Quarterly Update: November 2017

Message To Our Community,
The Clear Creek Independent School District's 2017 Bond Program is well underway, on budget and in some cases, projects have moved up in schedule. In May 2017, this community overwhelmingly authorized the school district to invest $487 million to build or rebuild schools, expand or significantly renovate schools to meet enrollment demands and current learning standards, and improve the safety environment for all students in schools, on the playground and on the road.
At the time of the election, we projected this bond program would increase the tax rate by 3.5 cents based on conservative property value growth projections. For this year, the tax rate will not go up at all due to property values increasing above our initial projections. The tax rate for 2017 remains unchanged at $1.04 for the Maintenance & Operations tax rate and $0.36 for the Interest & Sinking tax rate.
We are monitoring the impact Hurricane and Tropical Storm Harvey is having on the construction market as the recovery efforts may impact the availability of contractors and subcontractors as well as inflationary costs due to demand. The Clear Creek ISD Citizen's Finance Advisory Committee meets on a regular basis to review the finances of this program as well as the overall fiscal health of the District.

Introducing Florence Campbell Elementary School
Clear Creek ISD's 27th
elementary school will be named Florence Campbell Elementary School. Florence McMahan Campbell, a longtime educator, is the mother of Travis Campbell whose family donated the land on which the campus will be built. The $43 million school will be located along League City Parkway and will accommodate 1,000 students.
The 1,000 student capacity school will be constructed in the Westwood subdivision in League City to serve the growing population of the west-side of Clear Creek ISD. See plot map below.

Mustangs on the Move
The League City Elementary rebuild project is on the fast track. The District has revised its phasing plans which will now mean students will get into their new school two years earlier than first reported during the bond election process.

Safe Places to Play
The first phase of new playground installations are complete in Clear Creek ISD.
That means 11 campuses from across the District have new playground equipment for students to use.
Those campuses include: Armand Bayou Elementary, Clear Lake City Elementary, Falcon Pass Elementary, Hyde Elementary, Landolt Elementary, North Pointe Elementary, Parr Elementary, Ross Elementary, Ward Elementary, Wedgewood Elementary and Whitcomb Elementary.
Growing playground safety concerns led the District to hire a certified playground safety inspector to review each campus' playground. What was found was the need for both repairs and new replacement playgrounds throughout CCISD.
Through the 2017 CCISD Bond playground replacement and repair program, many of the District's playgrounds will be brought up to the same standards which have been set by a CCISD playground committee. Those standards include making all playgrounds ADA accessible, adding swings, slides, and other engaging, interactive play equipment.

Expansions for a Growing District
The Clear Creek Independent School District Board of Trustees approved the permanent addition designs for several CCISD schools to accommodate student enrollment growth as well as participation in specialized programs such as the sciences and the arts.
Stewart Elementary in Kemah will receive $18.95 million to add 18 classrooms and remove portables, install additional parking, and renovate existing areas. When completed, Stewart Elementary will be able to accommodate more than 900 students. The project will be phased in over the summer of 2018, the 2018-2019 school year and the summer of 2019.

| Brookside Science Addition |
|
The Clear Creek Independent School District has announced it will expedite plans to launch a second Science Magnet program, moving the original kick-off date from August 2019 to August 2018. "When we began to look at the construction timeline coupled with our desire to not turn kids away from pursuing their interests in science, it all came together nicely," said Scott Bockart, Assistant Superintendent of Secondary Education. "While the construction is ongoing, programmatically we will take applications for interested incoming 6
th graders this January."
More than $10 million in bond dollars will be used to expand Brookside Intermediate in Friendswood so that the school can be the second site for the highly popular Science Magnet. The expansion includes six new classrooms and four science labs. The allocated funds will also pay for the expansion and renovation of the fine arts area. Currently, Seabrook Intermediate is the home to the science program for approximately 300 interested 6

graders district-wide. Due to space limitations, the District historically denies more than 200 applications annually.
The August 2018 launch of the Science Magnet at Brookside Intermediate will be for 6
th
grade students only, with the subsequent years adding a grade level.

The design for the permanent addition to Clear Lake Intermediate has also been approved. The $9.8 million project includes eight classrooms, two science labs, and the removal of existing portable buildings.
In the area of fine arts, several intermediate school additions and renovations are also on track for completion. The fine arts renovations/additions have been approved for Brookside Intermediate, League City Intermediate, and Space Center Intermediate.

New Site for Clear Path
Clear Path Alternative School has moved to its new location in Webster. The Clear Path Alternative School has historically been inside the old League City School on 400 South Kansas. Utilizing bond funds, the school district was able to purchase the old ITT building in Webster. With minor facility modifications, the school opened in August at its new location. The old site will be used as a temporary school for League City Elementary while that campus is under construction.

Renovations to Aging School
Clear Lake City Elementary is the first of many 50 years and older schools to receive a major renovation.
The 1960's school will receive $16 million in updates so that the school can be brought up to today's learning standards such as additional room for students to collaborate and create by grade level, a new library addition as well as new flooring, casework, and restrooms. Essentially, this is a major renovation to this hallmark campus. Actual construction will begin in the fall of 2018 with completion anticipated the following fall of 2019. Tax Rate Unchanged for 2017
The tax rate for 2017-2018 will remain unchanged with $1.04 allocated for Maintenance & Operations and $0.36 for Interest & Sinking.
During the 2017 Clear Creek ISD Bond Program election process, the District anticipated an increase of $0.035 on the Interest & Sinking tax rate for the year to support the $487 million bond proposal. However, CCISD will not have to increase the tax rate this year to pay debt associated with the bond program due to rising property values.

Clear Creek High School Final Phase of Rebuild Complete
When students returned to Clear Creek High School on August 21, they were greeted with new learning spaces as part of the final phase of the school's long-awaited rebuild. The multi-year, extensively complex construction project includes a new dental lab and additional career and technical education areas, a fine arts and JROTC wing, and substantial improvements to existing athletic areas. "We are extremely excited that our students and staff will be able to utilize these newly renovated areas. We realize that this has been a long time coming and we appreciate the support and patience of our staff, students, and community," said Principal Jamey Majewski.
Clear Creek High School has been under a phased rebuild since 2004. The community invested $36.5 million to rebuild the last remaining area of the 1956 school through school bond programs and capital funds. The project was multifaceted as it involved building in between three existing structures. The engineering complexity along with weather issues did delay the completion from last spring to this fall.

The $98 million rebuild of Clear Lake High School will be complete this spring, bringing a multi-year project to a close. Here are some highlights of the new Clear Lake High School.
- A two-story, safe and secure comprehensive high school to support 21st century learning with a student capacity of 2,500
- Large secure courtyard adjacent to the library and commons area
- A dramatic increase in square footage from 364,359 sq. ft (old) to 475,803 sq. ft (new)
- All classrooms will meet today's technology and size standards
- A significant increase in science and career and technical education areas
- Improved support spaces for teachers such as workrooms and collaboration areas
- New parking with adequate security lighting
- Natural light and outdoor access for art
Career and Technical Education (CTE) highlights
- New specialty program unique to Clear Lake High School
- All areas will be designed specific for Career and Technical Education programs versus the programs fitting within existing spaces
- All CTE areas will have new facilities
Special Education
- Rebuild of special education wing with Americans with Disabilities Act (ADA) compliant facilities
- Lift systems to make student movement and transfer easier within restrooms
- Central location for easy access to support spaces on campus
- All new campus areas will be ADA compliant
