Core Advisory Groups Guidance


Emergency Managers learned the importance of establishing a Core Advisory Group (CAG) in training. A FEMA Office of Disability Integration and Coordination (ODIC) concept, the expectation is the whole community is actively involved in planning, preparedness, response, and recovery.

The pandemic emphasizes how vital that OEMs are engaging their disability advocacy partners to assist in OUTREACH and DIRECTION specific to the disability groups or demographics they represent.

An example of how this should be working now is in Erie County where the CAG met (via WebEx) on Friday, and will be doing so weekly throughout the pandemic. Representation included the Deaf Access Services of WNY, the WNY Independent Living Center (ILC), and the Olmsted Center for the Visually Impaired and NYS Commission of the Blind Buffalo office. Also partaking were the WNY Self-Advocacy Association and the Self Advocacy Center.

The relationship is a two-way street. Erie County requested WNY Deaf Access Services to outreach to the deaf community while the Olmsted Center was asked to be sure they correspond with the local Blind chapters. WNY ILC asked specific questions to the Niagara Frontier Transportation Authority (NFTA) regarding services and how they are informing the disability community. There were no surprises, animosity, or tension, just the matter at hand.

It is NOT too late! Below is guidance on CAGs and how they should be assisting your OEM/EOC. This information is also in the Trainer manual. Also attached is a New York State listing of Deaf/Hard of Hearing, Blind/Low vision, Mental Health Associations and National Alliance on Mental Illness (NAMI)-NYS and Independent Living Centers. While our website has this information as standard practice, we are ensuring the contact information is updated and feel it is easier for you to reference in this manner.
