UBCM Principles for Cannabis Taxation

The UBCM Executive, at its February 23, 2018 meeting, endorsed a principled approach to cannabis excise tax revenue sharing. In the absence of fulsome data, UBCM's four principles seek to ensure that BC's share of cannabis excise tax revenue addresses all local government costs associated with legalization, with remaining funds shared between the Province and BC local governments. Speculation Tax Update 

Finance Minister Carole James has announced several changes to the speculation tax, focusing its geographic scope of application on urban centres, introducing different rates based on residency and citizenship, and creating several exemptions. The speculation tax will be introduced into legislation in the fall sitting of the legislature. Read More 
Submission on ALR/ALC Revitalization 

On March 22, 2018, UBCM met with the Minister's Advisory Committee on the revitalization of the ALC and ALR to present a submission outlining the critical need for local governments to retain an active role in agricultural land use planning and decision-making. Read More 
MSP Payroll Tax Survey

UBCM has teamed up with the Government Finance Officers Association of BC to survey CFOs on the impacts of the proposed Medical Service Premium payroll tax on local government finances. Login information will be provided directly to survey participants. The survey is open until Wednesday April 18.
Feedback Submitted on Poverty Reduction Strategy

UBCM has provided feedback to the provincial government on the development of the BC Poverty Reduction Strategy. The submission reflects UBCM resolutions on poverty reduction, homelessness and housing, income assistance, food security and childcare. Read More 
National Housing Strategy Consultation

The Canadian Mortgage and Housing Corporation is conducting a consultation on a human rights based approach to housing that was introduced as part of the National Housing Strategy in November 2017. The consultation seeks feedback on a discussion paper, including input on proposed new legislation that would require future federal governments to maintain a National Housing Strategy. Read More
2018 BC Energy Step Code Survey

The BC Energy Step Code Council is reaching out to local government staff to gather information on awareness of and readiness with regard to the BC Energy Step Code. The Council is also looking for feedback from local governments that have already begun the implementation process.  Provide your feedback by completing the 2018 survey by March 29, 2018. Read More
