Measure X Sales Tax Update
|
Oceanside voters passed Sales Tax Measure X in November 2018, allowing the sales tax rate in Oceanside to increase by 1/2 percent for seven years. The revenue from Measure X is slated to improve infrastructure and the delivery of public safety services. A Citizens Oversight Committee (COC) was appointed in February 2019. Expenditures to date include the implementation of an Emergency Medical Technician Program, the purchase of an ambulance, the addition of a second Oceanside Police Department Homeless Outreach Team (HOT), the purchase a van for their work, an additional social worker for the HOT, and preparations for a new Fire Station. Additionally, road repair call for bids are scheduled for February and March.

New Oceanside Blvd. Sewer Lift Station coming
|
The City of Oceanside operates and maintains 34 sewer lift stations throughout the City. The sewer lift stations pump wastewater. The Oceanside Boulevard lift station, originally constructed in 1953, is nearing the end of its useful life and needs replacement. Due to site congestion at the original pump station, co-located with the Best Western Hotel on Oceanside Boulevard, the new lift station will be constructed just west of the former Fresh & Easy store at Vine Street and Oceanside Boulevard. The construction is anticipated to begin in February 2020 and be complete in December 2021. A traffic lane may be intermittently closed in the area to allow for construction.

Once every decade, the federal government conducts a census of the entire population to count everyone in the United States, as required by the Constitution. The census is much more than just a head count. It provides a picture of our nation that helps determine where to build new schools, hospitals, and businesses; how federal funding is distributed; and how congressional seats are apportioned. That’s why an accurate count is so important. In mid-March 2020, for the first time ever, the U.S. Census Bureau will accept responses online, but you may still respond by phone or mail if you prefer. Census takers go door-to-door to count people who have not responded to the 2020 Census.

New I-5 Express Lanes to be constructed
|
The California Coastal Commission approved the addition of one new High Occupancy Vehicle (HOV) lane in each direction of I-5 from north of Palomar Airport Road to north of the Cassidy Street over crossing. New signage, landscaping and lighting are also planned. The
North Coast Corridor plan
,
submitted jointly by Caltrans and SANDAG, is expected to begin in Fall 2020 and be complete in 2022.

The City Council approved several resolutions and introduced an ordinance at its December 18 meeting relating to the General Election on November 3, 2020. The voters will decide whether to add an ordinance to the City Code to establish term limits for the offices of Mayor and City Council. Subject to voter approval, the proposed term limits will be three terms for each office whether consecutive or not.

Tyson Street Restrooms Reconstructed
|
The Tyson Street Beach restrooms along The Strand were reconstructed as a new facility and reopened to the public last week. The new restrooms have a greater number of stalls, improved lighting, and the surrounding area has enhanced landscaping and decorative pavers.

New public parking garage now open downtown
|
The City of Oceanside has opened a new public parking garage steps from the beach in the SALT building at 371 N. Cleveland Street between Pier View Way and Civic Center Drive. The new public garage has 340 public parking spaces and the charge is $5 all day or $3 for two-hour parking in designated spots. The hours are from 6:00 a.m. to 2:00 a.m.

San Luis Rey Riverbed Mowing Project
|
This year's mowing of the San Luis Rey Riverbed is wrapping up. 143 acres of mowing was completed between College Boulevard to west of Benet Road. This annual work reduces the flood and fire risk. This vegetative management mowing is conducted under an agreement between the United States Army Corps of Engineers and the City of Oceanside, in coordination with Federal and State Natural Resource Agencies.

Oceanside Beach Resort update
|
Decades in the works, the Oceanside Beach Resort will be a four star plus resort being constructed on Pacific Street opposite the Oceanside Pier. The project consists of two hotels. The property on the north side of Mission Avenue will be a boutique Joie de Vivre Hotel with a rooftop pool and bar, a ground-level signature restaurant, street front retail, an outdoor patio with fire pits, and a public garden. This boutique hotel will integrate the historic Graves House, the iconic home that appeared in the movie
Top Gun
. The Graves House, first built in 1887, is being renovated and will open as an ice cream or candy shop. The adjacent property, a Destination Hotel, will feature an upscale beach house design, a spa, retail shops, restaurants, and extensive indoor/outdoor meeting and event space. The hotels will have joined underground parking with Mission Avenue running between them above. The Oceanside Beach Resort is anticipated to open in 2020.

A Geographic Information System (GIS) is a computer-based system that stores and links non-graphic information with map features to allow access to a wide range of information, as well as map production, analysis, and modelling. GIS is widely used in the City of Oceanside to improve decision making, service delivery, and citizen engagement. GIS has become increasingly important for sharing information within the City by integrating data from various sources and by providing interactive and user-friendly maps. Free garden material for Oceanside residents
|
Moody's El Corazon Recycling provides free materials for Oceanside residents, just bring proof of residency. Moody's has rock, gravel, recycled fill dirt, DG, compost, vermicast tea, and more! Pickup sand and sandbags here as well. Moody's is located at 3210 Oceanside Boulevard. Moody's is an important part of the strategy to meet the 2020 State requirement for 75% diversion of waste material from landfills.

Local Coastal Program Update
|
The City's Local Coastal Program project team has prepared a draft of the Coastal Hazards Adaptation Plan (AP), which goes to the California Coastal Commission next. The draft AP outlines a wide range of potential adaptation strategies the City can deploy as future coastal conditions warrant. A public workshop will be scheduled soon to share and receive public input on the draft document. The next series of king tides will occur between January 10-12 and February 8-9. The project team invites you to meet us on the beachfront to observe the king tides and discuss what king tide events suggest about the potential impacts of future sea level rise. We will be at Buccaneer Beach on Friday, January 10 at 8:00 a.m. and at the parking lot at Wisconsin St. and The Strand on Sunday, February 9 at 8:30 a.m. We welcome your input on the stretches of coastline most impacted by tidal and storm events.
