The Office of Economic Development and International Trade (OEDIT) has partnered with Downtown Colorado Inc (DCI) on a statewide survey to gather and understand your business' challenges and existing capabilities resulting from the COVID-19 crisis. Your input and responses will be vital in determining what actions and policies the State and other stakeholders can implement to help address those needs.

Rural communities need to be represented so that our voices are heard. Please complete the survey .  Deadline to respond is April 30.

"Safer at Home" in Garfield County
Map to Reopening and Business Social Distancing Plans


Colorado’s “Safer at Home” order allows businesses to begin ramping up, while still protecting the well-being of our citizens. Businesses must visit garfield-county.com and fill out a simple online form before May 4, detailing plans to maintain social distancing and a clean work environment while reopening to the public. This measure supports both public health and economic vitality. Information on the order will be posted as soon as it’s received.




Per the governor’s order regarding “Safer at Home” beginning on April 27th, Garfield County will be following the governor’s plan with two notable differences:
  1. Garfield County has already been allowing retailers to offer curbside delivery and pickup. April 27 will not change this practice.
  2. Retail and personal services will not be allowed to open until Monday, May 4. The Governor’s order states May 1. This is because all Garfield County business owners will need to fill out a Business Social Distancing Plan.
Garfield County wants to provide local businesses and agencies adequate time to complete these plans. They will continue to provide updates and additional information at garfield-county.com and through their newsfeed at garfieldcounty.net and on their Facebook page @ garfieldhealth for Garfield County Public Health.


Safer-at-Home replaces Stay-at-Home next week and will be a phased-in approach. The goal is to maintain 60-65% physical distancing.
 
  • Critical businesses will remain open with strict precautions, such as social distancing, masks for all employees, more frequent cleanings, etc.
  • Retail businesses may open for curbside delivery and phased-in public opening with strict precautions.
  • Elective medical and dental procedures will begin as strict protection measures are met to ensure adequate protective equipment and the ability to meet critical care needs. 
  • Personal services (salons, dog grooming, limited personal training, etc.) will open with strict precautions.
  • Telecommuting continues for offices. Up to 50% of staff can work in person with social distancing in place.
  • Nightclubs, gyms and spas will remain closed.
  • No group gatherings of more than 10 people.
  •  K-12 schools remain online only for the 2019-2020 school year.
  •  Vulnerable populations and older adults must stay home unless absolutely necessary.
 
In the coming days, further guidance will be provided to a variety of affected industries including retail, offices, elective medical and dental services, child care, education, personal services and real estate.
 
Local government has the option of putting in place further restrictions, including but not limited to stay-at-home orders or additional protective measures.

TIMELINE
 
Sunday, April 26:
Last day of Stay-at-Home
 
Monday, April 27:
Retail - curbside can begin (No change in Garfield County, as curbside was already permitted)

Real Estate - showings can resume
 

Monday, May 4:
Offices can reopen at 50% reduced capacity, if best practices are being implemented. Note: if you can continue telecommuting at higher levels, you are encouraged to do so.

PPP and EIDL Applications Reopen: How to Apply

Yesterday Congress approved a second round of funding for Paycheck Protection Program (PPP) forgivable loans and Economic Injury Disaster Loans (EIDL). SBA is working on reopening the applications. We encourage you to prepare your application in anticipation of the reopening date.
 
Paycheck Protection Program loans have already provided Colorado’s small businesses, nonprofits and independent contractors with over $7B of payroll loans through its initial round of funds. EIDL recipients throughout the state have also secured critical low interest loans from the SBA. The second round of funding enables more Colorado PPP and EIDL applications to move forward.
 
The additional $320B appropriation for PPP includes specific allocations for small financial institutions and community credit unions while also providing funds for minority owned businesses. These forgivable loans will be awarded on a first-come, first-served basis and Colorado businesses are encouraged to apply promptly.
 
The additional $60B appropriation for EIDL also allows Colorado businesses to resume seeking low-interest recovery loans from the SBA.
 
Statewide, this program stands to benefit more than 600,000 businesses, nonprofits and gig workers so we encourage eligible program participants to seek these payroll loans at your local lending institutions.

NEXT STEPS FOR APPLYING TO PPP

Consider these next steps when applying for the Paycheck Protection Program:
 
1.   Verify your business’s eligibility .
2.   Review the application and gather the necessary materials such as payroll tax filings, proof of lease payments, proof of mortgage payments, and proof of utility payments.
Get in contact with your accountant and/or bank that pays out your business’s payroll. Ask your lender if it is authorized to process your Paycheck Protection Program loan. If you are not connected to an authorized lender, find an eligible lender here .


NEXT STEPS FOR APPLYING TO EIDL

Consider these next steps when applying for the Economic Injury Disaster Loan:
 
1.   Verify eligibility through SBA’s online portal .
2.   Gather necessary materials such as your business’s most recent tax return, owner’s/GP’s personal financial statement, and schedule of liabilities.
3.   Apply through SBA . SBA put together an EIDL Application Guide to walk you through the application process.
