Dear Neighbor,

For the first time in four years we closed out the Spring Legislative session on time along with a balanced budget.

Schools, universities, hospitals, and human service providers will enter FY '19 on solid ground with a sense of predictability for their annual budgets. Republicans and Democrats from both the House and Senate set aside differences and worked together to draft a balanced budget.
In order to become enacted, the budget still needs the Governor's signature.

Here are some highlights:
  • There are no tax increases or new taxes.
  • This budget cuts pension costs by $445 million. The state achieves these savings through cutting salary spiking and new pension buyouts for vested workers who are not yet collecting pensions.
  • An increase in funding for K-12 education, higher education, and grants to help low-income students attend college.
  • Creates a $15 million surplus that will be used to pay down old bills.
  • In addition to the budget, legislation approved unanimously by the House will dedicate an additional $1 billion to paying down the governor's backlog of old bills.
This bipartisan budget was a welcome change after years of rancor under Rauner's tenure as Governor.

Taxpayers deserve balanced budgets and predictability, and that is what we delivered.

Healthcare Update - Increasing Mental Health Coverage for Children and Substance Abuse Treatment Access

Legislation expanding early mental health and substance abuse treatment to children on Medicaid passed the House with strong bipartisan support and is now on its way to the Governor.

Another piece of legislation I sponsored addresses the opioid epidemic and will remove the need for prior authorization from insurance companies to access substance abuse treatment.

This legislation, Senate Bill 682, waives the prior authorization requirement in current law. The legislation is designed to get people seeking recovery treatment immediate access and not get turned away.

Studies show immediate access to treatment improves recovery outcomes, making this a key component of addressing this crisis.

The House and Senate also passed legislation that will allow doctors to prescribe medical marijuana in order to decrease opioid dependence. The legislation adds any health issues where opioids may be prescribed to the list of what qualifies for the state's medical cannabis program.

Local Control of Liquor Licenses

With the adjournment of the House on May 31, the regular legislative session is complete. We await the Governor's signature on many significant pieces of legislation including the budget, so stay tuned.

I am excited to spend summer in the 12th district after three long years of overtime session and uncertainty.

Our schools will open on time this fall, and our budget is balanced.

Summer is here, let's all enjoy it!

Warmest regards,
