Greetings,
We are having a busy summer so far! The last few months have brought the release of the Homeless Point in Time Count, news that the Federal Notice of Funding Availability (NOFA) is open,
recommendations from the CoC/Council on Homelessness for the County's ESG Program funds and completion of Phase 1 of Coordinated Entry implementation.
We are looking forward to the H3 Housing meeting August 1st, the Stand Down on the Delta event for veterans in mid August and continued success building the Housing Security Fund to help homeless individuals and families obtain housing.

2017 Notice of Funding Availability Released
|
The Contra Costa Public Solicitation for Project Applications provides a summary of the 2017 NOFA and the overall timeline for accessing this funding opportunity for Contra Costa providers. This document with this information can be found at:

Meetings are open to representatives of any organization that might be interested in applying for CoC funding, including nonprofit organizations, local governments, instrumentalities of local governments and public housing agencies.
The public should please forward this information to any interested parties, send to relevant additional listservs, and post on public bulletin boards. The CoC encourages applications from organizations that have not previously received CoC Program funding.

2017 Point in Time Count Report Released
|
Every year Contra Costa County conducts an annual Point in Time (PIT) Count, or census, to identify homeless individuals residing in the county. This data is necessary to describe the severity of the issue in the county, and to identify appropriate programs and resources to reduce the number of people experiencing homelessness at a local and national level.

CIVIL GRAND JURY REPORTS ON HOMELESSNESS IN CONTRA COSTA
|
The Contra Costa County Civil Grand Jury is annually impaneled to investigate city and county governments, special districts and certain nonprofit corporations to ensure functions are performed in a lawful, economical and efficient manner. This year the Grand Jury generated two reports, one directed to the cities and one directed to the Board of Supervisors, on the topic of homelessness.

Recommendations resulting from these investigations are listed in the reports.
T
he governing body of a public agency or its designated administrator must respond to these recommendations to the presiding judge within ninety (90) days; and elected officials must respond to the recommendations within sixty (60) days. The responses are a matter of public record and will be available, upon request, from the clerk of the Superior Court.

HOUSING SECURITY FUND
|
As a senior on a fixed income, James couldn't pay all his bills after a steep rent increase, and he eventually lost his housing. After months of hard work, he has new affordable housing lined up but those unpaid bills now stand in the way of James getting out of a shelter and into a home where his grandchildren can visit.

COORDINATED ENTRY SYSTEM UPDATE
|
The first phase of Coordinated Entry (CE) is complete! In our community we now have:
- 24/7 phone access to help through 211
- Three (3) C.A.R.E. Centers One (1) C.A.R.E. Capable Center
- One (1) Warming Center
- Five (5) C.O.R.E. Outreach teams
- Housing Navigation services at C.A.R.E. Centers

Our community is actively working on Phase 2 which will include a clear process to screen and connect people effectively to prevention and diversion services. NEW C.O.R.E. HOMELESS OUTREACH TEAMS
|
Two new outreach teams have been added to the
C.O.R.E. outreach program, bringing the total number of teams to five
. One team, funded by the cities of Martinez and Pleasant Hill, will focus on
connecting with people living in encampments in those cities. The other team, funded by Contra Costa Public Works, will work along the waterways. An additional team funded by Walnut Creek and Concord is expected to start in a few weeks.
C.O.R.E. teams
offer in-the-field assessments for housing and health needs, connect people to benefits, provide linkages to physical and behavioral health and provide direct placement into shelters and warming center when available.

To notify a C.O.R.E. team about an unsheltered homeless individual or family, please call 211. Please note that C.O.R.E. teams are not designed for crisis response. For medical or other emergencies involving homeless individuals, please call 911.

STAND DOWN ON THE DELTA August 11-14
|
Stand Down on the Delta is a four-day, three-night event in which Veterans are provided full medical treatments, court and legal services, DMV, Chaplain services, housing, addiction and mental health counseling, employment, and a myriad of other community services. During the event, Veterans are also provided with clothing, meals, showers, sleeping tents, and a safe place to "stand down" for the duration. The next Stand Down on the Delta will be held on August 11-14, 2017 at the Contra Costa County Fairgrounds located in Antioch, CA.

H3 HOUSING MEETING August 1st
|
The quarterly Health Housing and Homelessness (H3) Housing meetings are an opportunity
for county and non-profit staff, housing advocates, consumers of our homeless continuum of care and the general public to exchange information, engage in dialogue and identify possible solutions and improvements to the homeless and housing services offered in our county
.
Input and feedback from this meeting are brought to the Mental Health Commission's CPAW (Consolidated Planning and Advisory Workgroup) and the Contra Costa Council on Homelessness.
