LEGISLATIVE UPDATE
The House has delayed passage of the Operating Budget over to the Senate this week after shifting their focus to HJR 23, a constitutional amendment to guarantee Permanent Fund dividends. While the Senate waits for the budget to pass over, they have focused on writing a statutory spending limit.
With the delay in passing the Operating Budget, there is widespread skepticism here that we will be able to adjourn the session by April 15, Day 90. The more realistic deadline is the 121-Day constitutional limit, which falls on May 16.
Senate Bill 45, our top legislative priority, is scheduled for a hearing!
The House Labor and Commerce Committee will hear SB45 on Friday, March 23 at 3:15PM.
SB45 would require an unlicensed owner-builder to disclose that they don't have a contractor's license if they try to sell homes within two years after starting construction.

Workers' Compensation bills are on the move.
HB79, the Governor's omnibus workers' compensation bill
, passed the House earlier this week by a vote of 25 - 14.
We have been watching this bill closely because it contains a new state definition of "independent contractor" for the purposes of providing an exemption from coverage. The definition can be found on page 17 of the bill, and includes the language we requested during our legislative meetings in Juneau last year.

HB79 is now in the Senate Labor & Commerce Committee waiting to be scheduled for a hearing.
Other Bills We're Watching
HB142, by Rep. Chris Tuck (D-Anchorage), increases unemployment benefits
. The bill passed the House this week by a vote of 22 - 16, and is now in the Senate Labor & Commerce Committee.

HB329, by Rep. Andy Josephson (D-Anchorage), authorizes real estate appraisal management companies.
The bill is scheduled for a hearing in the House Labor & Commerce Committee today. There is also a Senate companion bill - SB155, by Senator Kevin Meyer (R-Anchorage), that has advanced to the Senate Finance Committee. No opposition has been expressed to the bill. It is supported by the Alaska Bankers Association and the State Chamber of Commerce.
HB199, the fish habitat protection bill
, is still in the House Fisheries Committee and is not scheduled for hearings. At this point, it is looking more likely that the habitat protection initiative will go to the voters during this year's statewide election.
