CWA delivers Klamath letter to Secretary of the Interior
On July 30, CWA director Roque Merlo and Legislative Affairs Vice President Mark Hennelly personally delivered a letter to Interior Secretary David Bernhardt. The letter asks the Secretary to throw out the biological opinions that govern operation of the Klamath Project. The biological opinions, which are prepared to protect endangered fish, cut off the Lower Klamath National Wildlife Refuge from a large part of its water supply. The Lower Klamath refuge is the oldest waterfowl refuge in the United States and affects duck populations all along the Pacific Flyway. Without water, the refuge is in danger of turning from a very large wetland to a desert.

The request to throw out the biological opinions is supported by local irrigators. The Yurok tribe on the Klamath River has filed suit to throw out the biological opinions, as well.
CWA biologists begin banding at Lower Klamath
Here is some good Klamath-related news: Our waterfowl biologists have started pre-season banding there! They have banded close to 2,000 ducks so far, on the Lower Klamath National Wildlife Refuge and the nearby Tule Lake NWR.

Legislature reconvenes, anti-hunting measures pending
The California state Legislature returns Monday from its summer recess. Several bills that impact hunters and sportsmen will be considered and voted on in the next month, and CWA is continually lobbying these measures.

Legislation that CWA is actively opposing includes:

  • AB 1254 (Kamlager-Dove), which would ban bobcat hunting. This measure is blatantly anti-hunting, is not based on science and sets a dangerous precedent of taking authority away from the California Fish and Game Commission. Should this bill become law, it will encourage more efforts to outlaw other types of hunting.
  • AB 273 (Gonzalez), which would effectively ban trapping in California. This bill also lacks science and would restrict an important wildlife management tool, thereby making it more difficult to control wetland pests and predators of waterfowl.
  • AB 18 (Levine), which would impose a $25 tax on the purchase of most firearms to fund the California Violence Intervention and Prevention Program. This bill originally died in the Assembly due to opposition from CWA and other sporting groups, but is being revived by the author. Firearms are already heavily taxed via the federal Pittman-Robertson Act, and AB 18 would wrongly require law-abiding gun owners to shoulder the financial cost of the illegal or irresponsible use of firearms.

The Legislature has until Sept. 13 to send bills to the governor for his consideration.
