ExxonMobil, Total to drill ultra-deepwater well in Mexico in October

Platts.com, March 25, 2018: ExxonMobil and Total will drill the first deepwater well in a block awarded at a Mexican hydrocarbon auction in October. The companies have identified a potential ultra-deepwater structure named Etzil at Block 2 of the Perdido Fold Belt, Mexico's National Hydrocarbon Commission, or CNH, said at webcast session on Friday. The structure is the most prolific structure identified in an exploration program approved by CNH to date of blocks awarded at Mexico's deepwater hydrocarbon auction Round 1.4 in December 2016. Total and ExxonMobil has estimated Etzil has 50% probability of holding as much as 2.7 billion barrels of oil equivalent of prospective resources, CNH said. CNH said Total and ExxonMobil could eventually incorporate as much as 916 million boe from the 80 sq km structure.
Statoil, Total and BP have identified two other deepwater structures in Mexico's Cuenca Salina basin -- Hunab with 397 million boe and Serrano with 325 million boe of prospective resources. Chevron, Inpex, and Pemex also have identified two potential exploration targets in Perdido, but CNH has not disclosed their prospective resources. Operators BP will drill Hunab-1 in the third quarter of 2019 and Statoil a well in Serrano-1 in Q3 2020. However, Chevron does not have a plan to drill at the moment.  Read more...
Shell Says Saving Planet Probably Means Sucking CO2 From the Air

Bloomberg.com, March 26, 2018: Cutting emissions won't be enough to keep the planet from warming by more than 2 degrees Celsius: to achieve that goal, according to Royal Dutch Shell Plc, will require sucking carbon dioxide out of the atmosphere.
  • Net carbon emissions must be below zero for 2 degree scenario
  • Carbon capture, storage technology currently isn't economic
A scenario report from the Anglo-Dutch oil major describes a world woefully unprepared to meet the goals set out in the Paris Climate Agreement. Shell says that by 2060, carbon capture and storage must exceed global emissions as the company sets a course for pre-industrial pollution levels. For decades after, such facilities would need to work at breakneck pace to inhale the carbon dioxide spewed by previous generations.
That jars with the current reality where carbon capture and storage technology is a commercial failure, with fewer than 50 active projects compared with the 10,000 needed under one of Shell's scenarios for attaining climate safety.   Read more...

Cost of Russia's 'Power of Siberia' Gas Pipeline to China Balloons to $9.7 Bln

Themoscowtimes.com, March 27, 2018:  The cost of Russian gas monopoly Gazprom's pipeline project to China has reportedly ballooned to $9.7 billion.
Russia is eager to boost oil and gas sales to its fast-growing neighbor and reduce its dependence on European clients. Already China's biggest oil supplier, Russia aims to start natural gas sales via the Gazprom-built Power of Siberia pipeline by December 2019.
Since 2015, the cost of the project's construction contracts jumped from 450 billion rubles ($7.8 billion) to 554 billion rubles ($9.7 billion), according to a report by Interfax published on Monday.
Interfax reports that the deadline for most of the pipeline's contracts have shifted from mid-2018 to late 2019.
Gazprom's press office clarified that the initial contracts laid out preliminary costs that were later revised.
"It is subject to annual updates proceeding from the deflator index and the actual volume of the work performed," the office said in comments to the RBC business portal Tuesday.  Read more...
Lukoil pledges decade-long shareholder gains even at $50 oil

Gulf-times.com, March 25, 2018: Lukoil is cautious about oil prices over the next decade, yet promises to be generous to shareholders. Russia's second-largest crude producer is planning for a "conservative" $50 a barrel oil price through 2027 and will distribute half the gains to investors if crude rises above that level, billionaire chief executive officer Vagit Alekperov told investors in London on Friday. The company will continue to raise dividends in "any market situation," he said.
Alekperov's strategy of increasing cash flow and dividends is driving Lukoil's shares higher even though the company has a history of missing output targets. Its market value is closing in on state-run giants Rosneft and Gazprom. Lukoil will "keep making the shareholders happy" even after its founders step down, Alekperov, 67, said, responding to investors concerns over his succession. Lukoil plans to invest an average of $8bn a year over the next decade under the plan and focus on growth from its existing assets, with a target of raising output by at least 1% annually, Alekperov said. The company will assess deals in upstream, "carefully" selecting targets, but has no plans to acquire downstream assets.  Read more...

Russia Seeks to Negotiate Exemption From US Metal Tariffs - Trade Ministry

"The first and most important response is to appeal the decision in the World Trade Organization dispute resolution body... Another measure is to examine the list of goods which are important for the United States to export into Russia and to restrict the access of such goods. The third process is to negotiate the tax exemption for us, considering that there are enterprises on US territory which also belong to our companies," Evtukhov said.
The deputy minister affirmed that these enterprises had large output volumes, and the limitations would trigger a rise in prices for end users in the United States as well as employment loss for US citizens who work there if the enterprises are to be closed.   Read more...

Russian oil producers can make money from China's oil futures - experts

Tass.com, March 26, 2018:  MOSCOW, March 26. /TASS/. The Shanghai International Energy Exchange (INE) has started trading in yuan-denominated oil futures earlier today. If the instrument turns out to be a liquid one, price pegging of the Russian ESPO export blend to the China contract will favorable influence on the Russian oil blend price, experts questioned by TASS said. This will make possible for Russian oil suppliers to China to additionally earn up to $440 mln per year.
China became the world's largest oil importer in 2017 [8 mln barrels daily] and outpaced the United States by this indicator. According to Wood Mackenzie consulting firm, China's oil demand may grow by 2.1 mln barrels per day more by 2023. The desire of China to exert greater influence on oil pricing is clear in this regard, analysts say.
"Certainly, it is more beneficial for China to make settlements in the national currency. The national futures launch is a step in this direction. This instrument will make possible to form contracts on its basis and perform hedging," Darya Kozlova from Vygon Consulting says.  Read more...
