This periodic update will include information on important rule and billing changes, training opportunities, and more. DELAYS WITH PCW TRANSITION TO PSM
DODD is developing a new application, Provider Services Management (PSM) to replace PCW.  The new tool will be used for initial certification, recertification, and demographic updates. The release date for this tool was originally proposed for late August, 2017.  The new release date has yet to be determined.

OPRA is launching DSPOhio on November 1st, 2017 in direct response to the number one challenge facing Ohio's Developmental Disabilities System-the workforce crisis. Providers face record high vacancies and employee turnover. Combine this with the federal Department of Labor's projection that direct care will be the number one job in demand over the next twenty years and we have a challenge of significant, if not historic proportions.

HCDDS Supervisor of the Behavior Support Team, Kimi Remenyi shared a story of how Ana Takem owner of Lordess Care and Medtrans, LLC, went above and beyond to provide support to an individual.  This individual chose Lordess to be a provider, but during the transition process, it was discovered that the agency did not have anyone trained in formal CPI instruction which was necessary to ensure the safety of the individual.  To remedy the concern, the agency sent an administrator, Edwin Ayuketah to Michigan for the weekend to obtain the necessary training

searchNEW PROVIDER SEARCH
The HCDDS provider search is now live!  As part of our commitment to individuals and families to ensure that data is accurate, we will be sending out a provider profile form and calling annually to confirm that we have accurate phone and email addresses to reach our certified providers.  In 2018, the provider search tool will have an added feature which will allow us to share which providers have submitted profile forms and had contact information validated within the past 12 months.  This will likely be a determining factor that will assist individuals/family members to decide which providers to interview or select and could benefit your business.  Please help us in this process by completing the profile forms and responding to the HCDDS representative calling to validate data.

ruleupdatesPROPOSED RULE UPDATES
NEW COMPLEX NEEDS ADD-ON
complex needs add-on is now being added for individuals who have intense medical needs that require more training/support of DSPs.  This is available through the IO waiver and will be automatically applied based on specific responses in the DDP. If you feel that an individual should be eligible for the add-on, please reach out to the SSA to review the DDP.
SHARED LIVING
Effective October 1st, Adult Foster Care and Adult Family Living are merging to become one service called Shared Living. The lower DDP ranges will have a rate increase.  If you are certified for either service, your certification will be updated to reflect this new service.  The My Plan will be updated at the redetermination to reflect the change to Ohio Shared Living.
NURSING RULES-5123:2-6
House Bill 483 of the 131st General Assembly amended statutes governing performance of health-related activities and administration of medication via certification and nursing delegation to unlicensed persons who provide services to individuals with developmental disabilities (i.e., "developmental disabilities personnel").  Revisions to Chapter 5123:2-6 rules are necessary to align with amendments made to descriptions of service delivery settings where developmental disabilities personnel may perform health-related activities and administer medication and expansion of the health-related activities and medication administration that may be performed by developmental disabilities personnel. 
 
Due to the nature and scope of revisions being made, the Department is rescinding the seven existing rules and adopting seven new rules.  You can review the proposed changes here that will go into effect 1/1/18.
NURSING DELEGATION RATE
A new service, proposed to be effective early 2018, will allow for HPC and ADA providers to be reimbursed for nursing delegation. Maximum limit will be 10 hours per month across settings (ADA and HPC).  This rate will be state funded. Anticipated date: February 2, 2018.
trainingTRAINING OPPORTUNITIES
Quality Assurance.  10 a.m. to noon Wednesday, October 25.
This training is intended as a train-the trainer model in which one representative can attend gain information and share agency wide.  The training will be held at the HCDDS Kingsley Center, 5093 Kingsley Drive, Cincinnati, OH 45227. Presenters will cover HCDDS and DODD work and process flow, requirements for providers, common mistakes and trends, FAQs, and tips for success as it relates to Quality Assurance.

9:30 a.m. to 11:30 a.m. Wednesday, October 25.
New Provider Training-Independent Providers.  
9:30 a.m. to 11:30 a.m. Wednesday, November 22.
New Provider Training-Agency Providers.  
1:00 p.m. to 4:00 p.m. Wednesday, November 22.
 
These trainings will be held at the HCDDS Support Center, 1520 Madison Road. They are designed to inform new independent and agency providers about Medicaid and waiver requirements and review tips for meeting compliance.  Please register by contacting [email protected].
