The long-awaited "21st Century Schools" legislation, offering a wide array of changes to school construction methods and funding, has passed both the House of Delegates and Senate. But a controversial amendment has transformed the bill into a battleground over political control over state project funding and oversight... and leaves the entire bill in the shaky balance. A likely veto and a late session override effort lie ahead for the multi-faceted legislation that otherwise addresses many county priorities after a two-year study Commission.
