April 2020 Edition
I hope everyone is doing well, staying healthy, and finding ways to productively deal with the state of emergency that we find ourselves in as a nation.

This edition of our monthly newsletter includes some helpful links for different resources - from how to donate and help to what you can do as a family through this crisis.

County Government and my office are all still operating remotely and are available for any questions you may have.

Howard County Council, District 5
My Council colleagues and I agreed to withdraw, table or extend all non-urgent legislation in advance of our Legislative Session on April 6. With the Council working remotely and the George Howard Building closed to visitors, the ability of citizens to participate in the legislative process is impaired. Thanks to the herculean efforts of our Council and IT staff, we are able to conduct urgent business via WebEx.

The sponsors of CB-1 believed it was urgent business so we took action on it April 6. I voted against this bill. The reasons for my vote are outlined in a statement on the District 5 Facebook page .

I had also asked that CB-9 be tabled last month so we could work on amendments. We voted to extend the bill and leave tabled, as it is not urgent. I have pre-filed two amendments and plan to file additional amendments in the coming weeks.

CB-12 , my legislation revising the residential rental code is not urgent and was tabled.

For the next 6 weeks, most of our focus will be on the Fiscal Year 2020-2021 Capital and Operating Budgets which will be adopted by the end of May. This process will be conducted via WebEx, as we do not have the Charter authority to extend budget deadlines. We must continue to prioritize the safety of our citizens and staff.

County Executive Calvin Ball released his $250 million Capital Budget for Fiscal Year 2020-2021. The budget includes $94.6 million in new General Obligation bonds (debt). The Capital Budget can be viewed  here The County Executive's Operating Budget, which I expect will contain a tax increase for the second year in a row, will be presented by April 21.
