As we recognize Holocaust Remembrance Day and the 75th anniversary of the liberation of Auschwitz-Birkenau today, it is our responsibility to stand together against fear and hatred. Far too often, our words of hatred turn into negative actions which impacts our community. It is a reminder that we join for hope and peace.

Built To Learn Testimony
Howard County is grateful that our state aid funding for capital school construction will increase based on the formulas noted
in
House Bill 1- Built to Learn Act
. In challenging fiscal times, we know that every penny counts. I appreciate the Howard County Delegation for their continued support and advocacy for increasing funding for capital projects like Talbott Springs, Hammond High School, High School #13 and other construction priorities of HCPSS.
I was honored to join the Mayor and my fellow County Executives to provide testimony in support of House Bill 1 which will provide additional State funding for every jurisdiction across the state. Watch my testimony to the Appropriations Committee

Honoring 51 Years of the Charter
Last week, we celebrated 51 years of the Howard County Charter, which created our government as we know it today. The late Senator James Clark first proposed the charter form of government in 1965, which was then adopted in 1968.
I truly appreciate everything our former County Executives have done to shape this county and feel fortunate to be able to call on their examples and wisdom. It's important to remember where we started and to look back and reflect on the progress we made, while setting a course for a future that ensures Howard County is the best county for all.

Department of Community Resources and Services
As required by our Constitution, every 10 years, the U.S. Census Bureau conducts a count of every person living in the United States. For us, this count is vital to understanding the updated picture of our community, the needs of all our residents and the future of our service to the public. We are a data-informed government, and the Census gives valuable insight into our needs for education, housing, transportation, healthcare and more.
Sometime after March 12

, each county household will be receiving an invitation to respond to a short questionnaire, either online, by phone or by mail. Those who do not respond will receive follow up communications after April 1

, including door-to-door outreach by the U.S. Census Bureau, a nonpartisan government agency.

Health Department
While this outbreak has resulted in more than 2,700 confirmed cases in mainland China and at least five confirmed cases in the United States (all U.S. cases traveled from Wuhan, China), the CDC currently characterizes the immediate health risk to the general American public as low. There are currently no vaccines able to protect humans against this coronavirus, so the best way to prevent infection is to avoid being exposed to the virus. Everyday preventative actions that can help prevent the spread of respiratory viruses:
- Wash your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer.
- Avoid touching your eyes, nose and mouth with unwashed hands.
- Avoid close contact with people who are sick.
Symptoms of infection with this novel coronavirus include fever and cough or shortness of breath. If you have traveled to China in the last 14 days and are experiencing these systems, please:
- Seek medical care right away. Before you go to a doctor’s office or emergency room, call ahead and tell them about your recent travel and your symptoms.
- Avoid contact with others.
- Avoid further travel until the illness resolves.
- Wear a mask if you need to leave the house when sick.
- Cover your mouth and nose with a tissue or your sleeve (not your hands) when coughing or sneezing.

Ellicott City
- New Cut Road Water Main Replacement Excavation (Capital Project D-1165) – Water main replacement project near 3820 New Cut Road will require the use of explosives to clear the way for the installation of the new pipe into the existing bedrock to improve infrastructure resilience. Excavation for the water line is anticipated to occur during the week of January 27th, weather permitting, over a one - to three - day period between 8:00 a.m. and 5:00 p.m. Property owners and tenants within 250 feet of the project excavation area have been advised of the explosive work and may experience minor project-related sounds and/or vibrations.
- St. Paul Street Sewer Connection (Capital Project S-6698) – Project o connect 3758 St. Paul Street to the County’s public sewer main. Signs and flagging operations will be in place to direct traffic as needed during construction hours, Monday through Friday, 9:00 a.m. to 4:00 p.m., as lane shifts are expected. Additionally, a portion of sidewalk adjacent to project will be closed to pedestrians during construction. Weather permitting, the project is expected to be completed by late February.

- Mellow Wine Way Sewer Stabilization (Capital Project S-6268) – Project to stabilize a public sewer near 6442 Mellow Wine Way. Originally expected to be completed by late January, weather permitting, this project is now expected to be completed by late February.

Our Department of Recreation & Parks has
announced
its winter schedule for managing deer populations through sharpshooting. Different from the managed hunts, our sharpshooting program involves specially trained and qualified personnel using highly accurate, noise-suppressed rifles, who will remove deer under a special permit issued by the Maryland Department of Natural Resources. All the meat from this operation is donated to charitable organizations in the area, including the Community Action Council of Howard County’s Food Bank.
