2020 Legislative Session | Week 5

It is officially past the halfway point of Legislative Session! During week five, we saw bills surrounding early learning, supporting families’ economic self-sufficiency (Two-Generational Approach), and access to school-based healthcare move in both the House and the Senate. The House and Senate both presented and passed their respective General Appropriations Act Proposed Committee Bills (GAA PCB) that we outlined in week four’s
newsletter
as they move closer to the budget conference process.
Budgets for the House, Senate and the proposed budget from Governor DeSantis highlight salary increases for teachers’ pay. The House proposed $650 million for raises, the Senate proposed $500 million, and the governor proposed $603 million to raise the minimum starting pay for teachers to $47,500 a year. Both the House and Senate opted not to fund Governor DeSantis’ proposed $300 million towards teacher bonuses, opposed by the teachers union which prefers salary increases over one-time bonuses. We would like to acknowledge that this week was the second anniversary of the Marjory Stoneman Douglas High School shooting in Broward County. Our member CSC, the Children’s Services Council of Broward County, continues to be intimately involved with the aftermath and convene mental health and other resources for the Broward community. It provides penalties for specified educational providers whose employees knowingly and willingly fail to report suspected or known child abuse. It also addresses a recognized strong correlation between animal abuse and child abuse and requires reporting and penalties for specified investigators for failure to report.
