HCCA Remembers Gail Robinson
We are sad to inform you that our Bookkeeper, Gail Robinson, passed away over Labor Day weekend. Our thoughts and prayers are with all of her family and friends and we join them in mourning her loss. She was a gentle and kind person and she will be missed. We are informed that Gilchrist Services, a nonprofit hospice organization, provided Gail with wonderful end-of-life care. VILLAGE BOARD SEEKS APPLICANTS FOR STUDENT BOARD MEMBER
The Student Member serves as a voting member of the HCCA Board of Directors in accordance with the Association Bylaws. The Student Member has all of the rights and responsibilities of a Board member, with the exception of restrictions against voting on personnel matters, budgetary matters, and matters handled in closed sessions. The Student Member is appointed by the Board of Directors for a one-year term beginning on April 1 and ending on March 31.
The Board currently and generally meets on the first Tuesday of each month beginning at 7:00 pm at Kahler Hall.
Responsibilities of the Student Member
1. Regular attendance and participation in all Board meetings and any special meetings, including exercising the right to vote on non-restricted matters.
2. Participate in public functions of the Board whenever possible.
3. Read the pre-meeting board agendas and accompanying materials to prepare for meetings.
4. Assist the Board with marketing the Student Member position in the event that the seat becomes vacant.
5. Accept that all Board policies, procedures, rules, and regulations apply equally to the Student Member.
6. Maintain a B grade average.
7. Provide his/her own transportation.
8. Attend an initial New Board Member Orientation.

Save the Date: 2017 Columbia BikeAbout
Saturday, Sept. 23 at 9:30am
The annual Columbia BikeAbout will be held Saturday, Sept. 23, with riders setting out from the dock at Lake Elkhorn. The new 10-mile route winds through neighborhoods in Owen Brown, Oakland Mills and Long Reach. In celebration of Columbia's 50th Birthday, the theme of the BikeAbout is "appreciate the past and imagine the future."
Along the route, riders will get the answer to why our power lines for the most part are underground, insight into the origin of some of Columbia's unique street names, visit a cemetery that pre-dates Columbia, and discover early attempts to manage stormwater and how technology has changed current practice.
Young families will be guided around Lake Elkhorn, which will be filled with fun facts about Columbia and some fun things to do. Following the ride, participants have the opportunity to refuel and have fun at the Owen Brown Festival, which begins at noon.

"Enhancing Columbia's Neighborhoods: Learning from Best Practice" will take place on Wednesday, Oct. 25 at 7pm at the Oakland Mills Interfaith Center, 5885 Robert Oliver Place, Columbia. Advance registration is not required but is appreciated. Register online at

The event will feature Paul Brophy and Mark Sissman, two noted experts with deep roots in Maryland, to help frame both the challenges and the opportunities for renewing older neighborhoods. These neighborhoods still offer a good quality of life and are more affordable - but may be in danger of decline unless steps are taken to improve investment conditions. Brophy and Sissman will discuss best practices to address the community's aging housing stock and sustain strong neighborhoods.

Beware Of Donation Scams For Hurricane Harvey and Irma Victims

When natural disasters strike, giving a monetary donation is usually the best way to help victims recover. Relief organizations can use cash donations to procure specific items for survivors based on need. Unfortunately, con artists often see natural disasters as a way to steal money from unsuspecting donors and disaster aid recipients.
Don't be pressured to make a donation immediately. Legitimate charities give donors as much time as they want and your donation will be needed in the days and weeks to come. Be wary if you are asked to give a donation in cash, pre-paid debit cards or via wire transfer.
Make sure your donation is going to a legitimate charity.
* If the charity has either an unfamiliar name or a name that sounds similar to another well-known organization, do some research before giving any money.
* Be wary if the charity refuses to provide documentation of their 501(c)3 non-profit status or other identifying information, such as a mailing address or website.
* Charities that solicit donations in Maryland must be registered with the Maryland Secretary of State. To find out if a charity is registered, visit:
http://sos.maryland.gov/Charity/Pages/default.aspx. You can also check on the charity's reputation using sites like Charity Navigator and
GiveWell.org, which rank charities based on efficiency, transparency and accountability.
* Ask whether the person calling works for the charity itself or a professional fundraising company. Professional fundraisers often take 80% or more of every donation for "administrative costs." Ask how much of your donation will be used to aid in disaster relief.
* Take care before making donations through social media. Unless you know the person requesting assistance personally, don't give until you verify that the cause is legitimate. Note that donations to individuals are usually not tax deductible. To claim a deduction, the charity must be registered as a non-profit with the IRS.
Ask how any contact information you give will be used. Once you give a donation, some organizations will contact you again and again. They may also sell or rent your contact information to other organizations. If you do not wish to be contacted in the future, ask to be put on the charity's "Do Not Call" list.
Report any suspicious requests for donations to the Howard County Office of Consumer Protection at 410-313-6420 or by filing a complaint electronically with the Maryland Secretary of State (website above).

Architectural Committee Meetings
Changes made to the exterior of homes in Harper's Choice require approval of the Village Architectural Committee (AC).
The AC will meet on the 2nd and 4th Tuesdays of the month at 7:30 PM to review applications.
The deadline to submit applications for approval is two weeks prior to the next meeting date.
