The Express
February 2019

As winter (and flu season, and extreme cold) maintains its grip on many regions of the country, the ASPR TRACIE Team extends our warm appreciation for your continued partnership and support. Our Natural Disasters Topic Collection and Select Infectious Disease Resources page offer links to relevant, helpful resources. As always, if you have a resource to share or need technical assistance, we encourage you to reach out to us.

In this issue of The Express, we highlight a recent and upcoming webinar, our “New User” features, ASPR- and partner-specific resources, upcoming events, and updates from our three domains.

Register Today: Hospital-Based Incident Command Systems: Small and Rural Hospitals Webinar
Hospital-based incident command systems (e.g., HICS) have been used formally in U.S. hospitals since the late 1970’s as a way to manage incidents, coordinate resources and communications, and collaborate with community-based response agencies. Despite their widespread adoption and use, there is very little published information available on lessons learned, best practices, and real-world adaptation of these systems. This free webinar (the second in our series) is scheduled for March 12, 2019, from 1:00-2:30 PM ET and will feature speakers from small and rural hospitals who have experienced a recent emergency and activated their hospital-based incident command systems. The speakers will provide a brief overview of the incident, describe how they implemented their incident command system, share lessons learned and tools for small and rural hospitals, and discuss how they have incorporated these lessons into their current systems and plans. Register today!
New! Webinar Recording Available: ASPR Healthcare and Public Health Risk Identification and Site Criticality (RISC) Toolkit
The RISC Toolkit was developed with the input of a team of healthcare partners and risk management subject matter experts and designed to help healthcare facility owners and operators identify risks in an easy-to-follow format using objective, national-level data. In this webinar, speakers provided a brief overview of the RISC Tool and share how they have implemented the toolkit. While most questions were answered during the webinar, this document includes responses to questions that were collected afterwards.

Just Released: ASPR’s National Health Security Strategy
The National Health Security Strategy (NHSS) aims to strengthen and sustain communities’ abilities to prevent, protect against, mitigate the effects of, respond to, and recover from disasters and emergencies. This webpage includes links to the full text of the plan, an overview, the NHSS Implementation Plan, the NHSS Evaluation of Progress, and an NHSS Archive.
Now Available: Resources Available to Prepare For and Respond to Nerve Agent Emergencies
Find out what first responders and healthcare workers need to know to protect themselves and save lives if an incident involving fourth generation nerve agents (also known as Novichoks or A-series nerve agents) ever occurs in the U.S. These three resources were developed by an interagency workgroup comprising experts in medicine, science, public health, law enforcement, fire, emergency medical services, hazardous materials, and occupational safety.
New: Emergency Preparedness- Updates to Appendix Z of the State Operations Manual (SOM)
This update to the Centers for Medicare & Medicaid Services Emergency Preparedness Rule (EP Rule): adds emerging infectious diseases to the definition of all-hazards approach; provides new Home Health Agency citations; and lists clarifications under alternate source power and emergency standby systems. Email [email protected] with questions regarding the EP Rule.
