3 signs the wheels are coming off your CAD/RMS/WMS project
If your city/county is in the process of a tech project involving your agency, be aware of the signs that indicate trouble ahead.  

 

1) The development and/or publishing of the RFP for a new system is taking much longer than expected.  A typical CAD/RMS or warrant management system RFP should take no longer than one year to publish.  If the document is lingering in the "it's still being worked on" status for much longer than that, it's time to worry.

 

2) If executing the contract with the chosen vendor seems to be a never-ending effort, it's time to figure out what's really going on.  If the city/county attorney, finance director, or other project decision maker is "just really busy", chances are something else is amiss.

 

3) If the consulting firm hired to assist with the project terminates their contract, it's probably because they're not getting paid.  And it's probably the real reason for #2 above- there's no money.

It's utterly amazing that in 2018, we still have police agencies driving case files to the court and prosecutor's office.  Driving.  In a car.  That's what happens when they want the...."original".  Or when CJIS security policy is a concern- something that can be easily overcome.

Whether or not the video shall be released according to the law is one matter while the decision to voluntarily release it is another.
