August is budget month for the City Council. The Mayor and City Manager released their budget recommendations on July 31st and over the course of the next month, the Budget Oversight Committee, where I serve as Vice Chair, will hold a series of hearings to discuss the recommendations, the needs of various departments and the proposals from community based organizations. I will be hosting a community meeting to discuss the budget recommendations and hear your thoughts on the budget and our spending practices on August 23rd at 6:30 pm at the field office (340 Nieto Ave). 

Among the recommendations released on July 31st are several programs and services that I have worked hard to bring to the City since I took office in 2014. First, the homeless work program that I proposed to Council about a year ago will be funded. Based on the model used successfully in several other cities throughout the nation, Long Beach will work with a non-profit partner to provide job skills, employment and a market wage to those experiencing homelessness and want to take advantage of an employment opportunity. Albuquerque, NM started a similar program and 46% of the participants ended up getting full-time employment after participating in the program! This is an out-of-the-box idea that I want to try in the City and I am pleased to see it was included in the initial budget recommendations.

Another area where I have been very vocal is the area of increasing our public safety resources. As Chair of the Public Safety Committee I have advocated that we restore our public safety structures first, before we fund specialty programs and positions. With that said, I am pleased that the initial budget recommendations include restoration of Fire Engine 17, which will service several areas of the 3rd District, including Park Estates, La Marina, and Bixby Village. Many of you will recall that we restored Engine 8 in Belmont Shore shortly after I was elected and now with the addition of Engine 17, and the restoration of Rescue 12 which occurred last year, we are in much better shape with increased response times for paramedics. The budget recommendations also include restoring the Long Beach Police Department's bicycle enforcement team with the addition of several new police officer positions.  A unit of approximately 10 officers will patrol various parts of the City on bikes, which will help them get to hard to reach places, and see more of the activities that you are experiencing every day as you take walks on the beach and through your neighborhood parks. Both the police and fire departments are also expected to get more funding to add more homeless outreach teams, which has been a proven method of encouraging those experiencing homelessness to accept a service, whether it's housing, rehabilitation or mental health counseling.

Our library system will now have libraries open 7 days a week. While every library won't be open 7 days per week, there will be several libraries throughout the city that are open every day so those of you who want to visit the libraries on the weekend and especially on Sundays, will have several choices of open libraries to visit.

Finally, we expect that the Municipal Band will receive the funding needed to continue it's excellent summer concert programming!

CD3 WALKS THE WALK - August 5

The CD3 Walking Club is back! In partnership with resident, Lori Barber, we want to mobilize our community to make a difference. We don't just talk about it, we do it! Join us on Sunday, August 5th to help us beautify the Third District. Each month a different route will be identified. Let us know if your area needs special attention. This month we will meet at Marine Stadium Park at 8 AM and walk our way down Marine Stadium and Mother's Beach to pick up trash. A specific route will be outlined at the event.

JOHN PARKIN GREENSPACE DEDICATION - August 18

The Coucilwoman has been glad to work together with the Parkin family as well as the community to help memorialize this fantastic person. On August 18th at 9:30 AM the Councilwoman will be hosting a dedication ceremony as the greenspace at E. 1st St. and Loma Ave. will be named after John Parkin.

John Parkin was a long time resident of the Bluff Park neighborhood. After his death in 2015 many neighbors were saddened to lose a community member like him. He was a resident of Bluff Park for 33 years and was a strong supporter and former board member of the local community association, the Bluff Park Neighborhood Association.

Although John is well known throughout the city for his role in addressing subsidence and the use of Long Beach oil revenues, it is his impact on his local neighborhood that many residents remember most fondly. His friends and neighbors remember him as a humble and loyal man with great integrity and always willing to lend a helping hand. He was seen as an icon in the neighborhood who was admired by everyone.

We hope to see you there to help honor the community legacy of John Parkin.

PARKS, RECREATION AND MARINE CONCERT WITH COUNCILWOMAN PRICE - August 18

Its hard to believe we're into the last laps of summer. Of course, summer doesn't really end until later in September, but our kids will start school in a few weeks.  In an effort to extend the concerts in the park series at Marine Stadium, we are partnership with the Department of Parks, Recreation & Marine to bring a free community concert featuring the Elm Street Band on Saturday, August 18 at 6 PM. Food trucks and activities for the kids will be available as we dance to classic Rock'n Roll and surf tunes that we all know so well.   Let's enjoy the sights and sounds of summer and our amazing Third District.

PROJECT 529 BIKE REGISTRATION AND EVENT - August 4

On March 20, 2018, the City Council approved a partnership with Project 529 to offer free, voluntary bicycle registration to Long Beach residents. As a part of this effort, Public Works  (PW) staff is developing a campaign to educate residents of the service and benefits of  registering their bicycles. 

Currently, the Project 529 database contains over 400,000 registered bikes, the largest in  the country. Project 529 allows individuals to register their bicycles via the website,  Project 529 Garage or through their free mobile application, 529 Garage. There  is no-cost to the user and the database is available to the Long Beach Police Department  (LBPD) as a resource to help with bicycle recovery.

Public outreach has already started, including:
* Pop-up registration at community events
* Promotion of Project 529 at the Bike Station (located at 223 East 1st Street)
* Project 529 informational handouts at community events and during Bike Month
programs.

In a continued effort to get every bike in Long Beach registered through our  FREE bike registration program, please join us on  Saturday, August 4th at the Belmont Pier Promenade near 39th Place from 9 AM to 11 AM .  Far too many bikes are lost and stolen in Long Beach and if they are not registered or reported lost there is no way for the police to ever get them returned to their owner. 
 
Bring your friends, family, and neighbors to get your bicycles registered. A registered bike is a protected bike, and with programs like this it gives us a better way to stop bike thefts because registration stickers act as a deterrent to theft.

FAREWELL TO NINA

To the Beautiful Third District:

For those of you that don't  know, Friday, August 3rd is my last day with the Third District City Council Office. I have accepted an exciting job offer and will be moving to Washington D.C. to continue my professional growth. I wanted to take a moment to thank all of the engaged and productive residents who always made my time in this office eventful. We worked together to make improvements to a community that we have been lucky enough to call home. I have enjoyed my time working with community leaders on so many wonderful projects and I know these efforts will continue to have a positive impact on generations to come.

I am so proud of what we have accomplished as a community and I look forward to following the successes of this office as the Third District Team goes into a strong second term. Thank you all for welcoming me with open arms!

BEACH MAINTENANCE AGENDA ITEM

In past weeks there have been some concerns regarding the state of beaches throughout the Third District. Issues around afterhours beach access, and significant problems with littering have been a major focus. The police have expanded their patrols of the beach, and have conducted a number of efforts to help those suffering from homelessness as well as ensure people are aware of the beach hours. Additionally, more intensive efforts to clean and manage the beach have been conducted to make sure trash is not making any residents feel like the beach is not a safe place for them. 
 
Last week the Councilwoman brought the first of a number of items before City Council that are designed to have a bigger impact on the maintenance we see of our beaches. The recent item asks staff to conduct an audit of how beach signage can be improved and expanded to better enforce beach rules.

HISTORY OF SIMS POND

Every month I try to provide residents with information on important upcoming polices or discussions at City Council, or upcoming events that residents will enjoy. However, this month I thought I would give some information on an interesting feature you are probably all aware of known as Sims Pond.

Located at the North West Corner of Loynes Drive and Pacific Coast Highway, it is a small pond that today functions as a great habitat for native plants and animal species. However, the pond has an interesting history on how it came about. Originally, Sims Pond was simply a part of the Alamitos Bay, but this changed when Marine Stadium was constructed in the 1920s in preparation for the coming Olympics being held in Los Angeles where Long Beach would host rowing, and that portion of the bay was back-filled cutting it off from the rest of the bay. Then in 1968 the site was determined to be private property and went undeveloped for many years except for a roadside stand that sold fish bait. But then a large seasonal pond developed next to the bait shop that would fill during winter months or major storm events, and would drain during the dry summer months. And eventually the pond that was filled primarily from runoff from the uphill Stonybrook apartment complex would be named after the bait shop owner.

Then in 1978 the property next to the pond was developed into two single family dwelling subdivisions, the developers were required to develop the wetland area where the pond had formed and maintain it as a freshwater nature preserve. Maintenance of the pond was the responsibility of the Homeowner's Associations of the two developments (Del Lago and Bay Harbour). This maintenance requirement expired after 25 years when the HOA's donated the site to the City.

Since then the City has maintained it as a Seasonal Pond that is filled from runoff and rainfall. It continues to be treated as a sensitive native plant and wildlife area, and is managed based on California State Department of Fish and Wildlife standards. This means no artificially filling it, and that we manage it as a natural environment.

Often the interesting history of a place can really make us all appreciate something even more, and for me, knowing that this native habitat was created due to preparations for the 1932 Olympics, and named after the owner of a fish bait stand makes me love Sims Pond even more.

FREE DOCUMENT SHREDDING EVENT - September 8

Long Beach residents are invited to participate in a FREE document shredding event on Saturday, September 8th from 9AM - 11AM at the Veterans Memorial Stadium, located at 5000 East Lew Davis Street.

A mobile shredding truck will provide residents with the opportunity to securely dispose of confidential documents, white or colored paper, manila file folders, and envelopes.  There is a limit of three boxes per car.  For more information, including event flyer, please visit www.longbeach.gov/lbrecycles.

City Council Meetings are held every Tuesday evening, with the exception of the last Tuesday of the month when council is "dark."  Meetings are held in City Hall - Council Chambers (333 W. Ocean Blvd.) at approximately 5pm.  Times do change, so please check with our office or website for exact times. City Council meetings are open to the public and we encourage your attendance, especially if there is an important topic up for discussion.

NEW CROSSING GUARD AT THE PENINSULA

Sometimes our office announces major initiatives like developing plans to create programs for homeless to work with the City, or supporting the Belmont Pool, or hiring new police officers. And other times there are projects we initiate that have a much smaller reach, but still can be very important to individual neighborhoods. This is one of those items. The Councilwoman has sponsored a crossing guard on weekday evening at 54th and Ocean to help manage pedestrian traffic and reduce delays with the influx we see annually of beach-goers. This increases safety for pedestrians and drivers, and helps make sure that both pedestrians and cars are flowing efficiently.

TRAFFIC SAFETY QUIZ

Long Beach is a City that is always growing and changing. We have a long history and will have an even longer future ahead of us if we continue to make the commitments that put us on the right track like the major investments in infrastructure and public safety that we have seen in recent years. We all play a role in making our streets and city safer. Personally, I have pushed hard for the City to expand our police force and add positions to a department that is still recovering from the recession. This is done with the goal of improving basic safety and security for residents. Additionally, the Long Beach voters supported Measure A which is creating huge investments in our streets and sidewalks.

So, with more police officers coming into the City, and tons of repairs and repaving done throughout the City, the remaining piece of supporting traffic safety is ensuring people are driving safely and understand the rules of the road. So, here is a short quiz that will hopefully help remind drivers of rules we all sometimes forget, and help to encourage greater traffic safety.

OVERSIZED VEHICLE PARKING BAN

As of July 1, oversized vehicles will be prohibited from parking on residential streets.  Nearly a year ago the City Council voted in support of Councilwoman Price's  recommendation to establish a ban on oversized vehicles on residential streets throughout the city. The policy would allow for free short term permits to be obtained for loading and unloading in preparation for usage of a vehicle. The ban on residential street parking is due to the safety concerns they create with lack of sight lines and visibility for drivers, pedestrians and cyclists. This policy required Coastal Commission approval, and the development of new signs at all entrance points to the City in order to notify everyone of the new policy.  As of today, these signs have been installed, and notices have gone out to residents in utility bills with the intention for the new ordinance being fully enforced. The following restrictions will go into effect on July 1, 2018:

- Parking of oversized vehicles (exceeding 85 inches high, or 80 inches wide, or 22 feet long) is prohibited on City streets in residential neighborhoods without a valid permit.

-Residents may obtain free oversized vehicle parking permits for themselves and their visitors at www.longbeach.gov/parking

- Residents and their visitors may park oversized vehicles adjacent to their residence for a maximum of 72 consecutive hours with a valid permit. 

-An annual maximum of 20 permits may be issued to each resident per calendar year. 

-Exceptions to these restrictions may be requested in writing from the City Traffic Engineer.

  Saturday, August 11th, FYT BRANDING, Creative Branding Agency, will debut Contemporary Pop Artist TREW LOVE at the multifaceted Art Gallery & Artisans Boutique MADE by Millworks, 240 Pine Ave. in Down Town Long Beach. The contemporary interactive pop-art exhibit will showcase a line-up of large scale canvas pieces of some of the most Iconic Figures in the history of Pop Culture -such as ANDY WARHOL, KEITH HERING, BASQUIAT & KATE MOSS.

Trew Love is a contemporary young artist based in Los Angeles. Her work has been recently showcased in WE RISE L.A. http://werise.la/artists/ along side some of the greatest artist of now such as Shepard Fairey. She was also just recently in the highly revered art exhibit LOST WARHOLS in New York city last month- MAY 2018 -where the ANDY WARHOL piece sold for $15,000, raising her presence into the art world substantially.
