitting, the project is expected to be completed by late November 2018.

BGE - Tree Trimming

BGE contractors will be performing vegetation management on overhead distribution lines in 2019. This includes routine tree trimming and removals as well as mowing along their transmission line rights-of-way. Diversified Ln Pond Repair

A project to repair a stormwater management pond in the vicinity of 9780 and 9792 Diversified Ln in Ellicott City is scheduled to begin in early November 2018. A new concrete riser and 24-inch concrete principal spillway pipe will replace the existing metal riser and principal spillway. In addition, the pond will be regraded to provide more storage during rain events, the embankment will be raised and a forebay will be added. A storm drain will also be added to collect runoff and direct flow to the pond. The outfall of the pond will be stabilized using a series of rock grade control structures. 

The project is not expected to impact the flow of traffic; however, the sidewalk adjacent to the construction entrance on Diversified Ln will be closed during construction. Signs have been posted at the project site to advise motorists and pedestrians of the construction and closure. Weather permitting, the project is expected to be completed by late January 2019.
Spring Glen Drainage Improvements

A project to design and construct drainage improvements in the Spring Glen community including but not limited to: Ivy Spring Rd and Cross Ivy Rd. The improvements to be constructed include adding curb and gutter with storm drains and filling in the swales.   Design is currently underway.   
Willow Bend Sewer Replacement

A project to replace a portion of the public sewer near Willow Bend Ct in Ellicott City is expected to begin Monday, October 15, 2018. It will include the installation of 710 linear ft of eight-inch ductile iron pipe and six four-foot standard recast manholes. 

This project is not anticipated to impact the flow of traffic; however, signs have been posted at the construction entrance at Gray Rock Dr to advise motorists of the construction. Weather permitting, the project is expected to be completed by December 2018.
Trotter Rd Headwall Replacement

A project to replace a collapsed headwall in the vicinity of 5807 Trotter Rd in Clarksville is scheduled to begin this week. The northbound lane of Trotter Rd at the project site will be closed to traffic for the duration of the week. Temporary traffic signals will be installed to manage traffic through the work zone. Signs will be in place to advise motorists of the new, temporary traffic pattern. A recorded message will carry details and updates at 410-313-3637.  Weather permitting, the project is expected to be completed by late October 2018.
P3 Circuit Courthouse Construction

The Administration awarded Edgemoor-Star America Judicial Partners as the contractor to lead the design construction, partial financing, and facility operation and maintenance of a new Circuit Courthouse on the site of the current Thomas Dorsey Building on Bendix Rd.  

What will the new Courthouse and project consist of?
  • 237,000 square ft Courthouse that enhances safety and security.  
  • A four-story atrium, a large entryway that will provide safety screening for those entering, separate hallways and elevators for prisoners to enhance public safety. 
  • Office space and a courtroom for a sixth judge, a larger and more comfortable jury assembly area, and a 691-space parking garage adjacent to the Courthouse.  
  • Durable with high-quality systems to ensure its useful life extends well beyond the 30-year contract.
As you may know, I voted against this legislation as proposed. I recognize there are deficiencies in the current Courthouse and support addressing security and capacity issues; however, I thought we could do better especially at the expense of our taxpayers. 

What is the fiscal impact to the County?
  • The County will pay for the facility's utility costs (estimated to be $70.1M over the 30-year operating term).
  • The County will keep all parking revenues from the parking garage (estimated to be $19.7M over the 30-year operating term).
  • Along with the $75M milestone payment, the County will also provide $3M to the project company for FFE at that time.
  • The County will also provide an annual service payment of approximately $10M beginning in FY2022, with annual adjustments for inflation thereafter.
What's the timeline for construction?
Demolition of the Thomas Dorsey Building is scheduled to begin for June 2019,  with construction of the new Circuit Courthouse beginning in August 2019 . The project is expected to be ready for occupancy in Summer 2021 .

Grandfather's Garden

A sketch plan (S-18-006) along with an Environmental Concept Plan will be submitted for a third review to DPZ in the near future. The sketch plan shows 18 lots (no lot smaller than 9000 square feet, and an average lot size of 9,560 square feet). Once the sketch plan is approved, a Preliminary Plan with greater detail will be submitted which will include more specifics about drainage and utilities (water and sewer). The proposed roads will be public and will be served by public water and sewer.  There is a proposed noise barrier parallel to Route 108 and streetscape improvements along the Phelps Luck Dr frontage to provide backyard privacy and an upgraded entrance to the neighborhood. The Preliminary Plan will likely go through 2 or 3 reviews as will the Final Plan. Approximately October 2019, they anticipate work could begin on the the site with home sales and construction starting 4-6 months later. That is assuming all items remain on schedule. Strawberry Fields Pond Repair
Howard County's Department of Public Works (DPW) held a public meeting on Thursday, June 21, 2018 to discuss a nearby pond repair project. It will  repair the principal spillway of the stormwater pond in the vicinity of the 5300 block of Briar Oak Ct in Ellicott City. The County will be holding a 3rd community meeting in Winter 2018.  Construction is expected to begin in Summer 2019 .

Lakefront Core Development

A project to include two Downtown Community Commons, the Lakefront Connection and the Lakefront Neighborhood Square including a network of public and private streets to be revitalized with new development that could include cultural, retail, restaurant, office, residential, and hospitality uses adjacent to the amenity area that will help bring people to this part of Downtown Columbia and activate the Lake. This project will also include the construction of a veterans monument.

It includes the American Cities Building, the Exhibit Building, the Teachers Building (to remain), the Whole Foods/Rouse Building (to remain), the parking lot south of the Whole Foods, the former Copland site and parking garage, existing parking lots, the access drive to the Exhibit Building and the Wincopin Circle right-of-way.

A Final Development Plan was approved on April 19, 2018 and signed. On June 21, 2018, the Planning Board issued its Decision & Order approving the Final Development Plan for Downtown Revitalization. A copy of that letter is here. SDP's will still need to be submitted and while there is no timing on this project, it's likely construction could begin in 1 1/2 to 2 years. Rt 100 at Rt 103 - Diverging Diamond Interchange

A project (J4249) to design and construct a replacement of the roundabouts of Rt103 on the north and south sides of Rt100 with a diverging diamond interchange in order to increase the capacity of the interchange. 

T his project is directly related to Wexley at 100, currently under construction. The proposed project will decrease the level of service at the roundabouts, requiring remediation. This was the solution that was approved by SHA and the County.   The project is currently at 30% design; however there has been no funding commitment from SHA (Rt103 is a State Road), and no further funding commitment from County Executive Kittleman. The County Executive has listed this project on the County's list of Transportation priorities filed with the state.
Stephens Rd Bridge Replacement

The project will involve the widening of adjacent road segments and replacing the bridge over the Hammond Branch of the Little Patuxent River. The County is still working to resolve some right-of-way issues before the project can begin. It is anticipated to be advertised in 2019.

Sanner Rd Improvement

The Department of Public Works held a meeting on Tuesday, March 6, 2018 at Fulton Elementary School to discuss the planned improvements to a portion of Sanner Rd. It will widen both sides of Sanner Rd between Johns Hopkins Road and Guilford Rd to accommodate bicycle lanes and accompanying storm water management provisions. Cedar Villa Heights Drainage Improvements

This is a two-phase construction project: Phase I is complete.  Phase II - The scope of the project will involve additional storm drain improvements between Lincoln Dr and Wye Ave. Right of way and design issues are being resolved. There is no estimate, at this time, when construction will begin. 
N. Laurel Sewer Project

The County's Department of Public Works held a public meeting on Thursday, September 28, 2017.  The purpose was to discuss the study, design and construction of the Hammond/Patuxent area sewer interceptor improvement project which involves the construction of 15,000 linear ft of sewer in N. Laurel. 

Project limits are bound by Rt216 to the west, the Patuxent River along the Howard County line ot the south, Hammond Branch to the north and Junction Dr to the east. Areas impacted include the 9700 blk of Baltimore Ave, 9500 blk of Cissell Ave, 9700-9800 Washington Blvd, 8000 Blk of Greenwood Ave and 9000 blk of Junction Dr.

There is no current timeline for the project, at this time.  The County is still working through design, permitting and property right-of-way acquisition which could likely take 2-3 years.
Montevideo Rd Realignment Project 

A project to align Montevideo Rd and Port Capital Dr in Elkridge is almost complete. Phase IA is complete. Phase 1B is in final design. The remaining work includes the completion of a stormwater pond and the installation of a storm drains as well as the placement of a pipe under Route 1.  There is a also a Route 1 Safety Audit which was conducted along the corridor to evaluate the appropriate placement of bike lanes. Rt. 103 @ Long Gate Pkwy

There are two projects in this corridor: SHA is studying widening Rt. 103 and a property owner has proposed a project next to the YMCA, which would allow for 79 townhomes with a max density of 111 townhomes. SHA is working with the property owner to install the missing sidewalk portion and possible installation of a traffic signal.

Road Widening: The Armory has historical significance and requires a certain frontage from the Rt 103. Due to the loss of frontage that would occur with the proposed widening and coupled with the determination that the Armory will be relocating in a few years, this project has been placed on hold. SHA anticipates the Armory will be vacated in  January 2020.  SHA has requested $2 million in funding for ROW and utility relocation. SHA anticipates advertisement in November 2019, with the hopes that construction could begin Spring 2020

Long Gate Overlook - Housing Project : A project has been approved by the Department of Planning and Zoning to construct 79 townhomes. If you have specific questions on this project, please contact DPZ at 410-313-2350.
