A Message From the President of the
Board of Education
Embracing Diversity. Driving Success.
April 16, 2020

Dear Fellow Huguenots,

In light of the sorrow and tragic losses associated with the Coronavirus COVID-19 crisis, and the unknown of what the “new normal” will be in its aftermath, the City School District of New Rochelle is doing everything it can to address the financial pressures we all currently face. As a result of the forced shut down of non-essential businesses, many residents of our beloved city have lost their jobs or are otherwise experiencing significant financial hardship.

In order to alleviate some stress associated with the April School Tax bill, the Board of Education asked Superintendent Dr. Feijóo to work along with city officials to create a plan to extend the payment deadline to May 31, 2020 (without any penalty). I was delighted when my Board colleagues joined me in supporting this initiative tonight by unanimously voting to approve the proposal.

We do not take this action lightly, as this relief does not come without a cost. In order for CSDNR to “make payroll” without the school tax revenue, the district will have to take out a “Tax Anticipation Note” (TAN) of approximately 20 million dollars in order to cover the short-term financial shortfall. Interest on TAN notes, although very reasonable, will likely run about 3%. However, interest rates fluctuate daily and our Assistant Superintendent for Business will monitor the best time to borrow the funds. The Board takes its fiduciary duties extremely seriously and loathes paying interest on loans unless absolutely necessary. That said, extreme times call for extreme measures and strong leadership, and the Board demonstrated extraordinary compassion and leadership by unanimously supporting this initiative.

We are all struggling with the devastation caused by this pandemic. Even though there seems to be some light at the end of the tunnel, we must be prepared to deal with whatever comes our way. We see our community strength everyday as city employees join hands with volunteers to ensure our most vulnerable citizens receive nutritious meals and a friendly smile. I love living in and raising my son in New Rochelle. While I’m always proud to live in the Queen City of the Sound, I have never been more proud to be a Huguenot than I am today.

On behalf of my Board colleagues, I appreciate all the community input and support we’ve received during this crisis. Your Board remains committed to being responsive to our community’s needs and we are confident New Rochelle will come though stronger than ever.
Sincerely,
Amy Moselhi, President
New Rochelle Board of Education

Me encanta vivir y criar a mi hijo en New Rochelle.

Sinceramente,
Amy Moselhi, presidenta
Junta de Educación de New Rochelle
