Summer may be winding down, but procurement code modernization is still going strong! As you know, the updated code went into effect on August 9th, and volunteer workgroups from many state agencies worked hard to develop and recommend revised rules. Their recommendations are currently being reviewed by DPA, and we hope to have them in effect in January 2018.

Our office gave a series of high level overview webinars on the code modernization, and we are now in the process of providing in-depth training to procurement officials and staff. 

This has been a long process, but we are excited to see the outcome of everyone's hard work: an updated procurement code with clear and concise rules.

I'm also pleased to announce the newest member of the SPCO team: Jennifer Risley will be joining us as our new Administrative Assistant. She is new to procurement, having worked in the airline industry and more recently as a telecommunications operator. Her first day in the office will be September 18th, so please stop by and welcome her to the team!

Reporting Reminders

Just a reminder of the SDVOSB report that is due to Legislature by September 30 annually, per the statutory requirements found in 24-103-905 CRS. The SPCO has reached out to the non-CORE agencies under the procurement code, and thank you to those who have responded. If you haven't responded, please do so this week.

SPCO will make an effort to capture as much information from CORE whenever possible for these reports but for those agencies/entities not using CORE, you will need to pull the information from your procurement systems.

Staffing Updates

Greg Draughon, a member of our purchasing team, and his wife Julie welcomed baby boy Benjamin into their family on August 24th. At 8lbs, 20 inches and completely adorable, he was a great addition! Congratulations!

Special Events

The SPCO has been out and about, meeting with vendors and procurement professionals across the front range! 

CORE team member Gonzalo Quintana provides technical guidance on ColoradoVSS.

On August 9th we participated in The Opportunity Council's 19th Annual Connections, Matchmaker & BBQ event. The SPCO hosted a booth where we offered vendors the chance to ask any and all questions about how to do business with the state. The Office of the State Controller CORE Operations team member Gonzalo Quintana was on hand as well, providing training on how to register and use ColoradoVSS. SPCO staff also participated in the matchmaking event, conducting on-on-one interviews with vendors. 

On September 7th we were also part of the 2017 Reverse Vendor Trade Show sponsored by RMGPA and the Longmont Chamber of Commerce. The SPCO's Greg Draughon and Barb Musick met with hundreds of current and prospective vendors, and Barb was also part of the panel for the Doing Business with Government presentation. ColoradoVSS Help Desk manager Lisa Vallad was also there manning a table, training vendors how to access essential solicitation information via VSS.

Tell us a little bit about your background : I earned a B.S. degree in Aviation Administration, and a Master's Degree (MBA) in Business Administration.  I grew up in the suburbs of Chicago, spent three years in Wichita, KS and transferred with United Airlines to Denver, CO.  I have lived in Aurora for almost 17 years and cannot believe I find something new to enjoy about Colorado every day.  It has been great to see the city change so much for the better over these last several years.  On the weekends, you will find me golfing, hiking and/or biking and in the winter months, I love to ski.  One of my bucket list items is to visit every State Park.

How long have you been with your current organization? : It will be three years this November.

How did you get into the procurement field?: During my last position with the University of Colorado, ClinImmune Labs, I created the procurement position within my current operational job duties as I saw a need for someone to manage the logistics part of the lab and also a need for cost savings.  This job led me to Colorado Parks and Wildlife and I could not be happier.

Did you work in other professions, and if so where and for how long?: I have worked in various other professions such as retail management, retail HR, sales management and the golf industry, but the most significant amount of time was spent within the aviation industry.  I worked at O'Hare Airport in Chicago, Wichita, KS and DIA in Denver, CO.  I was working for United Airlines at DIA as a ramp tower controller/load planner until 9/11 and due to this tragedy, I was laid off.   

Please share a professional or personal accomplishment you're proud of:
I am most proud of the process improvements that I have made regarding multi-year purchase orders, multi-year solicitations, master agreements and delivery orders. This has proven more efficient, not only for staff, but has also saved time and money for the agency.

Tell us something interesting and unique about yourself: I was a certified PGA professional golf instructor, played in pro-am golf tournaments throughout the state and was a High School Girl's Golf Coach.

New price agreement available for use. This is for audio to text and video to text transcription services. An additional price agreement for another vendor in this category is expected to be completed in the coming months.

The previous price agreements for these vendors expired on 8/27/2017. The State Purchasing and Contracts Office is currently negotiating new contracts with these vendors. Until new agreements are executed, agencies may make discretionary purchases for goods needed in this category.

Temporary Personnel Services
Please be aware that hourly rates listed on these agreements are "ceiling" rates. We recommend that hiring managers and program staff utilizing the agreements for temporary personnel services perform the following due diligence:
  1. Ensure that both the Price Agreement hourly rates and Mark-up % are agreed to between your agency and the Supplier prior to starting services
  2. Ensure that all agreed-to rates fall within the price agreement's published rates and ranges
  3. Spot check invoices prior to approving them for payment.
