A Message from Our President

Greetings and salutations Southeast Chapter members! I am very honored and elated to be re-elected as your President of the Southeast Chapter for the next 2 years. We have new Board members and we are eager to create educational opportunities and serve our members. 

I would like to thank Richard McLaughlin, Ph.D. for his many years of service as the Southeast Chapter Secretary. Rich decided it was time to let another dedicated chapter member serve the role as Secretary. Kellyn Campbell has big shoes to fill, but we are confident she is up to the task.

The Chapter continues to have many great training events scheduled this year, so please visit our webpage at www.secieca.org to view the schedules and dates.  Remember to check the webpage periodically so you do not miss out on any of our outstanding educational opportunities. The Southeast Chapter was the recipient of the 2017 and 2018 IECA Patterners for Excellence Outstanding Educational Program Award. Our members made this possible by attending our many events. Please attend the events that you are interested in and let’s make it a 3-peat for 2019 at the 2020 IECA Annual Conference and Expo that will be held right here in the Southeast in Raleigh, NC from February 23-26!

I want to continue to re-iterate that IECA and our Chapter are striving to provide the best services for our members. As President, I would like to see our chapter membership involvement expand. We have a great core group of members that volunteer countless hours to provide the great training opportunities for our Chapter. I would like to see more of our over 320 Southeast Chapter members become involved. We continue look to provide new local opportunities throughout the Chapter for all members to participate in. These opportunities may include but are not limited to lunch-and-learns and after hour socials with other local members and State Representatives. Please let me, or any of our Officers know if you are interested in helping us with implementing this in your area, or if you have any ideas or recommendations on how we can make this happen.
If you have any comments, questions or feedback, please do not hesitate to reach out to myself or the other Board Members. I look forward to working with you in the next 2 years.

Municipal Wet Weather Stormwater MS4 Recap!
"Stormwater and Erosion Control In Our Back Yard."

We had another very successful Municipal Wet Weather Stormwater (MS4) Conference hosted by US EPA and the Southeast Chapter, in Greenville SC on May 20-22. We had over 20 vendors participate in the event providing information to over 160 attendees on latest industry products, services and technology available on the market.

Adam Dibble, President of the Board of Directors of the IECA kicked-off the event with a welcome message. This year’s conference was bookended by two outstanding Kenote speakers. We opened up with Brie Arthur discussing The Foodscape Revolution – Ecology & Sustainable Management and closed with Keith Bowers presenting Coastal Resiliency & Habitat Restoration through Living Shorelines.

The conference also included the very popular State Panel Discussions where Stormwater program representatives from EPA Region 4 states provided brief program updates including the status of permit renewals, program focuses and future issues for each state. The State Panel Discussions also included a Q&A session with the audience. 
We also had the privilege of hearing about EPA Region 4’s recent organizational realignments, and the Region’s Water Division priorities through 2020 and beyond from Chris Thomas, the Municipal Branch Chief of the Water Permits Division at EPA Headquarters.

This year’s conference also included a field tour component that was sponsored by TRI Environmental. This year’s field tour had two stops:

North Carolina Updates
North Carolina rolls out renewed 2019 CGP
On April 1, NC embarked on a few new components for the renewed CGP. NCDEQ held numerous meetings with work groups and interested parties to help shape the permit.
 
NC now uses an e-NOI process to assist in streamlining the permitting process and also allows regulators to compile project data and statistics for EPA. Upon NCDEQ or local program approval of the E&SC/SWPPP, permittees log in project details to obtain an e-Certificate of Coverage under the CGP. A $100 annual CGP permit fee is scheduled to go into effect on August 1 in order to obtain a COC.
An e-NOT process has also been implemented.
 
All E&SC/SWPPPs must now include two specific construction detail sheets that provide guidance on complying with 1) Ground Stabilization and Materials Handling and 2) Inspection, Recordkeeping, and Reporting.
 
Thus far, the new procedures have been working well but do involve additional time and resources to implement and manage.
 
North Carolina to host 2020 IECA Annual Conference and Expo
Many from NC have submitted abstracts and are planning to attend the conference scheduled for February 23-26 in Raleigh at the Downtown Convention Center! Look for over 2,000 attendees and exhibitors!
 
Regardless of whether you will be presenting, this is an outstanding opportunity to engage with peers and network with professionals worldwide on topics concerning E&SC, Wetland, Streambank, and Shoreline Restoration, Stormwater Management, and MS4 Management. The exhibit hall is packed with vendors, suppliers, manufacturers, and others that provide resources and tools for our industry…don’t miss the expo!!

Subcommittee 18.25 on Erosion and Sediment Control Technology
 
The ASTM Subcommittee D18.25 on Erosion and Sediment Control Technologies held its bi-annual meeting in Denver, CO June 3 rd – 5 th , 2019. The meetings were very well attended by industry representatives from a number of manufacturer, regulatory, and testing interests. There were a large number of items discussed related to the testing and specifying of erosion and sediment control technologies.

Student Highlight - Elizabeth Prior, Auburn University
Meet Auburn University's Student - Eizabeth M. Prior
 
Elizabeth M. Prior is a senior at Auburn University studying civil engineering with a focus in water resources. In high school, she became interested in water resources while completing her Girl Scout Gold Award on assessing Parkerson Mill Creek for chemical and bacteriological parameters with Alabama Water Watch and the Auburn University Water Resources Center. Wanting to continue learning about water resources she decided to study civil engineering at Auburn University since it provided a practical degree that could lead to industry or research. She is an active member of the Auburn University Engineers Without Border chapter, having acted as the water quality specialist and design lead. Through these roles she has traveled to Rwanda twice to test water for E. coli and build a water pipeline for a rural community in Mwendo, Rwanda. She has also worked as a research assistant at the Auburn University Erosion and Sediment Control Testing Facility (AU-ESCTF), while also assisting graduate students in water testing to investigate secondary wastewater spray field breaches in Uniontown, Alabama and stream restoration resiliency in Lanett, Alabama.
