VOICES OF NORMAN DISCUSSION SEPTEMBER 24
Norman Police Department participating in Xenia Institute Event
The Xenia Institute for Social Justice is hosting the event "School Safety in Norman: A Community Concern" on Monday, September 24 from 7:00 to 8:30 p.m. The event will be held in the Lowry Room at the Norman Central Library (225 North Webster Ave).
The event will feature a panel discussion with Norman Police Chief Keith Humphrey, Norman School Superintendent Nick Migliorino, and Oklahoma School Security Institute's Gary Shelton, followed by a question-and-answer session. The event is free and open to the public.

SANITATION DIVISION ANNOUNCES FALL CLEAN-UP DATES
Kicks off October 6 through November 3
The City of Norman's residential fall clean-up kicks off on the first Saturday of October and runs through November 3, according to the following schedule.
- October 6 - Residents with Monday service
- October 13 - Residents with Tuesday service
- October 20 - Residents with Wednesday service
- October 27 - Residents with Thursday service
- November 3 - Residents with Friday service
Residents should have all items out by 7:30 a.m. on their designated Saturday, and may place items at the curb up to a week before their scheduled collection day. Rural customers (east of 48th NE/SE) may call the Sanitation Division at (405) 329-1023 prior to October 6 to place their address on the pick-up list.

ANNUAL HOUSEHOLD HAZARDOUS WASTE IS OCTOBER 20
The annual household hazardous waste event will be held October 20 at the Lloyd Noble Center parking lot. Additional details will be available soon.

WORK BEGINS ON EASTSIDE RECYCLING DROP OFF CENTER
Work began this week on the reconstruction of the Eastside Recycling Drop Off Center at Fire Station #9 (3001 East Alameda). This center was closed temporarily during construction of the East Branch Library. The expected significant rainfall over the next several days may delay the site preparation.
A heavy duty concrete pad will be installed to withstand the size and weight of the sanitation vehicles that collect and delivery the recycling containers. Site preparations also include the installation of conduit for the planned lighting. The north end of the site will also have fencing installed to reduce the possibility of blowing materials.
Without further weather delays, the Drop Off Center should be available for residents to utilize by the end of October.

PARKS
The Park Maintenance Division began mosquito spraying Thursday, September 20th, in Districts 7, 9, & 10. T
he spraying took place after 10:00 p.m. Beginning mid-March each year, the City's mosquito surveillance
officer places light traps in 14 districts across urban Norman. If 50 females are caught in any one trap
three days in a row, spraying will begin in the identified district. Additional information can be found at:

Norman Community Dog Park
B&B Sod Farms installed new grass in the large dog areas of the park on Thursday, ahead of the rains on Friday. Those areas will be closed to patrons for the next week as we keep the new sod irrigated with the new sprinkler system and allow it to establish before we allow people and dogs to be on it. The small bare area in the small dog section will be closed later this season while we work to establish a better stand of shade-tolerant grass in that area. We will also plant more shade trees in the large dog areas this fall and will begin working with the dog park volunteers on more improvement projects and grant opportunities.
Special Events
The @Legacy concert series continued Thursday with the Singer Songwriter Series featuring Levi Partham, a national touring act from McAlester, OK. Chelsey Cope will conclude the @Legacy concert series next Thursday. Legacy Park hosted 11 concerts over four months and plans are already being made for the @Legacy concert series in 2019.
Little Axe Community Center
The Oklahoma Dental Foundation outreach program provided free dental services at Little Axe Community Center for Cleveland County residents. This is a cooperative effort between Community Action, Inc., the Oklahoma Dental Foundation - Mobile Smiles, and Operation Round Up through the OEC Foundation to provide free dental services.
Irving Recreation Center
The Irving Recreation Center began a six week Lego robotics class hosted by Bricks 4 Kidz for children in grades K-5th. The theme is Amazing Animals. The Irving Recreation Center also started a new Baton Twirling contract class for children taught by Sarah Harris, lead baton twirler for the Pride of Oklahoma Marching Band.
Whittier Recreation Center
Bricks 4 Kidz, a Lego robotics class, led a free introduction class for the after school program last week. The class met for one hour and demonstrated what a regular class entails. Bricks 4 Kidz regular classes will meet Tuesday evenings beginning September 25th and will run for 6 weeks.
Youth and Adult Sports
The fall 2018 Adult Open Basketball League at 12th Avenue Recreation Center is currently taking team registration for the upcoming season. League play will begin October 4th. The team fee is $350, and t-shirts will be awarded to first through fourth place teams. Registration is limited and the deadline to enter is September 27th.

MAJOR TRANSPORTATION PROJECTS
12th Avenue SE Bond Project
Construction on the 12th Avenue SE Bond Project began on Monday, March 5, 2018. This is a $2.8 million construction project awarded to Allen Contracting, Inc. of Oklahoma City, Oklahoma. The project will be completed by September 2018. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being used. The project boundaries are 12th Avenue SE from north of Cedar Lane Road to Oak Tree Avenue. Two lanes of traffic will remain open during construction.
By the end of this week, the project will be substantially complete. The contractor will continue to work on various punch list items and final clean up over the next few weeks.

Main Street Bridge over Brookhaven Creek
Construction on the Main Street Bridge over Brookhaven Creek project began on Monday, August 13, 2018. This is a $4.9 million construction project awarded to Silver Star Construction Company of Moore, Oklahoma. This project has an expected completion date of June 2019. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being used. The south limits of the project covers an area along Brookhaven Creek that spans approximately two-thousand feet south of Main Street, with a north limit that spans three hundred-feet north of Main Street. The west project boundary is just west of Lamp Post Road and the east boundary is three hundred feet east of Willoway Drive.
On Tuesday, August 14, 2018, a severe rain event caused the Main Street Bridge over Brookhaven Creek to collapse. On August 28, 2018, the Oklahoma Department of Transportation submitted Change Order No.1 which provided the funding to incentivize the contractor to expedite the Main Street Bridge construction by 15 days. Should the contractor achieve maximum incentive, the bridge will be open to traffic on November 26, 2018.
Next week the contractor's activities are as follows:
- Begin forming and tying steel for the west-cell (cell no.1) concrete walls
- Continue removing vegetation along Brookhaven Creek in order to begin channel construction-operations.

STORMWATER
Street Sweeping Schedules for September
For the month of September 2018, the Stormwater Division will conduct routine street sweeping activities on all arterial streets from 48th Ave W to 12th Ave E and Indian Hills Rd to Post Oak Rd. Residential curbed streets within the following areas will also be swept this month depending on weather and other work requirements:
- 12th Ave E to 36th Ave E between Robinson Street and State Highway 9
- 24th Ave W to 12th Ave E between State Highway 9 and Post Oak Road
- Campus Corner and Downtown Business Districts before and after OU home games

Main Street Streetscape Enhancement Project
Construction on the Main Street Streetscape Enhancement Project began on Monday, October 2, 2017. This is a $3.2 million construction project awarded to Rudy Construction of Oklahoma City, Oklahoma. The contract time is set at 260 days or completion by June 2018. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being utilized for construction of the project. The project boundaries are Main Street from Park Drive to James Garner Avenue.
Next week the contractor's activities are as follows:

TRAFFIC
During the week of September 24, 2018, speed trailers will be deployed at the following locations:
- Brookhaven Boulevard, between Robinson Street and Burlington Drive (Ward 3)
- Lindsey Street, between Classen Boulevard and 12th Avenue SE (Wards 4 and 7)
State Highway 9 Multimodal Path (Phase 1) Project - 24th Avenue SE to 36th Avenue SE
The project will provide the first segment of the State Highway 9 Multimodal Path along the north side of the highway. The 10-foot wide concrete path will ultimately connect the urban part of Norman with Lake Thunderbird State Park.
The Oklahoma Department of Transportation opened bids on October 19, 2017 and awarded the contract to the low bidder (A-Tech Paving of Oklahoma City) on November 6, 2017. Construction began on March 5, 2018. The $649,899.85 project is being funded with 80% federal funds and 20% capital funds.
The contractor has completed the construction of the multimodal path along State Highway 9 and will finish the segment of path along the west side of 24th Avenue SE, between State Highway 9 and Imhoff Road, this week. Construction activities for this coming week include:
- Continue final grading of the project area along State Highway 9 in anticipation of sod installation
The contractor anticipates completing all work by the end of September. Weather delays and contractor scheduling issues have delayed the completion of the project, which is now scheduled for late September 2018. All traffic lanes will remain open and only the shoulder on the westbound side of the highway will be closed during construction.

UTILITIES
Lake Thunderbird water level is six inches above the conservation pool, into the flood pool. The Corps of Engineers continue to release water at a rate of over 210 Million Gallons per Day (MGD). The average daily water demand for the week was 13.7 MGD.
