36th Annual National Night Out
Supervisor Andersen is joining the 36th Annual National Night Out (NNO) for Contra Costa County residents, which is set for Tuesday, August 6, 2019. NNO is a community-building campaign started by the National Association of Town Watch that promotes police-community partnerships and neighborhood camaraderie to make our neighborhoods a safer, better place to live. NNO enhances the relationship between neighbors and law enforcement while bringing back a true sense of community and provides a great opportunity to bring police and neighbors together under positive circumstances. 

NNO is designed to heighten crime and drug prevention awareness, generate support for (and participation in) local anti-crime programs, strengthen neighborhood spirit, and establish police-community partnerships.

Get involved and send a message to criminals that neighborhoods are organized and fighting back. 

Neighborhoods can participate by having block parties, cookouts, flashlight walks, and youth programs. The Contra Costa County Sheriff’s Office will stop by some neighborhoods to interact with residents and share crime prevention tips. R egister your event at   natw.org/registration  and email Christina at   clind001@so.cccounty.us   with the street location and time of your event and Contra Costa Sheriff's Deputies will do their best to pay you a visit. Or, contact your local city police, who are also stopping by National Night Out events.  They are fun, effective, and inexpensive ways to interact with your neighbors and law enforcement while strengthening those relationships and learning about crime prevention. 
California League of Cities Division Meeting Talks Census
Th e California League of Cities held a division meeting in Danville on July 25. The meeting topic was the upcoming Census.

Where's Waldo? He's Hiding in the Supervisor's Office
Rakestraw Bookstore of Danville held their annual "Where's Waldo" scavenger hunt to Danville businesses and offices, including Supervisor Andersen’s, during the month of July. Those who spotted him won prizes, including stickers, book coupons and more. This year the Supervisors' office had a record number of young visitors looking for Waldo.

Walnut Creek Watershed Council
The Walnut Creek Watershed Council (WCWC) is a voluntary non-regulatory stakeholder group working to support a healthy and sustainable Walnut Creek Watershed. The WCWC supports community efforts, scientific studies, education programs, and restoration projects that protect and enhance the entire watershed. The Walnut Creek Watershed is the largest watershed in Contra Costa County, with over 300 miles of creek channels. Groups within the WCWC host year-round education and restoration programs in various parts of the watershed.

The WCWC has focused its recent efforts on removing giant reed (Arundo donax) from the watershed's creeks. Arundo displaces native plants and wildlife and poses a serious fire and flood hazard. WCWC volunteers have mapped more than 250 Arundo infestations in the watershed. Other species targeted for removal include Himalayan/Armenian blackberry and English ivy.

The WCWC is cooperating with the city of Walnut Creek and Friends of the Creeks to remove 11 stands of Arundo from Walnut Creek, and cooperates with the Lafayette Creeks Committee to address invasive plants in Lafayette. WCWC volunteers have worked with the Friends of San Ramon Creek to remove Arundo in the town of Danville. Next, the WCWC plans to provide invasive plant assistance for the cities of Concord and Pleasant Hill. Does Your Property Include One of the
Many Streams or Creeks in Our County?
The California Urban Streams Partnership (CUSB) provides free advice about creek care, restoration, and maintenance through the Streamside Management Program for Landowners in Contra Costa County (SMPL). A typical problem experienced by streamside properties is bank erosion. The CUSB promotes soil bioengineering, a biotechnical technique that uses a combination of plant materials and soil to accomplish bank stabilization, erosion control, improved habitat and water quality. It combines structural and ecological methods recommended in the federal engineering manual. This approach is more cost effective, provides long-term stability, improves habitat for local flora and fauna, and his highly encouraged by the regulatory community over traditional erosion controls methods.
 
The SMPL includes a site visit and consultation by CUSB staff, neighborhood hands on workshops, community presentations, technical advice, and restoration project permitting information. Update on Development in Dougherty Valley Village Center
Back in 1992, 27 years ago, Contra Costa County approved the development of the Dougherty Ranch to create Windemere and the Dougherty Valley. San Ramon, Danville, Walnut Creek, Pleasanton and environmental groups sued to block the plan, citing their concerns about the impacts of a project of this scale. After significant negotiations, the Dougherty Valley Settlement Agreement was entered into, and a Specific Plan created.  

One of the elements of the Specific Plan that has not yet been completed is the Village Center. Because of changes in the economy, how we shop, and our housing needs there have been modifications to the original agreed upon plan. These modifications were agreed to by the Dougherty Valley Oversight Committee which is made up of elected officials from San Ramon, Danville and the County. Great deference is given to the wishes of the City of San Ramon since they will ultimately have it part of their city.

The most recent plan for the Village Center includes 264 affordable (senior) units. Building A is fully completed and occupancy is under way. Building B is near completion and occupancy will begin late Summer/early Fall of 2019. The “Frog Alley” bridge, which connects a North Parcel to a South Parcel is complete. 

The South Parcel totals 23.81 acres and it is located on Bollinger Canyon Road, between Old Dougherty Road and the “Frog Alley” wildlife corridor. Old Dougherty has been closed to vehicles and it has been opened as a pedestrian and bicycle trail. 

The South Parcel is expected to include approximately 185 seniors units along the western side of the property and commercial space along the eastern side. It has been challenging to find the right mix of tenants for the commercial site but the developer, Shapell, has started the leasing process for potential tenants for the future commercial spaces. 

Grading for the entire site will start in late Fall 2019 and be completed in Spring 2020. Improvement plans/landscaping along Bollinger Canyon are being reviewed by the County and City of San Ramon. Infrastructure for the entire South Parcel is expected to start in fall 2019 and be resumed by Summer 2020. A new bus lane and bus shelter will be installed on Bollinger Canyon Road near a future Senior Center.

Contra Costa Elections Holding March 2020 Photo Contest
The Contra Costa Elections Division is kicking off what promises to be a busy election year in a fun, unique way.

The office is holding its third biannual photo contest, and the grand prize winner will be featured on the cover of the March 2020 Voter Information Guide, which goes out to over 650,000 registered voters in Contra Costa County. The contest theme is “The Flora and Fauna of Contra Costa County.”

The contest begins Thursday, August 1st and submissions are due by midnight on September 30th. Entries must be submitted digitally, along with a written photo description of no more than 100 words. There is no entry fee.

Past covers have featured photos highlighting the beautiful sights and history throughout the county, which enhances the voters’ experience. The second and third place winners will also have their photos featured on the Elections Division website, in the office lobby and in other elections publications. Rich Hall of Walnut Creek, the winner of the November 2018 Photo Contest, says that he hopes his photo capturing service at the Pleasant Hill Library inspires others to participate in the voting process.

The Elections Division held the first photo contest in 2016, and has received more than 100 entries during that time. Some of those submissions are featured on the Contra Costa Elections website, where you can also find more information and photo submission forms: cocovote.us.

District Attorney Summer Internship Program
Each year, the Contra Costa District Attorney's office invites college and high school students to apply for the Summer Internship Program.

High school students must be entering their senior year in the fall of that year to qualify.

11th Annual Senior Symposium
The Lafayette Community Foundation will be sponsoring the 11th Annual Senior Symposium on Saturday, August 10th, from 8:30 a.m. through 12:00 p.m. at Acalanes High School.

Moraga Pear and Harvest Festival
The annual Moraga Pear Harvest will be held Saturday and Sunday, August 3rd and 4th, 9:00 a.m. - 3:30 p.m. Meet at the Joaquin Moraga School Orchard at the corner of Camino Pablo and Canyon Road. The Park Foundation is organizing this community event, and will provide the tools needed, but please bring a shopping bag or some form of container to gather your picked pears before they are put in boxes.

Every year Moraga donates about 10,000 pounds of pears harvested by volunteers and donated to the Contra Costa and Solano Counties Food Bank.

School Will Be Starting Soon
As students get ready to start school, adults should also remember safe driving tips, especially around school property. 
Drivers should always:

·   Adhere to the 25 mph zone, and slow down and obey all traffic laws and speed limits.
·   Comply with local school drop-off and pick-up procedures.
·   Unload children on the school side of the street or designated drop off area.
·   Have children cross the street in the crosswalks only.
·   Be cautious of pedestrians and cyclists crossing at Iron Horse Trail crossings. 
·   Avoid stopping or double parking to let children out of the car.
·   Prepare to stop for a school bus when overhead yellow lights are flashing. 
·  Watch for children walking or biking to school when backing out of a driveway and in areas near a school.

The Contra Costa County Library is once again offering free BART tickets for use with Discover & Go reservations from July through October. County residents who are 18 or older can submit a request for BART tickets by clicking on the banner ad on their Discover & Go pass starting July 1st.

  2. Click on the 511 banner on your Discover & Go pass to request your BART tickets. The banner will look like this: 
BART tickets will be mailed to cardholders’ homes approximately five business days prior to their museum visit. Orinda Flag Raising Ceremony
Supervisor Andersen started her day early in Orinda for the annual 4th of July Flag Raising ceremony.

Danville Enjoys Another Successful 4th of July Parade
Residents from Danville and all over the County enjoyed the annual Kiwanis Club Danville 4th of July parade.

Saranap Parkmead General Plan 2040 Update
Saranap and Parkmead community members came together on July 11th at the Lafayette Veterans Hall to learn about and give input for the County's General Plan Update.

Alamo Honors Long-time Resident Diane Barley
Supervisor Andersen joined the Alamo Rotary in recognizing Diane Barley. Diane is a 43-year resident and community leader of Alamo who has recently moved from the community.

Diane was active on the County’s Alamo P2B (Police Services) Committee; Monte Vista High School PTA, serving as president; she was a long-time member of the Rotary Club; and an active member of the Alamo Improvement Association.

Diane volunteered on a number of other community boards and organizations during her time tenure in the community.

Always a positive and happy person, she will be missed by all who came in contact with her over her many years in Alamo.
Supervisor Andersen Speaks to the Real Estate Marketing Association
Supervisor Andersen provided an update on County Issues to the Real Estate Marketing Association on Thursday, July 25th at the Veterans Hall in Danville.

The Real Estate Marketing Association is a group of Realtors and Real Estate Professionals that meets every Thursday. Civic leaders and other local leaders that have an impact on our local communities and that would also be of interest to the Realtors that sell homes in our area attend the weekly meeting.

Breakfast With The Mayor
Supervisor Andersen, pictured here with San Ramon Mayor Bill Clarkson, was the guest speaker at the July 26th Breakfast with the Mayor at Clementine's restaurant.

The Mayor holds regular meetings the last Friday of every month. It is a casual no-host community gathering with a monthly guest speaker presenting about areas of interest to local residents.

Contra Costa County Seeks Applicants for
Independent Oversight Committee for the Regional Measure 3 – (Bridge Toll Increase)
In 2018, voters passed Regional Measure 3 (RM3) which increased bridge tolls in the Bay Area and also established an Independent Oversight Committee. Each of 9 Bay Area counties appoint two members to the Committee. The Contra Costa County Board of Supervisors is seeking two members of the public to serve. 
 
The RM3 Independent Oversight Committee (oversight committee) will be established by the Bay Area Toll Authority (BATA) pursuant to Senate Bill 595 (which placed RM 3 on the ballot). The purpose of the Oversight Committee is to ensure that any toll revenues generated pursuant to the RM3 toll increase are expended consistent with the applicable requirements of the RM3 expenditure plan set forth in Streets and Highways Code Section 30914.7. The Oversight Committee shall annually review the expenditure of funds by BATA for the projects and programs specified in Section 30914.7 and prepare and submit a report to the transportation committee of each house of the Legislature summarizing its findings.

An individual interested in serving on the Committee must be a resident of Contra Costa County and meet the Streets and Highways Code Section 30923 (h) (3) restrictions below:

  • A representative appointed to the oversight committee shall not be a member, former member, staff, or former staff of the Metropolitan Transportation Commission (MTC) or BATA.
  • A representative appointed to the oversight committee shall not be employed by any organization or person that has received or is receiving funding from MTC or BATA.
  • A representative appointed to the oversight committee shall not be a former employee or a person who has contracted with any organization or person that has received or is receiving funding from MTC or BATA within one year of having worked for or contracted with that organization or person. 

The RM3 Oversight Committee is subject to open public meetings (The Brown Act). Meeting dates, frequency, and length of meetings will be established by the members of the committee. The location of meetings will be in San Francisco at the Bay Area Metro Center. BATA anticipates a stipend to members for meeting attendance. The term length for representatives is four years, and each representative is limited to two terms.

Contra Costa County Seeks Applicants for
Juvenile Justice Coordinating Council
The Contra Costa County Board of Supervisors is seeking applicants who may be interested in serving on its 19-member Juvenile Justice Coordinating Council (JJCC).

The JJCC is a multi-agency advisory body charged with creating and maintaining the County’s comprehensive Juvenile Probation Consolidated Annual Plan and coordinating county-based juvenile delinquency prevention initiatives. The state-mandated Juvenile Probation Consolidated Annual Plan is designed to improve services for Contra Costa County’s juvenile justice population by assessing existing practices and resources, identifying system needs and gaps, and prioritizing and recommending solutions.

The Juvenile Justice Coordinating Council is composed of the following 19 members:

Nine (9) ex-officio voting members:
1.  Chief Probation Officer, as Chair
2.  District Attorney’s Office representative
3.  Public Defender’s Office representative
4.  Sheriff’s Office representative
5.  Board of Supervisors’ representative
6.  Employment and Human Services Department representative
7.  Alcohol and Other Drugs Division representative
8.  Behavioral Health Division representative
9.  Public Health Division representative

Ten (10) additional voting members selected and appointed by the Board of Supervisors:
10. City Police Department representative
11. County Office of Education representative
12–15. Four (4) At-Large Members, residing or working within Contra Costa County;
16–17. Two (2) Community-Based Organization representatives;
18–19. Two (2) At-Large Youth, age 14 to 21 years old, residing or working in Contra
Costa County
 
The Board is now seeking applications for two (2) of the seats identified above:

Two (2) Community-Based Organization representatives; #16 and #17

Appointments to the Juvenile Justice Coordinating Council will be for a term of two years. The JJCC is expected to meet on a regular basis, at intervals to be established by the JJCC. Members will serve without compensation, stipends, or reimbursement of expenses. The community based organization representatives should reflect the geographic, ethnic, and racial diversity of the County and should include those providing restorative justice, faith-based, or mentoring services, to justice-involved, homeless, or foster-care involved youth.

Applicants will be interviewed by the Board of Supervisors’ Public Protection Committee: Supervisors John Gioia, District I, and Federal Glover, District V. The nominations for the Juvenile Justice Coordinating Council will then be forwarded to the full Board of Supervisors for action.

Below is a timeline of the recruitment process for the two vacancies:

• August 16, 2019: Final Day of the Application Period, due by 5:00 p.m.

County Advisory Boards
Supervisor Candace Andersen is looking for interested, motivated residents to serve on a few Contra Costa County citizen advisory boards. These volunteer boards usually meet monthly and advise the Board of Supervisors on a variety of issues. They play a vital role in county government, and the input provided is invaluable.
 
Alamo Police Services Advisory Committee (CSA P-2B)
To advise the Board of Supervisors and the Sheriff's Department on the needs of the Alamo community for police services.
 
Established to decide disputes between property owners and the Assessor's Office. Disputes are heard by the Assessment Appeals Board, which is composed of members appointed by the Board of Supervisors.

Alamo Municipal Advisory Council MAC http://www.co.contra-costa.ca.us/3595/Alamo advise on issues and concerns related to services provided by the County or other local agencies located within its boundary, which includes parks & recreation, lighting & landscaping, land use, code enforcement, public safety, and transportation.
 
County Service Area P-5 Citizen Advisory Committee (Roundhill Residents only)
To advise the Board of Supervisors on the needs of the Alamo community for extended police services for Roundhill.

Community Corrections Partnership, Community Advisory Board (AB109) - Central and East County representation needed http://www.cccounty.us/4165/Community-Advisory-Board. To provide input on community needs; assess implementation of the realignment plan; review data on realignment outcomes; advise the CCP on community engagement strategies; offer recommendations for ongoing realignment planning; advise County agencies regarding programs for implementation in the County; and encourage outcomes that are consistent with the County’s Reentry Strategic Plan.

July Board Actions
Ever wonder what your Supervisor does at the Board of Supervisors meeting held on most Tuesdays? Here are some of the board actions from the month of July which impact the residents of District 2:

Recognized East Bay Regional Park District on their 85 year anniversary. 

Recognized the District Attorney's Office Summer Internship Program. 

Recognized the Habitat for Humanity Pacifica Landing Project.

Adjourned in memory of Tara Christina O'Sullivan Sacramento police officer, Ken Behring Blackhawk developer and philanthropist, Art Lathrop former EMS Agency Director and Nick Papadakos former Byron Fire District Chief.

Recognized June 12, 2019 as National Time Out Day in Contra Costa County.

Recognized the East Bay Regional Park District (EBRPD) on their 85th Anniversary.

Reassigned Jennifer Carter from the Alternate seat to the Appointee 2 seat on the Alamo Municipal Advisory Council for the remainder of the term with an expiration date of December 31, 2020; declared a vacancy of the Alternate seat and directed the Clerk of the Board to post the vacancy, as recommended by Supervisor Andersen. 
  
Reappointed Barbara Serwin to the District II Consumer Seat of the Contra Costa County Mental Health Commission for a three-year term with an expiration date of June 30, 2022, as recommended by Supervisor Andersen.  

Recognized a presentation providing an overview of the joint efforts of the Contra Costa County Fire Protection District and the Contra Costa County Office of the Sheriff with regard to fire season planning and how citizens can contribute to positive outcomes during fire season.  

Considered a hearing adopting Ordinance No. 2019-21, authorizing the Contra Costa County Fire Protection District to revise its fire facilities fee in order to provide adequate facilities to serve the unincorporated areas of Contra Costa County.

Adopted Resolution No. 2019/499 declaring the week of July 21-27, 2019, as Probation, Pretrial and Community Supervision Officer's week in Contra Costa County, as recommended by the County Probation Officer.

Adopted Resolution No. 2019/498 recognizing the 59th Annual Contra Costa Championship Swim Meet, as recommended by Supervisor Andersen.

Considered an Appeal of the County Planning Commission's approval of a land use permit to establish a Social Rehabilitation Facility at 2181 Tice Valley Boulevard in the unincorporated Walnut Creek area.

Received a status report from the 2020 Census Steering Committee regarding the outreach efforts for Census 2020.  

Considered accepting a report on the Contra Costa Transportation Authority's development of a Transportation Expenditure Plan (TEP) for a potential sales tax measure on the March 2020 ballot, and CONSIDER transmitting Board comments on the TEP.

Held a community forum regarding the provision of access of certain individuals to the federal Immigration and Customs Enforcement Agency, pursuant to Government Code section 7283.1(d)

Adopted Resolution No. 2019/506 approving and authorizing the Public Works Director, or designee, to partially close Castle Glen Road between both intersections of Creekdale Road and Castle Glen Road, on August 6, 2019 from 5:30 PM through 9:00 PM, for the purpose of the 2nd Annual National Night Out Neighborhood Block Party, Walnut Creek area. 

Recognized the 50th Anniversary of the Concord Jazz Festival.
