Sheltering in Response to COVID-19
& New Executive Orders/Legislation

TRENTON
— Governor Phil Murphy and Superintendent of the State Police Colonel Patrick Callahan announced that the Federal Emergency Management Agency (FEMA) has approved New Jersey’s request to use emergency, non-congregate sheltering for individuals impacted by COVID-19 that do not have the means or ability to isolate themselves.
FEMA’s approval allows State, county, and local entities to be reimbursed for providing housing at hotels or motels for certain vulnerable populations, including:
- Homeless families who live in congregate shelters with at least one family member who has tested positive for COVID-19;
- Homeless individuals who require quarantine or isolation due to a positive test for COVID-19;
- Children and adults living in congregate living settings, such as group homes, who have tested positive for COVID-19;
- First responders and healthcare workers who do not require hospitalization but nevertheless need to avoid direct contact with their families due to exposure to COVID-19; and
- COVID-19 positive patients who do not require hospitalization in a traditional setting but who nonetheless require quarantine and isolation outside their resident to prevent the further spread of the virus.

The April 10th recording of HUD Office Hours reviewed North Carolina and California experiences using FEMA funding to provide non-congregant housing alternatives for people with unstable housing who may need to quarantine.
Non-congregant shelter including hotels/motels/trailers are 75% reimbursable from FEMA as is wraparound services directly necessary for the safe and secure operation of facilities.

FCC Opens COVID-19
Telehealth Program Fund Applications

The Federal Communications Commission's (FCC) Wireline Competition Bureau is now accepting applications for the
COVID-19 Telehealth Program
.
On April 2, 2020, the Commission released an order establishing the COVID-19 Telehealth Program. The COVID-19 Telehealth Program will provide immediate support to eligible health care providers responding to the COVID-19 pandemic by fully funding their telecommunications services, information services, and devices (including phones) necessary to provide critical connected care services until the program's funds have been expended or the COVID-19 pandemic has ended.
The COVID-19 Telehealth Program will provide $200 million in funding, appropriated by Congress as part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, to help health care providers provide connected care services to patients at their homes or mobile locations in response to the novel Coronavirus 2019 disease (COVID-19) pandemic.

regarding the process.

COVID Stimulus Updates for Non-Filing

New information has been posted by the IRS concerning COVID-19 stimulus funding and how individuals are eligible and how they may claim their funds.
As of today, the IRS website (
https://www.irs.gov/coronavirus/non-filers-enter-payment-info-here) explains who will automatically receive their check starting this week and how to apply if you are in a category that won't receive an automatic payment. By April 17th there should be a new website helping track individual payment status.
Note: SSI (only) beneficiaries are eligible but will not at this point receive the Economic Impact payment automatically. The IRS has not determined whether they will need to file some sort of document in order to receive the payment. As soon as the process for SSI beneficiaries has been decided, we will provide that information

NJEDA Launches Small Business
Emergency Assistance Loan program

UPDATE 9:28 A.M. 4/13/2020: Please be advised that based on applications already received, funding for this program is now oversubscribed.
Applicants may continue to apply so that NJEDA has your information should additional funding become available, but further applicants should not expect a review or decision for this round of funding.

As of yesterday, applications for a direct loan of up to $100,000 for New Jersey-based small businesses and non-profits organizations that have been in existence for at least one-year and have less than $5 million in annual revenue are available at

.
This $10 million program will make direct low-cost financing available to allow New Jersey small businesses and nonprofits with the intent of covering operating expenses and ensuring continuity of operations during the outbreak.
The loans are being provided by NJEDA’s Small Business Emergency Assistance Loan program and are specifically designed to help businesses that have been negatively impacted in various ways by the COVID-19 outbreak. These include issues such as a reduction of business hours, the complete closure of a business, or a 20% or greater decline in revenue. Other economic obstacles and business challenges facing small businesses and nonprofits resulting from the pandemic will also be considered.

Weekly Webinar COVID-19 Updates From NJ DDD
|
|
Last Thursday, DDD held the first of what is planned as a weekly webinar update to ensure that individuals, families, providers and other stakeholders receive the most up-to-date information on the COVID-19 public health emergency as it relates to the Division of Developmental Disabilities.
Update webinars will be held Thursdays at 10:30 a.m. through the end of May, at which time we will review the need to continue holding weekly updates beyond May.
