ISDH has issued its discharge / transfer guidance document. It does not specifically apply to Residential Care Facilities and/or Assisted Living environments. ISDH, IHA, and the three LTC trade associations will be conducting weekly calls to address specific issues relative to this guidance. If your community has questions or concerns, let LeadingAge Indiana know - and those will be addressed in those calls. 


Clarification on CMS Section 1135 Waiver:
Last week CMS granted a Section 1135 Medicaid waiver to Indiana. Due to some questions we've received, we would like to highlight the information regarding hospital and long term care pre admissions. The Level I and Level II assessment waivers apply to LTC and hospital admissions/transfers.


Suspend Pre-Admission Screening and Annual Resident Review (PASRR) Level I and Level II Assessments for 30 days

  • Section 1919(e)(7) of the Act allows Level I and Level II assessments to be waived for 30 days.
  • All new admissions can be treated like exempted hospital discharges.
  • After 30 days, new admissions with mental illness (MI) or intellectual disability (ID) should receive a Resident Review as soon as resources become available.
  • Additionally, please note that per 42 C.F.R. §483.106(b)(4), new preadmission Level I and Level II screens are not required for residents who are being transferred between nursing facilities (NF).
  • If the NF is not certain whether a Level I had been conducted at the resident's evacuating facility, a Level I can be conducted by the admitting facility during the first few days of admission as part of intake and transfers with positive Level I screens would require a Resident Review.

Second ISDH webinar added – COVID-19 infection control in assisted living and home-based residential services
In partnership with the Indiana State Department of Health, the Division of Aging and Division of Disability and Rehabilitative Services are pleased to share a second webinar on infection control for assisted living and home-based residential services on Friday, April 3, 2020 at 1PM (EDT).

This will cover similar materials as was presented during the March 31 webinar. Click here to access the PowerPoint presentation.

The webinar will include education and Q&A sessions on infection control practices for professionals in home-based, residential settings serving all age groups. Assuming no technical difficulties, it is anticipated that this presentation will be recorded for later viewing.
