President's Letter

What a blessed year we've had in 2019! Early Education is the hot topic of a lot of political discussions, which is an exciting thing to have happen. I can't stress enough of how important the educators are to the young children that are taken care of in our environments. Being President of WFCCA, I am invited into a lot of conversations and I am truly honored to support and advocate for the Family Providers of Wisconsin. Thank you for entrusting me this past year, and I look forward to what 2020 has to offer!

Please take a moment to enjoy the blessings in your life, in your career, and in your families. As we are surrounded by our loved ones that are here, and remember those that are not, Christmas is a season to savor the joy. Try not to get too busy or too stressed, to enjoy the joyful moments that happen. Even if it's small like being able to take a restful nap, or watch a Hallmark movie...take some time for yourself. Eat a cookie or two with no regrets, get a massage, Live Life!

I wish you all the best for the upcoming year. Whatever you chose for your goals and dreams for this next year, I hope that you will be able to achieve them. If WFCCA can help in any way to support them, please reach out.

Merry Christmas!
Leah Zastoupil, WFCCA President

News Relevant to FCC from NAFCC
Dear State Leaders:

See below for some interesting updates and a reminder about the still not completed Appropriations for Child Care and Head Start in Congress and what you can do.

REMINDER: Our next call is the 21st. Feel free to send topics you want to discuss to me. I would like to see what you think about the laws passed in California, see below.

California - New Laws Supporting FCC
Gov. Gavin Newsom signed the  Building a Better Early Care and Education System Act (AB 378) by Assemblymember Monique Limón into law today, allowing 40,000 home-based providers in the state to have the right to negotiate with the state and form a union.

Earlier in September, the Governor signed SB. 234 into law, which clarifies rights FCC have to operate.  A city or county government cannot require a provider to get a zoning permit or business license for a large or small family child care home. This applies whether or not they live in an incorporated or unincorporated area. See a Fact Sheet from the Child Care Law Center here  http://childcarelaw.org/what-we-do/policy-work/sb-234-keeping-kids-close-to-home-resources/sb-234-faqs-for-family-child-care-providers/

Federal Lawmakers and Funding for Child Care Subsidy
Members of Congress are returning home next week and it is an important opportunity to emphasize how CCDBG and Head Start funding impacts children, families, and providers as well as the increases we all want to see in a final FY 2020 appropriations bill.  NWLC, CAP, Zero to Three, CLASP, Child Care Aware, First Five Years Fund, and other partners have created a revised toolkit for advocates to use in October, which is available here:  https://docs.google.com/document/d/1uMWhOkj-x9WuViOL7Fj7I4NYgRvjmj6JEss3K2OC12A/edit?usp=sharing

This toolkit includes:
  • Talking points, updated for the new Senate developments
  • A list of helpful resources with state-specific data
  • A list of relevant Twitter handles by state for House and Senate appropriations committee & subcommittee members as well as House & Senate leadership
  • Sample social media posts
  • Draft invitation letters for member visits
  • Draft action alert & script
  •
  • Draft coalition letter
  • Video links and shareable graphics

We hope these are helpful to you and state partners you work with.

Hello Everyone,
Sending out a brief update regarding the bills currently circulating the Assembly and Senate. DPI recently became aware of these bills and their circulation. The department is in the process of analyzing the bills. The department was not aware of hearings on these bills until yesterday (October 1, 2019).
DPI will be testifying at the hearing for informational purposes only.
    • DPI supports funding for full day 4K and recognizes the importance of community approaches for 4K.
    • DPI does not support proposed changes for eligibility age for 4K.
Kind Regards,
Sherry
