2020 Unicameral Session Half Over
IIAN Opposed To Sales Tax On Services Bill
Morning floor debate and afternoon public hearings were in full swing in the Nebraska legislature this past week - and February 27th was the 32nd day of this year's 60-day "short" session.
    IIAN's Legislative committee  is actively watching 40 bills impacting insurance agents, consumers, or the industry.  IIAN joins a long list of business groups in opposing LB 946   - the bill would reduce the state sales tax rate from 5-1/2% to 4% effective October 1, 2021, while extending the tax to include gross income received for "providing a service", as "distinguished from selling or leasing tangible personal property."  Property-casualty insurance premiums already include a 3% tax burden, most of which goes to the state's general fund.  LB 946 was heard before the Revenue Committee on February 26.  Read more about it.
   IIAN is closely watching 12 bills impacting Workers' Compensation, including LB 963, which gained first-round approval from Senators on February 26th.  The bill is meant to address the mental health strain experienced by emergency first responders, and has "priority" status, which makes it likely to pass this session.  It could also become a "Christmas tree" vehicle for other Workers Compensation bills which have not been named priorities, and are running out of time to advance this year - including
 LB 846, which would have a negative effect on employers' experience modifications.

Senators and Staffers Take A Break With The Big "I" for Mardi Gras February 25
Over 90 Senators, their staffers, and IIAN Legislative Advisory Council (LAC) members took a break for conversation, good food, and fun at Billy's restaurant in Lincoln on Tuesday evening, February 25.    
    "It's great to get to know our Unicameral representatives and their staff  members on an informal basis," commented LAC Chairman John Deardorff, Omaha.  "It's easy to visit about the issues that are important to independent insurance agents when everyone is having good food and conversation."

Insurance Coverage For Losses Stemming from the Coronavirus
