State Case Studies for 2018 Institute on Management and Leadership Selected

The Institute on Management and Leadership is a premier and engaging two-day executive education program led by the Leadership for a Networked World at Harvard University. This event invites private sector partners to sit alongside state chief administrators to discuss challenges for 2018 and develop new tools for success in state government.

Kansas: Moving Financial and Human Resources Management Systems to the Cloud
The State of Kansas became the first state to host Statewide Oracle/PeopleSoft Human Capital Management and Financial applications in a private managed cloud. This case study will explore how Kansas faced a perfect storm of aging infrastructure, budget constraints and challenges with recruiting and retaining technical resources. We will study their approach to upgrade these systems in a timely and cost-efficient manner by creating a cross-departmental team and partnering with a third-party vendor. In addition, we will examine how Kansas maintained momentum during gubernatorial change, including the succession by the Lieutenant Governor when Governor Brownbeck was confirmed as the United States Ambassador-at-Large for International Religious Freedom and how the state continues preparations for another election in November.
Michigan: Customer Satisfaction and the Office of Performance and Transformation
In 2014, the Michigan Department of Technology, Management, and Budget (DTMB) decided to conduct an agency customer satisfaction survey as part of their effort to 'Develop trusted partnerships with our customers.'
In the spring of 2015, DTMB partnered with PricewaterhouseCoopers (PwC) to launch this baseline survey to gauge overall customer satisfaction and gather feedback on 36 services DTMB provides.
The 2018 Institute will examine how this survey served as a catalyst to change communications, engage in LEAN process improvement, develop dashboards and new decision-making tools, increase transparency and accountability, establish a network of change champions, and create a culture of innovation. The Institute Case Study will also study Michigan's new Office of Performance and Transformation, which is embedded in the State Budget Office and focuses on employee engagement, performance management, LEAN Process improvement, and Regulatory Reinvention.
NASCA would like to thank all state members who contributed case study nominations. NASCA received a record number of nominations, making this the most competitive selection process to date.

NASCA Members Gather for Inaugural 2018 Spring Conference
More than
70 NASCA state members and corporate partners recently gathered in Minneapolis, Minnesota for the inaugural 2018 Spring Conference.

through interactive presentations from the State of Illinois and the State of Nebraska. Attendees also learned how states can leverage the power of data analytics for better outcomes through partnerships with the private sector.

Reminder: State Membership Renews on July 1
NASCA state membership is renewed on a July 1 - June 30 cycle, and may be purchased annually or biennially. At the 2017 Annual Business Meeting, state members voted to expand the membership level offerings to include more options and benefits.
Each state member is asked please take a two-question survey here to indicate your preferred renewal selection. Once you select your option, an invoice will be sent to your office by June 1.

NASCA Innovation and Walton Leadership Award Nominations Open June 4
The Innovation in State Government Award was established to recognize state and administration department programs and projects that are innovative, transferable to other states, and create efficiencies. Last year's winners include
Illinois' Rapid Results Program recently featured at the 2018 Spring Conference.
The Walton Leadership award recognizes state chief administrators for the accomplishments in his or her state and their service and leadership throughout their career.

NEW: Two NASCA Research
Initiatives
To Launch this Summer
NASCA's Programs Committee is conducting two major research projects with corporate partners to equip state chief administrators with data and information to improve state operations.
- In partnership with McKinsey & Company, NASCA will release a state member survey in early June on strategy, procurement, and artificial intelligence. The results of this will be shared in September at the 2018 Institute on Leadership and Management.
- In partnership with Accenture and NEOGOV, a survey will focus on the workforce, recruitment, and talent management. This will launch in late June. The results of this will be shared in the fall, and will also be featured at the 2019 Spring Conference.
State chief administrators will be notified via email from
Sarah Razor with more information and directions on how to participate in both surveys. Our goal is to achieve participation from all fifty states for a true understanding of the national perspective on these issues. States in the News: Minnesota Cuts Ribbon on the State Capitol Complex's First Solar Array
Electricity to the Minnesota Capitol complex is getting greener with the activation of the first phase of a large new solar array on the roof of the Minnesota Senate Building (MSB). The project, overseen by the Minnesota Department of Administration, was formally opened today with a ribbon-cutting. Partners in the project include Mortenson Construction and Gephardt Electric, who installed the system, and Xcel Energy. Learn more here.
