CITY MANAGER 
City Manager's Weekly Report Update

This Weekly Report is sent every Friday and serves as the City Manager's "update" to City Council on items that are useful for scheduling purposes and/or communicating with constituents on matters of interest. It also  provides details on special events, and  City-wide accomplishments. Some examples include:
  • Project kick-offs and completions
  • Initiatives that will affect service valued by our residents
  • Construction updates
  • Updates on inter-governmental relations, and
  • Special Recognitions for outstanding achievements
OCTOBER STREET SWEEPING 
For the month of October 2018, the Stormwater Division will conduct routine street sweeping activities on all arterial streets from 48th Ave W to 12th Ave E and Indian Hills Rd to Post Oak Rd. Residential curbed streets within the following areas will also be swept this month depending on weather and other work requirements:
  • 12th Ave NE to 36th Ave NE between Alameda Street and Post Oak Road
  • Berry Road to 24th Ave SW between Lindsey Street and State Highway 9

FALL CLEAN-UP IS UNDER WAY
The City of Norman's residential fall clean-up kicks off on the first Saturday of October and runs through November 3, according to the following schedule.
  • October 13 - Residents with Tuesday service
  • October 20 - Residents with Wednesday service
  • October 27 - Residents with Thursday service
  • November 3 - Residents with Friday service
Residents should have all items out by 7:30 a.m. on their designated Saturday, and may place items at the curb up to a week before their scheduled collection day.  Rural customers (east of 48th NE/SE) may call the Sanitation Division at (405) 329-1023 prior to October 6 to place their address on the pick-up list.

ANNUAL HOUSEHOLD HAZARDOUS WASTE IS OCTOBER 20
Norman's annual Household Hazardous Waste Collection Event is scheduled for 9:00 a.m. to 2:00 p.m. October 20, 2018 in the southwest parking lot of the Lloyd Noble Center.   Citizens coming to the event need to enter from Jenkins or Chautauqua.  There is no charge to residents of Norman. 

The collection provides an opportunity for Norman residents to dispose of dangerous items that cannot be put in the waste stream or taken to the landfill.  Many items will be accepted as part of the event. These include: oil, paint, kerosene, cleaners, pool chemicals, pesticides, computers and computer accessories, automobile and small truck tires (without rims).  

Some of the items that cannot be accepted include: radioactive waste, explosives, medical waste, business-generated waste, household trash, and compressed gas or containers.  Products should be kept in their original containers and chemicals should not be mixed.  Re-usable household chemicals can be dropped off for redistribution to citizens.  Five-gallon buckets of recycled latex paint will be given away while supplies last.

Approximately 1,500 households disposed of waste material at last year's event, that included 46,000 pounds of chemicals, 1,100 gallons of used motor oil, 200 gallons of antifreeze, 17,000 pounds of latex paint, and 31,000 pounds of oil-based paint were brought to the event.  In addition, approximately 36,000 pounds of electronics (computers, TVs, etc.), 300 tires, and a number of old appliances (refrigerators, washers, dryers, etc.) were collected.  

Organizers are seeking volunteers to help with the event.  Some of the work assignments will include setting up the event, surveying participants, traffic control, unloading materials, and bulking paint and oil.   Those interested in volunteering for the event, can contact City of Norman's Environmental Services Division at 292-9731.

PARKS
MAINTENANCE 
The City of Norman's mosquito control program has concluded for the 2018 season. The program typically ends the last day of September, but was extended this year due to the unseasonably wet weather. The program will recommence in March of 2019.  
   
SPECIAL EVENTS

Zombie Escape Oct. 20
The City of Norman Parks and Recreation will be hosting its third annual Zombie Escape on Oct. 20 at the Griffin Disc Golf Park from 5:00 p.m. to 7:00 p.m. Participants will be challenged to race through a one mile course while attempting to avoid zombies. Each participant will begin the course wearing a belt with two flags. Zombies will attempt to "infect" participants by snatching their flags. Those who complete the course with one or both flags still attached will be given a "Survivor" medal. Those who finish the course with both flags missing will be given an "Infected" medal. In addition to receiving a medal, each participant will receive a t-shirt and souvenir race bib.

Fall Movie Series: Coco
The fall version of the Outdoor Movie Series is next Friday, Oct. 19 at Lions Park. The feature presentation is Disney Pixar's Coco and will begin at sundown; however, activities will begin at 6:00 p.m. Activities include arts and crafts, music, face painting, balloon animals, games, and activities with the University of Oklahoma office of Latino Life. This will be the last movie of the Outdoor Movie Series for 2018.


Senior Center
The Senior Center ceramics class will be hosting the first ever Craft Fair on Saturday, October 13th from 9:00 a.m. - 3:00 p.m. The Craft Fair will display art from the seniors and 17 other vendors. There will also be a bean and cornbread luncheon at the fair for an additional cost.
 

Youth and Adult Sports
The Fall 2018 Junior Jammer youth basketball season kicks off at the Irving and Whittier Recreation Centers this week. Boys and girls, ages 5 - 13, will play six regular games and participate in a post-season tournament. The league will run from October through Thanksgiving break.

PUBLIC WORKS
MAJOR TRANSPORTATION PROJECTS
State Highway 9 East Bridge over Little River
Construction began on September 10, 2018. This is a $5.3 million dollar construction project awarded to
Haskell Lemon Construction Company of Oklahoma City, and administered by the Oklahoma Department of Transportation. The project includes full replacement and widening of the State Highway-9 East Bridge over Little River, from two lanes to four lanes. The project will also reconstruct the east and west approaches to the bridge. The planned sequence of construction is to construct the south half of the bridge while keeping traffic on the north half. Traffic will be shifted to the south half of the bridge once it is completed, while the north half is under construction. The project is expected to be completed in March of 2019.     
 
The project involves the following items:
  • Widening the Little River Bridge over State Highway-9 East from two lanes to four lanes
  • Reconstructing the pavement on the approaches to the bridge.

Next week the contractor's activities are as follows:
  • Continue drilling shafts for the bridge piers
  • Clearing the banks along each side of the channel

James Garner Avenue - Phase I
Construction began on April 9, 2018. This is a $1.8 million dollar construction project awarded to Silver Star Construction Company of Moore, OK. The project includes reconstruction of the Acres Street intersection to improve safety and to meet Railroad Quiet Zone requirements.  The project will create the extension of James Garner Avenue between the railroad and the new Central Library. 

Next week the contractor's activities are as follows:
  • Weather permitting the contractor plans to begin asphalt paving on Acres Street and James Garner Avenue
 
Main Street Bridge over Brookhaven Creek
Construction on the Main Street Bridge over Brookhaven Creek project began on Monday, August 13, 2018. This is a $4.9 million construction project awarded to Silver Star Construction Company of Moore, Oklahoma. This project has an expected completion date of June 2019. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being used. The south limits of the project covers an area along Brookhaven Creek that spans approximately two-thousand feet south of Main Street, with a north limit that spans three hundred-feet north of Main Street. The west project boundary is just west of Lamp Post Road and the east boundary is three hundred feet east of Willoway Drive.    
 
On Tuesday, August 14, 2018, a severe rain event caused the Main Street Bridge over Brookhaven Creek to collapse. On August 28, 2018, the Oklahoma Department of Transportation submitted Change Order No.1 which provided the funding to incentivize the contractor to expedite the Main Street Bridge construction by 15 days. Should the contractor achieve maximum incentive, the bridge will be open to traffic on November 26, 2018.  
   
Next week the contractor's activities are as follows:   
  • Begin back filling and grading the banks along the reinforced concrete box culvert
  • Continue clearing channel along the west bank 
PUBLIC WORKS
STREETS
Lahoma Ave. from Gray St. to Hughbert St. 
The 2016 Norman Street Maintenance Bond Program includes Urban Roads Reconstruction Projects.  The current two street projects are the FYE 2017 Lahoma Street from Gray Street to Nebraska Street and FYE 2018 Lahoma Street from Nebraska Street to Hughbert. These projects were awarded on March 13, 2018.  The projects were bid together to allow continuity of construction and better unit costs for construction items.  The projects were awarded to A-Tech Paving in the amount of $561,799.25 and $376,872.00 respectively. This work consists of reconstruction to widen the road to 26 feet and install curb and gutter to improve drainage.  Existing sidewalks and ramps will be replaced to provide ADA accessibility.  Driveways will be replaced within the public street right-of-way, and are designed to accommodate future sidewalks meeting ADA requirements. Construction began on March 19, 2018 and is expected to be completed by the end of November 2018.
 
Next week activities include:
  • Begin paving surface course between Daws Street and Kansas Street
  • Mill and repave surface course between Kansas Street and Nebraska Street
  • Complete sodding bare areas throughout the project area.
  • Begin clean up between Tonhawa and Nebraska    

PUBLIC WORKS
SIDEWALK PROGRAMS
Work on the Downtown Area Sidewalks and Curbs Program was substantially complete on October 10, with guardrail being delivered and installed in late October. The program repaired hazardous or deteriorated sidewalks, ramps and curbs in the downtown area. The location concentrated along the east side of Porter Avenue and Crawford Avenue south of Main Street and improvements at the southeast corner of Peters Avenue and Eufaula Street. Construction began August 15 for demolition at Peters Avenue and Eufaula, and then private contractors reconstructed the owners building brick walls adjacent to the sidewalk. The City's contractor returned to complete the sidewalk, ramps and curbs.

TRAFFIC
Traffic Calming Program
Staff received one new traffic calming program inquiry this week.
  • Shadowlake Road, between Redwood Drive and 12th Avenue NE (Ward 6)
During the week of October 15, 2018, speed trailers will be deployed at the following locations:
  • Northwich Drive, between Lamp Post Road and Willow Branch Road (Ward 3)
  • Summit Lakes Boulevard, between Misty Lake Court / Daybreak Drive and Alameda Street (Ward 1)
UTILITIES
WATER TREATMENT
Lake Thunderbird water level is eight inches above the conservation pool; into the flood pool. The Corps of Engineers is releasing water at 275 MGD (Million Gallons per Day). The average daily water demand for the week was 11.5 MGD. 

The Norman Water Treatment Plant was awarded the Large Water System Safety Award of the Year by the Oklahoma Water and Pollution Control Association at their annual conference in early October.
