CDA Board Opposes Initiative that Would Kill New Housing Projects 

This week the California Downtown Association took an “oppose” position on a statewide ballot measure that would worsen California’s housing shortage by allowing local jurisdictions to impose “rent control” ordinances which would have a devastating impact on the number of new housing opportunities.

According to the non-partisan Legislative Analyst’s Office (LAO), Proposition 10 could cost local governments up to “tens of millions of dollars per year” in new costs. In a recently-released report, the LAO noted that the value of rental housing would decline and that rental units also would likely be sold and no longer available for rentals. CDA believes the initiative would make the affordable housing crisis even worse and reduce new housing construction for residents who want to live and work in our downtowns.  

The initiative has a number of other “poison-pills” including provisions that would provide legal authority for proponents to intervene in lawsuits challenging the initiative and pay for their legal bills. Additionally, the initiative would be nearly impossible to amend later should the Legislature wish to make adjustments to address changes in housing polices.  

Earlier this year, CDA opposed legislation (AB 1506 by Bloom – D, Santa Monica) that would have repealed the “Costa-Hawkins Rental Housing Act” that limits rent control on certain rental properties. CDA joined a broad coalition opposing the bill which ultimately failed passage in the Assembly Housing Committee in January.  

Proposition 10 is opposed by a broad coalition including veterans groups, affordable housing advocates, business organizations, labor groups and both gubernatorial candidates – Democrat Lieutenant Governor Gavin Newsom and Republican businessman John Cox.
