Teen Driver Awareness Week Oct. 18-24
Last year, 50 teenagers were killed and nearly 5,000 were injured in traffic crashes in Wisconsin. The annual Teen Driver Safety Week (Oct. 18 to 24) is an opportunity to encourage teens to make better decisions behind the wheel and increase parental involvement as teenagers gain driving experience.

Q& A on Driving School Policy & Procedures
Q.       Why does the driver instructor application limit instructors to no more than 3 students in the car?

A.      343.07(1g)(a)(1) if the motor vehicle is equipped with dual controls, up to 3 other persons, in addition to the qualified instructor, may occupy seats in the motor vehicle other than the front seat. 

Q.     What is the definition of "Actively enrolled"?

A.       To be eligible for an instruction permit, the instructor must sign the application verifying the student is scheduled to be given their first in-car lesson within 60 days. This would indicate the student is actively enrolled in a driver education program. In addition, schools have the ability to identify their own definition of actively enrolled. This definition must be listed in the contract so the parents and students understand if they are not following through the instruction permit may be cancelled.
 
Q.     Where can we send problems/questions about using the DEC system?

A.       All questions about the DEC system can be sent to Amber. Please send specific questions with screen shots whenever possible. This way, Amber can effectively research and trouble-shoot your individual question and resolve your issue more quickly. 
 
Q.     Can we obtain contact information for team leaders and/or supervisors at the customer service centers?

A.       Please visit your local customer service center to obtain contact information.

How to fill out a DEC application
The detailed Driver Education Completion Application (DEC) gives driver education programs the ability to communicate directly with the DMV's computer system. Once the student's completion certificate has been electronically submitted, the student's record will update immediately.

How to get started? WisDOT has recorded a How to Use DEC video presentation to walk you through the process. It's now available here on the Departments YouTube Channel. This video is beneficial to instructors for both commercial driver training schools and the Department of Public Instruction. 

When you encounter an error in the DEC application, it is important to capture a screen shot and send it to the driving training school coordinator at dotdvrtrnschoool@dot.wi.gov.

Q: Are students able to use back up cameras during road tests?

A:    No, students are not able to use back up cameras during the road test. 

Q: If a student loses their driving receipt and needs a new MV3001 signed, should the instructor use the new date or the original date?

A:  The new MV3001 should have the current date

Q: Is it necessary to signal within the Y-turn and in parking lots?

A:  Yes, signal should be used within the Y-Turn and in when driving in parking lots.

Statute/Administrative Code Reminders
Classroom phase of instruction shall consist of 30 clock hours in the classroom, extending over a minimum of three  weeks for each student at no more than two clock hours per day. [Trans 105.07(2)(a)].
 
Behind−the−wheel phase of instruction shall consist of six  clock hours of observation in the vehicle and 6 clock hours of actual vehicle operation. This phase shall extend over a minimum of three weeks for each student with no more than one hour of behind−the−wheel driving and no more than two hours of observation each day. [Trans 105.07(2)(b)].
 
Receipts must be issued for all fees received. [Trans 105.06(1)].  
Common mistakes observed at auditing
It is common to see that student record cards are not being thoroughly updated. It is important that the student record cards be updated within one business day after the completion of each lesson. All student records cards must contain the following information for each student:
  • Student's name
  • Student's date of birth
  • Student's address
  • Contract or agreement number
  • Dates, type and duration of services relating to the instruction in the operation of a motor vehicle
  • Name and license number of the instructor having given each lesson or instruction
  • Identification of the vehicle in which any BTW instruction was given
  • If the school participates in CDTP, the scores of the knowledge and highway signs scores for all tests attempted must be recorded.

New Driver Licenses

New U21 Driver License
WisDOT will begin issuing new driver licenses (DL) and identification (ID) cards this fall. These new cards will be the most secure in the United States.
 
An innovative polycarbonate card and laser-engraved black and white photo are the most prominent features designed to curb fraud and identity theft.
You will also notice these added security features:
  • The card feels slightly stiffer and makes a unique sound when dropped on a hard surface.
  • A raised signature, date of birth (DOB), expiration date, DL/ID number, 'U21 until' date can easily be felt and hard to copy.
  • UV ink highlights Wisconsin artwork on front.
  • U21 (under 21) is prominently displayed in red ink and printed in a vertical format.
Two other versions of Wisconsin driver licenses and ID cards are currently in circulation and valid until it's time to renew. Some cards from the previous vendor are set to expire in 2020 and those issued between March 2012 and October 2015 are set to expire in 2023. 
 
Process is the same
Schedule your road test. When you come to take your driver test (or when your DL or ID expires), visit a DMV Service Center and present necessary documents. If you pass the tests, you will receive a receipt which includes an image of the actual card and it is valid until your new card arrives in the mail.
 
For most DMV services, like replacing a lost DL, you can skip the trip altogether and conduct routine tasks online at wisconsindmv.gov.
 
Roll out of the new cards throughout Wisconsin will be completed by November 1, 2015.
