Hot Issues 

L.A. City Council
On Wednesday, the Los Angeles City Council announced to begin semi-weekly meetings on May 4th. Council Meetings are also scheduled to resume, with the Public Works & Gang Reduction Committee having met on April 30. The next Council Committee meeting is the Budget & Finance Committee on May 11. 

Reopening  California
Governor Gavin Newsom provided an update on the State's roadmap towards reopening businesses. The Governor laid out the six factors that will be considered when modifying the 'Stay at Home' order, as well as a staged approach to reopening businesses.

2020 Census
Analysts predict that a slowdown in California's population growth could mean that Los Angeles would lose a Congressional seat in Washington, D.C. The Census Bureau has requested an extension for the 2020 count. If you still haven't, remember to fill up your Census form at 2020census.gov.

Public Health
Mayor Eric Garcetti  announced on Wednesday that all L.A. County residents can receive free coronavirus tests, which are available at city-run sites. The tests are available by appointment only. For more information, visit the  official site.

L.A. County Budget
On Tuesday, the County Board of Supervisors approved County CEO Sachi Hamai's budget recommendation as it stands, which was drafted before the COVID-19 outbreak was labeled a pandemic. Hamai stated that changes will likely come in the near future, with the County expected to make major cuts to balance the budget.

Transportation
Metro work activities have been included under "essential services" in state and local orders. Because of this, Metro will move forward on finalizing the planning phase on the East San Fernando Valley Light Rail Transit Corridor, with Ground Penetrating Radar (GPR) work beginning on Monday, May 4. 

Beach Closures
After some Californians flocked to the beaches last weekend, Governor Newsom  ordered Orange County to close its beaches, which remained open since the declaration of the Stay at Home order.




LAUSD Board Member Nick Melvoin Joins Us in VICA Newsmaker Connection


On Tuesday, LAUSD Board Member Nick Melvoin joined VICA for a special virtual Newsmaker Connection. Board Member Melvoin discussed recent measures taken by LAUSD to keep students safe during the COVID-19 pandemic, as well as what to expect for the next academic year as officials continue working on how to ensure student safety. Although schools have closed temporarily, and classes have migrated to the online world, Board Member Melvoin said they continue to "serve nearly half a million meals a day, no questions asked" to their students in partnership with the L.A. Food Bank and Kitchen.

Board Member Melvoin also announced plans to launch the "Future is Ready" portal. The portal will provide professional development for educators to ease the challenges of learning and helping parents who are taking a more active role in their children's learning. Plans have also been made regarding virtual summer classes and special education, as well as creative ideas to recognize graduates in keeping with safety guidelines.

On charter schools, the Board Member expressed that recent anti-charter in-person protests are "not safe and are irresponsible." Melvoin stated that LAUSD is "looking for creative ways to allow for some child care options to allow parents to go back to work."

City Right of Recall and Worker Retention Ordinances Will Impede Recovery
On Wednesday, the Los Angeles City Council approved the Right of Recall and Worker Retention ordinances, which will impede on the ability for businesses to recover from the ecnomic crisis brought on by the COVID-19. VICA, in collaboration with other regional business groups, led the charge and strongly advocated against these two policies. While few amendments were made to the ordinances, they will not be enough to help struggling businesses from shutting their doors. During his daily update on Wednesday, Mayor Eric Garcetti stated that he signed both ordinances. While the ordinances currently only apply to businesses in the hospitality industry, VICA will continue to fight against any planned expansion to include other industries and ensure businesses are not driven into the ground as a result of heavy-handed policies.

Board of Supervisors Approve Countywide Supplemental Paid Sick Leave
On Tuesday, the Los Angeles County Board of Supervisors moved forward with a countywide Supplemental Paid Sick Leave ordinance. In a letter to the Board of Supervisors, VICA expressed concerns and urged the ordinance be consistent with other state and local orders. This means providing exemptions for essential services, providing an offset for employers who already offer generous paid sick leave, and ensuring the ordinances expire two calendar weeks after the local state of emergency is lifted. Policies should focus on giving businesses the opportunity to recover and restart the Los Angeles economy once the COVID-19 pandemic subsides. VICA will continue to be a strong voice for the business community as the Board of Supervisors  considers a countywide Right of Recall and Worker Retention ordinance on May 12.

Support Tax Credit for Hiring Individuals Experiencing Homelessness
VICA supports Senate Bill 1333 (Durazo), which would create a tax credit for businesses who hire specified individuals experiencing homelessness. California continues to face a major housing and homelessness crisis, and businesses have made it clear that they want to play a role in the solution. SB 1333 would provide an incentive for individuals experiencing homelessness to receive employment opportunities they typically would not have otherwise. Under SB 1333, businesses would be provided the means to provide employment to individuals experiencing homelessness, while those individuals would gain more access to meaningful jobs with good wages. It would also give the business community a significant tool in participating in the state's collective effort to address the homelessness crisis. VICA will work with Senator Durazo's office to help find the right balance between providing good wages and creating realistic incentives that businesses can participate in.

VICA Member Spotlight: Brad Rosenheim
Brad Rosenheim currently serves as Chair of VICA's Board of Directors.

Brad Rosenheim is President and CEO of Rosenheim and Associates, Inc. which will be celebrating its twenty-fifth anniversary in October. Brad began his career working for Councilman Marvin Braude in 1980 before joining the private sector in 1988. Brad is happily married with his wife, Devon, who has also worked at Los Angeles City Hall.

Tell us about your experience with VICA, how has VICA been valuable for you?
VICA has been a wonderful addition to my personal and professional life. I have met scores of truly wonderful, thoughtful, knowledgeable and passionate people in and through VICA and I am extremely grateful to have them in my life. Through VICA, I am also able to exercise my interest in public policy and get some use out of my graduate degrees in public policy and city management.

If you were to tell a peer or friend about VICA, what would be your sales pitch?
If you have a business or represent an organization, particularly a business or organization located in the San Fernando Valley and you believe in public policies that will allow your business or organization to flourish in the best of times and to be protected in the worst of times, you need to join VICA. VICA provides the most effective voice for business (and other organizations) interests with our local, state and federal leaders, all while advocating for the best overall quality of life for all in the San Fernando Valley.

What is your favorite experience or memory with VICA?
The sense of accomplishing good things for the community and doing so with a truly wonderful group of people... and of course, pushing Stuart's buttons!

Has your company made commitments or taken action to support employees and/or the community during the COVID-19 pandemic? 
My main objective is to keep everyone at Rosenheim & Associates, Inc. paid in full through the crisis and to provide flexibility in workload. While we have had to reduce our direct financial support for various organizations during the crisis, I've been spending quite a bit of my time working not just on VICA related business and policy matters, but also working with two other boards upon which I sit to assure their continued operation and success during these stressful times. I'm very proud of my colleagues at Rosenheim & Associates and the VICA staff for their flexibility, ingenuity and perseverance during this stressful period in which we find ourselves and thank them for their dedication and commitment. I can't wait to hear "It's Time for Dodger Baseball" once again!
